But there is a need to plan for the future and the inevitable return of passengers and cargo. How do we reconcile the fact that airlines are principally focused on short term survival while airports must also concentrate on the long term air service and the economic needs of their communities? When done correctly, incentive programs can help communities attract and retain service. Experts will discuss how airports can properly structure their program to stay within the bounds of the law, while also providing the maximum impact. This session will provide an overview of the financial markets and the environment that airports have faced after the financial crisis. The panelists will discuss non traditional sources of government funding such as The Transportation Infrastructure Finance and Innovation Act, Buy America Bonds and Federal Transit Administration/Federal Housing Administration funding as well as take a look at bond insurance and credit support available for airports. 3:15 4:15 p.m. Concurrent Session 1A: Finance Mechanic s Tool Box: AMT vs. non-amt Bonds, Fixed vs. Variable Rate Debt This session will review the history and the evolution of financial derivatives and how airports can use them to their advantage. Experts in airport finance will provide a tool box for airport CFOs and Finance Directors for consideration with analysis on the pros and cons of different financing options. Cindy Nichol, Finance Director, San Francisco International Airport, San Francisco Airport Commission Concurrent Session 1B: Paying the Fare As passenger demand drops and airlines continue to put pressure on aeronautical rates and charges, airports must continue to look for new and diverse sources of revenue. Many airports have implemented new concession ideas, explored emerging technologies to help lead passengers into the airport experience, and other ways to make existing revenue opportunities more efficient. This panel of experts will share some of these ideas and approaches. Here in the U.S., FAA s pilot program has been less than successful. However, Chicago s Midway Airport has entered the FAA s pilot privatization program and is expected to generate enormous interest from private investors. The FAA s reauthorization proposal includes an expanded and revised pilot program with lower hurdles to making a transaction possible. This session will give you the basics on what privatization means and will help you decide if it is a good fit for your airport and community. Phoebe Seldon, Senior Vice President, Scott Balice Strategies Concurrent Session 2B: Ground Control - Rental Car Facility Development This session will focus on the facets of bringing a consolidated rental car facility to an airport and its potential impact to non-aeronautical revenue. Panelists will discuss the lessons learned from existing facilities and as well as the financing prospects for them.
