Public Forum Guilford Police Officer, Fred Hill, expressed his interest in becoming a GSC Warden. He is a lifelong Guilford resident, a shellfisher, and will be retiring this year. He has also been a Warden for the National Audubon Society. b. Pier application at 137 West Lane Jeff Westermeyer of Coastline Consulting, representing an applicant, provided construction details for a fixed pier with steps at 137 West Lane. John Hall and Stephen Goldschmidt had reviewed the plans prior to this meeting. The location is in a rocky, closed recreational area with difficult access for boaters. The Harbor Management Commission (HMC) has requested that a pole be installed at the end of the stairs. By Consensus : It was decided that Chair Varian will send a GSC letter to Coastline and HMC advising that GSC finds no negative impact on shellfish beds, in this location, at this time. a. Public Notice for renewal of Lot #16 Stephen Goldschmidt reviewed the public hearing notice for Dolan Brothers Shellfish LLC, commercial license agreement renewal for Lot 16, located off Guilford Point. There were no public comments on the proposed renewal. 2. Minutes of July 13 and August 10, 2016 meetings Upon review, Stephen Goldschmidt moved to approve the July 13 and August 10, 2016 minutes, seconded by Tony DeLucia. Carried - Tony DeLucia, Stephen Goldschmidt, Ed Lombard, John Hall (John Sieviec had not been appointed to GSC until the September meeting)

3. Commercial Activity and Licenses - Stephen Goldschmidt 2 Discussion reviewed the proposed renewal of Lot 16, five year, commercial license agreement, for Dolan Brothers Shellfish LLC. The renewal will include the change in expiration to December 2021 instead of September. For all new renewals and license agreements, GSC will use a calendar year instead of the fiscal year. Stephen Goldschmidt moved to renew Lot 16, license agreement for Dolan Brothers Shellfish LLC, with updates, seconded by Eric Mull. Stephen Goldschmidt reported that Request for Proposals (RFP) had been received for additional shellfishing locations, including business plans. Fisherman, Doug Sheppach requested Lot 18 and will file an application with updated coordinates. 9. New Business A. New License Language Discussion reviewed language revisions for the commercial license agreement. These updates will be included in the Lot 16 renewal and current applications as well. Return to 3. Eric Mull moved to approve the new language (for commercial license agreements and applications), seconded by John Hall. Commercial Activity and Licenses - Stephen Goldschmidt Discussion was held : - Chris Walston is interested in installing upwellers north of the locks by the Town Marina. - Neighbors will need to be contacted regarding Oceanco LLC proposal for two 8 feet by 20 feet docks, which will require a barrier to provide public safety near the sluice. - Stephen Goldschmidt will email application forms to interested fisheries. 4. Correspondence - Notice : National Oceanic Atmospheric Association (NOAA) Seminar, Saturday, October 15, 2016 9 am to 1 pm, at the Bur. of Aquaculture laboratory, Milford, CT. Lab research, culture methodology and fish habitat are among the topics. * Some commissioners will attend. Chair Varian welcomed John Sieviec as a Board of Selectmen newly appointed GSC member, who is filling a vacant position until that term expiration. Chair Varian will contact the Selectmen's Office to clarify which position. John Hall advised that he will send a GSC response letter to a boy who had shown interest in shellfishing issues. Ed Lombard advised that he had received an email from a citizen who expressed appreciation to the GSC for actions taken for stewardship of the crabbing along Rte.146 and providing a trash container. 5. Wardens' Report Warden Allyn Brown reported : - He answers many questions from shellfishers and has established a good rapport. Many alert him to violations and safety concerns. - He had noticed a young child alone on the flats and advised the parent of the unsafe conditions. - Had found people in violation after dark with six gallons of clams at Great Harbor and contacted Warden Ken Ripley to assist him. Their clams were returned to the water and their licenses were punched twice to notify other Wardens of this violation. Chair Varian advised that Warden Wayne Vetre will retire as Guilford Assistant Fire Chief and become the Fire Chief of Wells, Maine. GSC members expressed appreciation for Wayne's many years of service to GSC and to the Town. Discussion focused on : - Continuing to build good public relations for healthy stewardship of the shellfish resource. - Establish a subcommittee with the Wardens, to create standard guidelines and a Memo of Understanding (MOU), for patrols and review increasing weekend patrols. It was decided that Ed Lombard, John Hall and Chair Alison Varian will comprise the subcommittee. The GSC October meeting agenda will include further discussion on this topic and updates to the 2017 recreational license. Ed Lombard recommended adding a tide chart and web links to the GSC website and license information sheet.

Water Sampling Ed Lombard / John Hall / Stephen Goldschmidt Ed Lombard reported that September sampling is up to date. The Bur. of Aquaculture is looking at the potential to expand the Chaffinch Island area and reopen Bloody Cove. C. Boat - John Hall / Alison Varian John Hall reported that the boat is in good condition and will be fueled this week. D. Stocking Eric Mull/Anthony DeLucia/Alison Varian/John Hall Discussion was held with Chris Walston, C.W. Shellfish, on stocking plans. He will provide approximately forty bags of clams with 200 per bag. These will be stocked at Shell Beach, Great Harbor and Chaffinch Island recreational areas. Eric Mull will obtain the permit for the operation. GSC has purchased 400,000 fifteen to seventeen millimeter size clams from Intercoastal Fisheries of New Jersey. Stocking may be done about October 17. As in prior agreement with the Guilford Fire Dept., GSC will request the use of the fire boat, if needed. E. Finance - Eric Mull Treasurer Eric Mull reported that finances are in good standing. He will email members the monthly operating statement from the Town Finance Dept. for review and approval at the GSC October meeting. F. Special Projects Eric Mull / John Hall There are no projects at this time. G. Signs - Anthony DeLucia Tony DeLucia reported that all open/closed signs are posted up to date and in good condition. H. Website Ed Lombard continues to update the GSC website.

5 7. Updates A. Land Acquisition Commission (LAC) Stephen Goldschmidt advised that there was no new information to report from LAC. B. Sea Grant Advisory Board (SGAB) Stephen Goldschmidt reported that there is no new SGAB information to report. C. Harbor Management Commission (HMC) 8. Old Business Chair Varian advised that 180 moorings have been registered to date. A. Sea Grant reimbursement for supplies for Boy Scouts/School groups Chair Varian reported that GSC must submit a plan to UCONN Sea Grant program to be reimbursed for Boy Scout and school group supplies. Warden Brown will be asked to provide a plan. B. Garbage pick up at Crabbing Spot Discussion held earlier in the meeting. C. New Locks on Town Marina Gates 9. New Business Chair Varian reported that she has keys to the new locks at the Town Marina for access to the GSC boat. A. License Language Discussion was held earlier in this meeting. B. Warden Guidelines Discussion was held earlier in the meeting. C. 137 West Lane Pier Application Discussion was held under "Public Forum". 10.
