Village Of Winnebago President s Message Frank Eubank, Jr. Spring has sprung and the Village of Winnebago Public Works department is off and running with projects it hopes to complete before any bad weather hits this winter. I know we just finished with winter and it seems like a long way off, but in the construction season, it sometimes seems that it is not far enough away. At the time of the writing of this article at the beginning of May, we are still awaiting bids for street projects and hope that they come in favorably. The streets that we are looking at improving are Cannell-Puri Court and Main Street. We have two major projects that will involve water, sewer, drainage, and street improvements: the Soper Street Water Main project and the Westfield Drainage project. The Rock River Water Reclamation District (RRWRD) scheduled construction for each of these locations to commence this year. In previous years, whenever the RRWRD had a construction project in the village, we would try to conduct a water main improvement at the same location, since the area would already be excavated and the area restored by the RRWRD, saving us that extra cost of excavation and restoration. The Soper Street Water Main project will focus on East Soper Street from Church Street eastward to Westfield Road and then continue north along Westfield Road to the bicycle/pedestrian path and south to Mallard Drive. This work will improve water flow and water capacity/pressure to fire hydrants because of the installation of larger water pipes and replacing of aged pipes. We plan to replace five (5) fire hydrants in this area and install new customer service lines. The work will commence early-june and is expected to be fully completed by November of 2018. Unfortunately, with a project of this magnitude and duration, residents that live in this area of Soper Street will experience detours, delays, and some periodic street closures and possible periodic water shut-off. We will make every effort to ensure that residents will have access from driveways to the street every morning and every evening. The Westfield Drainage project will address some major drainage issues regarding the culvert that drains storm water runoff into the detention area east of Westfield Road to the north of Prairie Hill Subdivision. Since RRWRD is currently working in this area, we felt it was very timely for us to address this drainage issue. When RRWRD restores the detention area, they will make sure that the final grade is improved to help with a better flow of storm water eastward away from Westfield Road. We would ask that the area residents refrain from mowing the newly seeded areas in this detention pond until the village has conducted the first mowing, to make sure the new vegetation has been properly established. Residents in this area will still need to take appropriate action to maintain their specific area of the detention pond on a regular basis after this first cutting by the village takes place. If you have any concerns about maintaining your area of the detention pond, please feel free to contact the village office or the public works department. These long awaited repairs and improvements will make a very positive and long-lasting impact in the village and for our residents. From the Office of the Winnebago Police Chief Curfew Hours, Including Driving Restrictions Although most of this information was included within a newsletter a few years ago, it is worth mentioning again especially with summer months upon us. Please contact me or one of our officers if you would like to discuss the curfew laws or other concerns. I hope we have a safe summer and I look forward to seeing you throughout the Village. Please call our non-emergency number at 815-335-2351, or 9-1-1 for any emergency. Otherwise, contact Village Hall at 815-335-2020 Monday - Thursday, 8:00 a.m. - 4:00 p.m. Curfew is the regulation of hours when minors are required to be off the streets at a set hour of the evening. Pursuant to 720 ILCS/5/12C-60, state curfew laws for minors apply to youth who are less than 17-years old. There are various curfew laws that parents and teenagers should be aware of: (1) State of Illinois Curfew Laws and (2) State of Illinois Graduated Driver Licensing Program ( GDL ). Do you know hours of curfew in Winnebago? Curfew hours are set by the State of Illinois as Follows: (1) Between 12:01 a.m. and 6:00 a.m. Saturday; (2) Between 12:01 a.m. and 6:00 a.m. Sunday; and (3) Between 11:01 p.m. on Sunday to Thursday, inclusive, and 6:00 a.m. on the following day. Enforcement Before taking any enforcement action under this Section, an officer shall ask the apparent offender's age and reason for being in the public place. The officer shall not take action under this Section unless the officer reasonably believes that an offense has occurred and that, based on any response and other circumstances, no exception(s) is present. What are the exceptions? Going to or from an official school, religious, or civic activity; Going to or from, any assembly activity for which a permit has been lawfully issued; Involved in an emergency; Engaged in an employment activity or going to or returning home from an employment activity, without any detour or stop; In the company and under the supervsion of a parent, legal guardian, or other responsible companion of at least 18 years of age who is charged with responsibility for the minor person by that minor person s parent or legal guardian; or Engaged in a business or occupation which the laws of this state authorize a person less than 17- years of age to perform. Driving Initial Licensing Phase Drivers Age 16-17 Nighttime driving restrictions are as follows: Sun.-Thurs., 10 p.m.-6 a.m.; Fri.- Sat., 11 p.m.-6 a.m. However, many of the same exceptions to curfew apply to your driver s license, which can be found at www.cyberdriveillinois.com.
