During the 15 th International Symposium on Quality in, held from 18 th to 20 st March 2014, organized by the Croatian Quality Managers Society, a meeting of representatives of associations, societies and organizations for quality took place on 19 th March 2014, with participation of representatives of the following: Bosnia and Herzegovina Quality Association, Sarajevo, Bosnia and Herzegovina; Association for Quality and Standardization of Serbia, Kruševac, Serbia; Centre for Quality, Faculty of Mechanical Engineering in Podgorica, Podgorica, Montenegro; The Managers of Quality and Production Association, Czestochowa, Poland; State University Tetovo, Faculty of Applied Sciences, Tetovo, Macedonia; FQCE-Foundation for Quality Culture and Excellence, Beograd, Serbia; Hertzen State Pedagogical University, Faculty of Management, St. Petersburg, Russia; Croatian Society for Quality), ; Croatian Quality Managers Society, ; Novosibirsk State Technical University Novosibirsk, Novosibirsk, Russia; Oskar-Centre for Development and Quality, ; Oskar Edukos, ; Department of Quality Management (639), VŠB- Technical University of Ostrava, Ostrava-Poruba, Czech Republic. The participants of the meeting express their willingness for cooperation and sign this: MEMORANDUM OF UNDERSTANDING AND COOPERATION The signatories of the Memorandum state the need and express willingness for mutual cooperation that will be realized through Middle and South East European Countries Quality Initiative - MSEECQI. I The established Middle and South East European Countries Quality Initiative - MSEECQI consists of associations, societies, unions and organizations from: Bosnia and Herzegovina, Bulgaria, Montenegro, Czech Republic, Croatia, Macedonia, Poland, Russia, Slovenia, Serbia and other countries. MSEECQI is opened to spreading to the North, South, East and West of Europe. The work of the MSEECQI is coordinated by the International Steering Committee-ISC to be established by the signatories of the Memorandum. The ISC proposes a work program of the MSEECQI. Admission of new members is conducted by-isc, according to jointly defined criteria. II The basic purpose of establishing the MSEECQI and the cooperation is combined engagement on promotion and improvement of quality as a science, a business philosophy and a pragmatic approach. III The cooperation within the MSEECQI will take place in the following fields: - exchange of experience; - organizing and holding scientific and expert gatherings; - scientific research; - solving problems from practice; - publication of scientific and professional papers; - publishing; - support in ISBN numbers exchange; - supporting in co-authorship; - participation on joint projects; - cooperation in education.

IV MSEECQI operates on the following general and specific ethical principles: - General ethical principles: principle of legal compliance; principle of equality. - Specific ethical principles: principle of competence; principle of quality; principle of transparency; principle of accountability; principle of trust; principle of cooperation; principle of active participation; principle of personal integrity. V The signatories sign the Memorandum in different places and on different dates.
