Staffordshire Iron Man Sunday 12 th June 2016 Councillor Iball advised that A Andrew had forwarded an e-mail direct to all Councillors, the Hall Committee Chairman and Judy Ireland (PCC) received from the organisers of the Staffordshire Ironman, given information on road closures and event details. 2. Came and Company Parish Council Insurance Policy for 2016/2017 Councillor Iball advised that the renewal for the above was due, with the premium remaining at the same price as the previous year, namely 483.80. All Councillors voted and agreed to pay the premium and keep Came and Company as the Council s insurers.
3. SPCA Bulletins 21 st April, 28 th April, 5 th May 2016 Councillor Iball reported on the article detailing the Tesco Bags of help Grant scheme. This scheme offers grants of 8000, 10,000 and 12,000 for the improvement of green spaces, parks, nature areas and sports areas. Councillor Iball and A Andrew agreed to look into the scheme for possible funding of playing field repairs and improvements. Councillor Iball advised all Councillors that warnings had been published in the Bulletins noting that personal comments posted on Social Media can and do lead to legal liability. Councillor Iball reported that a cross party group of Peers has won the fight for the introduction of a limited Neighbourhood Right of Appeal against planning decisions. The new right will go into the Housing and Planning Bill, and has the support of NALC and CPRE. 40/16 Reports Councillor Iball and Councillor Tyson attended a recent meeting at St George s Park, and it was noted that traffic levels generated by the new facility had been four times more than originally expected. There had been many complaints from local residents, and a speed limit from the Jet garage at Five Lane Ends to St George s Park was suggested. Planning consent had been granted for 28 houses to be built on the site, but this is not being progressed any further at the moment. Councillor Smith reported from ESBC that the new Mayor of East Staffordshire is Beryl Toon and the Deputy Mayor is Simon Gaskin. Councillor Smith also advised that the WASP fund is now referred to as the CCF, the Councillors Community Fund. Councillor Smith advised that a programmes of works is due to commence on the A50, and as such there could be additional traffic and diversions in place. He also presented some Think fliers detailing the dangers of country roads and appropriate braking techniques on sharp bends. A Andrew will display the flier on the notice board. 41/16 County Roads Councillor Iball and A Andrew advised that a letter had been received from SCC on 13 th April 2016, advising that the number of Neighbourhood Highways Team hours available to Parish Councils will be reduced. The letter also advised that the Lengthsman Scheme, which supports highway and environmental works in around 90 Parishes will remain unchanged for the current financial year 2016/17, but it will end in April 2017, at which time SCC will review the future of the Neighbourhood Highway Team. SCC advised it will consider all options for the replacement of the Lengthsman Scheme and the ongoing need for the Neighbourhood Highway Team.
A Andrew reported that the Neighbourhood Highway Team had visited the Parish, and had completed some of the list of tasks provided. The Community Highways Liaison Officer was looking at the outstanding issues and would report back. A Andrew and Councillor Tyson will attend a meeting on Thursday 19 th May between Staffordshire County Council and the Town and Parish Councils of East Staffordshire, and the details of this meeting will be reported at the next meeting of the Parish Council. Councillor Iball reported that he had been questioned regarding the issue of speed limits in the village. Councillor Iball advised the individual concerned to put the concerns in writing to the Parish Clerk, and which point they could be reviewed and actioned if appropriate. 42/16 Parish Amenities Playing field: - A Andrew reported that a quote had been received for the repairs to the Playing Field following the Annual Inspection totalling 620. After a debate regarding paying for these repairs, it was suggested that Councillor Iball and A Andrew investigate the finding available from the Tesco grant programme detailed in Minute 39/16 item 3 above. Public footpaths: - Councillor Tyson has walked the footpaths and drawn up a list of defective or damaged signs, stiles etc. A Andrew was requested to review the list with the Staffordshire Rights of Way department, as much of the work identified is repair work, not new installations. The Common: - Councillor Iball reported that the first cut of the grass would be carried out soon, and that some of the wild flower are now in bloom. St Werburgh s Churchyard: - Councillor Iball reported that A Andrew has been requested to send quotes to the Diocese of Lichfield regarding the felling of the trees. 43/16 Planning Matters There have been TWO planning applications for consideration for the period 5 th April to 10 th May 2016. Reserved matters application relating to P/2014/00/316 for the erection of up to four dwellings including details of access, appearance, landscaping, layouts and scale, proposed residential development, Oakfields, Hanbury.
Erection of a two storey rear, single storey and first floor side extensions and two rear balconies, Clematis Cottage, Anslow Road, Hanbury. Councillor Iball informed all Parish Councillors that they MUST reply to all planning application proposals, or the Council could be deemed negligent, with serious repercussions. 44/16 Correspondence No correspondence was received. 45/16 Matters for the Next Meeting Update on County Roads and ongoing maintenance, NHT and Lengthsman Scheme Update on footpath repairs and funding Update on playing field repairs and funding 46/16 Annual Governance Statement This minute confirms that the Annual Governance Statement has been agreed by the Councillors of Hanbury Parish, and this minute number will be recorded in the Annual Return for the Financial Year ended 31 st March 2016. 47/16 Register of Councillors Interests 2016/2017 All declarations of acceptance of office and the East Staffordshire Parish Councils Register of Councillors Interests 2016/17 have been signed by all Councillors, and A Andrew will retain a copy on file. The originals will be sent to ESBC to allow them to complete their records. 48/16 HM The Queen s 90 th Celebration party A Andrew advised that she had received an e-mail from Hanbury Memorial Hall regarding the street party being arranged for HM The Queen s 90 th Birthday celebration. The Parish Councillors were asked to advise whether they would be available to assist with the above event, and advise A Andrew accordingly. 49/16 Date of Next Meeting The next meeting of the Parish Council will take place on Monday 6 th June 2016 at Hanbury Memorial Hall, commencing at 7.30 pm.
