Shaw. the apologies be accepted. the minutes of the Parish Council meeting held on 3 rd February 2014 be approved as a correct record and signed by the Chairman. 13/217 Progress Report 12/78 Drop in sessions for public consultation held on 24th February 2014. Planning application to be submitted during March 2014. 12/288 Project progressing. 13/113 Work request sent to P Cordess. 13/113 (c) Permission requested from ECC. 13/189 e Lights fittings received and would be fitted within one week. 13/208 There had been some damage to the notice board. Project will be actioned in 2014/15. 13/209 600.00 earmarked from 13/14 budget for the clearance of the area around the notice board in South Fambridge. Quotations awaited. 13/218 Declaration of Interests and Dispensations None. 13/219 Public participation session Residents of South Fambridge spoke regarding the appeal for the planning application relating to the Former Shellfish Packing Station.
Further to Standing Order 5a(vi), the order of business was changed, the appeal for the Former Shellfish Packing Station was considered next. 13/220 Planning - Former Shellfish Packing Station Planning application 13/00370/FUL relating to the Former Shellfish Packing Station in South Fambridge was being appealed by the applicant; written representations had been requested from the Planning Inspectorate. the following comments be submitted to the Planning Inspectorate regarding the Former Shellfish Packing Station in South Fambridge: One of the conditions when 99/00339/COU & 04/01044/COU were granted was that the development hereby permitted shall be begun before the expiration of five years from the date of this permission i.e. 18/1/2010. In formatives, item 4 the use hereby approved is Sui Generis and does not fall into any particular use class of the Town and Country (use class) order 1987. For this reason planning permission will be required to use the premises for any other use than that hereby granted. Application 10/00753/LDC, application of Lawful Development Certificate for commencement of application 99/00339/COU. Why was this application granted when the original application stated that the expiration of application of 99/00339/COU & 04/01044/COU was 18 th January 2010 and application 10/00753/LDC was received by the District Council on 20 th November 2010. Also, the application was for a different use and the original condition states that planning permission was required for any other use. With regard to the appeal, the following objections were made: Rochford District Council Core Strategy: Members accept that rural areas need employment and business but should be in keeping with the locality. South Fambridge is bordered by farmland and the river crouch, a car repair/dismantlers is not in keeping with this area. There are plenty of empty units on existing industrial estates that could be utilised first. The Core Strategy also states that development should be established in existing industrial areas in the first instance. This site is not an established existing site and therefore a suitably more appropriate site should be utilised before this site is developed further. Coastal protection belt: Whilst there are no plans to extend the buildings the use would impact on the open and rural character of the coastline by way of noise and visual impact. The land view from the sea wall will be one of cars in various stages of repair/dismantling and not of the open countryside. The proposal is not in keeping with the tranquillity of the surrounding area. Employment creation: The application gives no indication that the new jobs created will be offered to the residents of South Fambridge or even Ashingdon parish. With no public transport to the site more traffic will use Fambridge Road. Flood Plane: The site is within a high risk flood plane area, the additional hard standing will add to the flood risk. There is no indication of safety measures that will be put in place to ensure antifreeze/oil does not escape and pollute the land and river. The surrounding fields, public footpaths and roads have flooded continuously since October 2013. In December 2013, the north sea surge generated the highest level flood warning for South Fambridge. Highways: Fambridge Road is very narrow with no footpaths. Children walk to the bus stops in Ashingdon Road to access the public transport to school. At the request of residents and Ashingdon Parish Council, the Highways Authority have installed bend deviation and pedestrians in the road signs just past Brick House Farm on the approach to the village, confirming safety issues with the road. The highway in St Thomas Road is already starting to dip with the current flow of traffic, if large lorries use this part of the road to reverse into the site, the road will be become more dangerous. Photographic evidence shows 40 tonne lorries accessing the site. Due to the site location these vehicles are reversing over farmland crops and in some cases, over residents front gardens, in order to turn and exit the village.
13/221 Finance Endangered Species: The site is a natural habitat for newts, bats and owls, a rye necked bird has been spotted in the area, to name buy a few. The proposal will drive away these endangered species. Listed Building: The Ferry House is a listed building and as such has sensitive foundations. The large lorries already witnessed entering the site will have a negative effect on the building. Site Boundaries: The red outline of the site specified in the plans includes and is therefore claiming ownership of a public right of way/bridleway and also revokes the right of way relating to the ferry rights for The Ferry House. The ownership of land is to the new gate that has been installed and not to the gate at the end of Fambridge Road, as stated in the plans. Mains Sewerage: members queried whether there was mains sewerage and drinking water to the site. the list of applications determined by the District Council in February 2014 be noted. 13/223 Highways/PROW/Environment/Transport/Street Lighting A transport update was received along with an email from Rochford District Council regarding locking the gates at Ashingdon & East Hawkwell Memorial Hall and an email from a resident regarding problems with mud on the road in Malvern Road. The Head of Finance at Rochford District Council was presenting a report to the Executive Committee on 5 th March 2014 regarding toilet provision. (c) the Parish Council work in conjunction with Rochford District Council to lock the gates to the Memorial Hall with the Parish Council contributing 50% towards the cost of locking the gates and the District Council contributing the remaining 50%; Cllr. G. Dryhurst abstained. the resident of Malvern Road be advised that the District Council had recently laid a new surface over the mud, due to the large amount of rainfall over the past few weeks this new surface had washed away. As the open space is owned by Rochford District Council the complaint would be forwarded to them; the following comment be submitted to the Head of Finance regarding toilet provision: The Parish Council believe that the toilets at King George s field should be left open so that the public are able to utilise them when visiting the amenity. The field is rented out for football and toilet provision is a necessity for health & safety reasons. Since the toilets had been closed, there have been complaints that the field and nearby ditches are being used as a toilet. Members pointed out that the public and Parish Council were not consulted before the toilets were shut. (d) Rochford District Council be asked for the costings to run the toilets per annum. 13/224 Essex Village of the Year and Best Kept Village Competition the Parish Council do not enter the parish into these competitions. 13/225 Ashingdon fun day Members received information from the organiser regarding projected income and costings as well as information relating to the 2016 event. There were some concerns regarding the projected income and expenditure for the event. the organiser be asked to the next meeting of the Parish Council. 13/226 Crime and Anti-Social Behaviour 13/227 Reports from the representatives for outside committees (c) (d) Ashingdon and East Hawkwell Memorial Hall - Cllr. P. Shaw; Rochford Hundred Association of Local Councils - Cllr. P. Shaw; No meeting had taken place. Neighbourhood Action Panel - Cllr. T. Flowers; A report was received regarding recent incidents within the parish. Ashingdon Fun day Cllrs. R. Clark, T. Flowers and C. Parfitt A report had been received earlier in the meeting.
(e) (f) Community Safety Partnership Cllr. R. Clark No meeting had taken place. Larger Local Councils Forum 13/228 Training Requirements Members noted that the District Council were charging for planning training which in the past has been free of charge to Parish Councils. the Clerk clarify why the planning training provided by the District Council is no longer free of charge or whether the training offered was in addition to the sessions usually provided; the Clerk be authorised to attend the SLCC Training day on 20 th March 2014. 13/229 Items for next agenda To consider producing a footpath leaflet. 13/230 Date of next meeting The next Parish Council meeting is on Monday 7 th April 2014 at 7.30pm.
