David has worked in the environment and related fields since 1987. He has consulted on the design of environmental financing mechanisms in Uganda, Guyana and Trinidad and Tobago, contributed to the Jamaican National Forestry Management Plan and worked on several Environmental Impact Assessments. He was part of a team that designed and implemented a Green Globe certified Environmental Management System in a major resort hotel in Jamaica. After receiving his PhD on insect population dynamics, he researched the Biological Control of insect pests on citrus at the University of the West Indies (UWI). He left UWI to become the Executive Director of the Jamaica Conservation and Development Trust (JCDT), a position he occupied for over ten years. Under his leadership the JCDT became the leading NGO in Jamaican environmental conservation, generating over seven million US dollars for conservation programmes. During this time he was heavily involved in the establishment, design and financing of the Jamaican protected areas system and an island-wide environmental education programme. David has been an opinion journalist in the Jamaica Herald newspaper. As a communicator he worked with producers of media productions on several environmental topics including acting in an award winning commercial for a local paint company that strongly supports the environment, advising on the technical aspects of an award winning documentary on watershed management in the CVM-TV series Probe, and cohosting a live radio call-in programme (My Place) with Michael Anthony Cuffe, 25 feet under the sea in the Montego Bay Marine Park for KLAS-FM. Environmental Impact Assessments Working with Rural Communities in Protected Areas Work Experience David is currently the Managing Director of Business and Environment Management Services Ltd and has lectured part-time in the Natural Resources Management MSc. course at the University of the West Indies. During the time he was Executive Director of JCDT, the Trust developed the Jamaican National Parks System Plan, established the National Parks Trust Fund, capitalized it with a debt-for-nature swap, designed the national school s environment competition, managed the IUCN depository library for the Caribbean and developed and implemented Green Expo 96, 98 and 2000 (an environmental exposition). JCDT managed the Blue and John Crow Mountains National Park since 1996, along with the Natural Resources Conservation Authority and the Department of Forestry. During his term at the JCDT he put together and managed a team of 40 persons that allowed the JCDT to attract grant funding and generate income of over seven million US dollars to support its actions in environmental management, education, and advocacy. The Trust had built up an operating surplus equivalent to thirteen months expenditure by the end of 2000. JCDT managed projects from a variety of donors including USAID, European Union, Environmental Foundation of Jamaica, MacArthur Foundation and The Nature Conservancy. At the same time, the National Parks Trust Fund (administered by JCDT) made over US$1.2 million in grants to support the Jamaican National Park System by the end of 1999. Additionally, he helped to draft and negotiate the Environmental Framework Agreement that established the Environmental Foundation of Jamaica whose current assets exceed Ja$1 billion (US$25 million). David served on the Board of the Caribbean Conservation Association for five years and was President in 1995. He was also a Regional Councillor for North America and the Caribbean for IUCN- The World Conservation Union for six years. In 1994, he was appointed Chair of the Business Committee of IUCN Council, and served in that position until the end of his second term in 2000. As Chair, he was responsible for coordinating the Board oversight of the business aspects of the SFr 90 million per annum programme of the Union. During this time, David was able carry out some short-term consultations. These were mainly in the field of environmental impact assessment and financing resource management programmes. Projects included working on EIAs for three Coastal Zone development projects on the North Coast of Jamaica, and the implementation of an Environmental Management System in a major hotel. Projects on the financing side were implemented in Jamaica, Guyana, Trinidad and Uganda. Inter-American Development Bank and the Government of the Republic of Trinidad and Tobago, to design Project Guidelines, Operating Rules and Systems for the new Green Fund Agency. (This is a new agency that manages a dedicated tax to make grants that support communities and NGOs in environmental conservation.) GEF, World Bank to develop and present a case study on the involvement of NGOs in the management of protected areas in Jamaica for presentation at a workshop on Protected Area Systems in Trinidad and Tobago. IUCN, the World Conservation Union to outline the possibilities for the development of a Caribbean Regional Conservation Trust Fund. For the Greater Montego Bay Redevelopment Company, edited the Environmental Report for the Development Plan for Montego Bay. 2

Projects Jamaica National Parks Trust Fund and Debt Swap 3

! Drafted the proposal and negotiated with the Bank of Jamaica for the first debt-for-nature swap in Jamaica and the English-speaking Caribbean. The JCDT was allocated a quota of US$600,000 of debt. The debt was converted in two tranches, in April 1992 (US$437,956) and the remainder in 1994.! Co-Drafted a joint proposal from JCDT and TNC to the Conservation Trust of Puerto Rico for US$100,000 to support the debt swap above.! Negotiated donation of US$60,000 from Smithsonian Institution to complete the quota of debt swapped.! The Jamaica National Parks Trust Fund was established as an endowment, capitalised with the funds from the swap to support the running costs of the National Park system.! JCDT manages this fund, which pays the salaries of the National Parks staff. The Fund made over US$1.4 million in grants to the Park system from 1993-1999. Enterprise of the Americas Initiative and Environmental Foundation of Jamaica Organised Jamaican NGOs to develop an Environmental Framework Agreement for Jamaica under the Enterprise of the Americas Initiative. Drafted with Winston McCalla the legal document that formed the basis of negotiations between Jamaica and the United States and was part of the team that negotiated the agreement between Jamaica and the United States. This document outlined the parameters under which US$10 million would be managed in an environmental fund for Jamaican NGOs and academic organizations. Developed with David Lee a concept paper for the design and organization of the Environmental Foundation of Jamaica (EFJ), which manages investments and grant making of the Funds. Assisted in the development of the Company documents for the EFJ. Served twice on the Board of Directors and served on the finance committee, and the projects and special projects committees. Jamaican National Parks System Responsible under the USAID-funded PARC project for the development of the Plan for a System of National Parks for Jamaica. Co-drafted financial and institutional sections. Assisted in the drafting of the management plans for the Montego Bay Marine Park and the Blue and John Crow Mountains National Park. Aided in the design of the second Phase of the USAID-funded ($3 million) PARC project. Designed and oversaw the implementation of several projects to support Blue and John Crow Mountains National Park operations, total value, US$1.5 million. Successful in securing the visit of a World Bank team to Jamaica to develop a GEF World Bank proposal to establish the Cockpit Country National Park. The concept attracted Block A and B funding.
