Over a two-year period, the construction will create a shortfall of between 35-75 parking spaces at any one time for hourly parkers. It is anticipated that this will create more lot full situations and cause more people to circle the block in search of parking. To help offset the shortfall, staff is recommending the two blocks on King Street between Lower University and St. Lawrence Streets and between Emily and Maitland Streets with current parking restrictions of No Parking 10:00-11:00 a.m. and 2:00-3:00 p.m. be converted to Pay and Display or metered parking to remove the restricted times. RECOMMENDATION: THAT a by-law be presented to Council for three readings to amend By-Law 495, A by-law to provide for a parking meter zone in certain streets or portions thereof, and to provide for the installation, regulations, supervision and control of such parking meters and By-law 24, A by-law for regulating traffic in the highways of the City of Kingston and By-law 2010-128, A by-law to regulate parking to convert the north side of King St. between Lower University and St. Lawrence Avenue and the south side of King Street between Emily and Maitland Streets to Pay and Display or metered parking. Report No.: 10-312 November 2, 2010 - Page 2 - OPTIONS/DISCUSSION: Recently, City staff became aware of the repair work being scheduled for the Queen s/kgh parking garage that will displace anywhere between160-200 parking stalls at any one time. With permit holders being relocated, a net amount of between 35-75 hourly parkers will be displaced. Parking on King Street between Lower University and St. Lawrence Avenue, as well as between Emily and Maitland Streets, is currently restricted between the hours of 10:00-11:00 a.m. as well as 2:00-3:00 p.m. These regulations have been in place for as many as 30 years in many residential streets surrounding the downtown, Queen s and KGH. The purpose of these time restrictions was to prevent all-day parkers, usually employees of the institutions or downtown. Pay and Display parking still prevents all day parking by regulating the length of stay to create turnover. Converting to Pay and Display in this area will help alleviate some of the pressure that visitors and patients feel when trying to find legitimate parking. Therefore, staff is recommending that these blocks be converted to Pay and Display or metered parking, with a 3-hour time limit. It is estimated that a total of approximately 25 parking spaces would be converted to Pay and Display or metered parking. The block closest to KGH would be priced at $1.50 per hour, which is the same as the current Pay and Display block immediately to the east. The block between Emily and Maitland would be priced at $1.00 per hour. Three readings to the by-law amendments are being requested as this is a time sensitive recommendation in order to have the converted parking installed in time for the construction start. They cost approximately $15,000 each, $45,000 in total. Based on revenues and occupancies of paid parking in the area, additional revenue of approximately $25,000 per year is anticipated. Therefore, after two years, we will have recovered the costs.
