Danvers River Committee Thursday April 20, 2017 Meeting Minutes The Danvers River Committee held a public meeting on Thursday April 20, 2017 in the Town Manager s Conference Room, Danvers Town Hall, at 6:00pm. Secretary s Report: The committee was asked to accept the minutes of the December 8, 2016 meeting. Motion: Made by Bill Fouhey, seconded by Matt Byrne to accept the minutes of the December 8, 2016 meeting; All in favor 5:0. Harbormaster s Report: Chris Sanborn said they are off to a good and fast start to the season. The couple of warm days we had early on got people looking to get their boats in the water. Chris told the committee he needs to order a new lock for the gate at the Crane River Marina as it is currently broken. It is an electronic, programmable lock. It will be replaced with a similar lock. The current broken lock is six plus years old and with wear and tear from usage and the elements such as weather and the salt air it is in poor condition. The special electronic lock has a scheduling system that automatically locks and unlocks the gate at predetermined times. The Harbormaster s Boston Whaler (M19) was put in the water in late February. It was needed to assist the State and local police with an investigation. The security cameras at 1

Popes Landing had caught something suspicious on the footage that police thought may have been connected to a murder that occurred in Peabody the night before. Cameras revealed a car driving to the bottom of the boat ramp that matched the description of the vehicle associated with the crime; shortly after it appeared something was thrown into the water from the vehicle. The thought was it may have been the murder weapon. A State Police dive team spent day in the water but did not found weapon. The weapon was later found in Peabody near the scene of the crime. A snow storm shortly after this incident prompted the department to remove the boat from the water temporarily, however it is now back in the water for the season. Chris told the committee that the grant to install cameras in every coastal community from NH to Cape Cod seems to have stalled. Chris will look into this at the next Harbormasters Association meeting and get an update for the Committee. Chris was asked how things were going at Endicott Park. Chris said things are very busy at Endicott Park and a lot of great things are happening there. He mentioned they recently formed the Friends of Endicott Park who are doing great things on the parks behalf. Chris said the Crane River Marina permit due date has been extended to 4/22/17 due to a glitch in the online permitting system that led to the boaters receiving their permit renewal notification later than expected. Currently the records show only five boaters have not yet paid for their slips at the Marina. Two of these the Harbormaster s Office knows are not returning, the other 3 will be contacted by the office to confirm if they will be returning. Bill Fouhey asked how the permit renewal information is communicated to those boaters who may not be on email or a computer. Chris said most do have access to email and computers so it is communicated via email and permit renewals are processed online; however those boater who may not have email/computer access they will typically contact the Harbormaster s Office on their own and if they do not and their permit is outstanding after a specified date the Harbormaster s office will reach out to them and assist them in renewing and processing the payment for their permit. Bill F. asked about the waitlists for moorings and slips at the Crane River Marina; he wondered if the lists are truly legitimate, as it does not appear that many are moving off of the waitlist? Chris said, yes the waitlists are legitimate; he explained to the committee that many of these people want to stay on the list even if they are not ready to accept the mooring or slip when their name comes up, however he said we may need to consider limiting the number of years one can remain on the wait list without accepting a mooring or slip. Also in addition he said residents on the waitlist get priority, for every 2 residents notified on the waitlist one non-resident is notified. Chris also noted availability is contingent upon the size of boat vs. the size of the available slip/mooring. Aileen L Abbe asked where we stand at the Crane River Marina in regard to accommodating more large boats. Chris said they have added a few slips that can 2

accommodate larger boats but stated that the dock hardware can only handle so many larger boats. In addition the marina is limited on the amenities it can offers boaters and often those who own the larger boats want/need those additional amenities that Crane River Marina cannot currently offer for example Water and Electric hook-ups. Chris updated the committee regarding the 25 foot Harbormaster s Boat. In December of last year the 25 foot boat was taken out of the water for repairs, which revealed significant concerns with the engine. This required approximately $10k in repairs on this aging boat. It was unfortunate but necessary. Chris said Power Products out of Wakefield is doing these repairs. Chris informed the committee that he shared with Dave Mountain, Recreation Director & Karen Nelson, Director of Planning and Human Services that this boat, at 31 years old now, is coming to its end of life as the cost to repair is becoming unreasonable at this point. Bill F. asked if the Town ever considers looking for surplus supplies, such as replacement boats, from the federal government, for example Homeland Security. Chris said this concept has been looked into but items in good condition are very hard to come by. Chris said would like to reach out to Sen. Lovely and State Representative Speliotis for assistance in the form of a grant to help defray the cost of new a new Harbormaster s boat. The cost of a new boat could be upwards of $200K. Matt B. asked Chris if the town anticipates any problems with parking this season at Popes Landing as the adjacent property has recently been sold and may cause parking to become even tighter. Chris said the parking at Popes Landing will remain for boater s vehicles, their boat trailers and those using the Popes Landing facilities. The town will not be selling or renting parking spaces to any of the businesses in the area at this point. Old Business: The Waters River Bridge is open as ongoing repairs continue; at this point they are putting the finishing touches on such as lighting and sidewalks. Chris informed the committee that the annual report for the River Committee has been completed and submitted to the town as it was requested earlier this year than in past. The town has formatted the overall Annual Report differently this year and believes the committee will be pleased with the final result. He gave the members of the River Committee copies of the Town s Annual Report. Bob Moore asked if the traffic would be single lane in both directions or in a double lane heading toward Peabody on Water Street as approaching the Pulaski Street intersection. Chris said he believes that it will be single lane both directions but that may be a question to ask the engineering division. 3

The Harbormaster s Office has issued approximately 375 Waterways Permits to date which is good return rate for this time of year. Most have been online transactions which is great. The Mass Bay Railroad bridge repairs will continue in the Beverly/Salem area of the river. The Harbormaster s Office is receiving a lot of calls from boaters with concerns regarding this project and the effect it will have on them. Chris said once all the Waterways Permits are issued he will send out an email to all permitted boaters to update them regarding the bridge project and the impact it may have on them throughout the season. Aileen L. asked about life jacket loaner program the Harbormaster s Office offers with life jackets previously donated from Walmart. Chris said they still have them and offer the program and it is a very popular program and works well. Aileen L. asked if any progress has been made regarding town purchasing land for a fishing pier in the area of the former New England Home for the Deaf. Chris said the town would need to pay fair market value for the property based on the land use restrictions on the property and at this time the owner of the property will not be accept that for purchase of the property. New Business: Chris said he is budgeting a capital expense of $32,500 for engines for the whaler and pump-out boat and it has been approved by all to date and now goes to town meeting for final approval. Chris reviewed all harbor related warrant articles with the committee. He spoke of the warrant article that was approved for $65k for the design and engineer phase for the Crane River rip rap project. The proposed rip rap will be a hybrid solution rip rap which has worked well in other communities such as Newburyport and Salem. Bill F. asked how this rip rap project moves forward from here; if money approved at town meeting this year for the design and engineer phase and if the design and engineering phase is completed will we seek approval for the actual construction funding for the rip rap at next year s annual town meeting. Chris said it is unlikely the permitting and engineering will be completed in time for next year s Town Meeting. Chris mentioned that a warrant article will earmark money ($20k this year) and hopefully money (amount to be determined) each year to be earmarked for future maintenance dredging. Joan George suggested utilizing DCAT to get river related messages out to the entire town, to help to educate those about the River and what the River and the waterfront has 4

to offer to all of the Danvers citizens not just the boaters. The committee agreed this was a good idea, Joan offered to look into it with DCAT. Aileen L Abbe commended Chris for doing an outstanding job. Chris informed the committee that the town has launched a brand new website, it is a great tool, it s a very informative and user friendly website, he encouraged all to visit it. The results of the Recreation Needs Assessment Survey that was done online, which included the Harbormaster s Division, have been returned. The feedback was positive for the most part. The only thing that stood out as somewhat negative were some responses in regard to the Pump Out Boat Program. This result did surprise Chris and his office as they feel it is a great free service offered to all boaters in Danvers but said they look to positively address the concerns and improve the program as needed. The main sign at the Popes Landing entrance was originally donated in the early 80 s by the Polish Club. It is in need of major repair or replacement due to natural wear and tear but it is not in the budget at this time. The Polish Club has generously offered to repair the sign until a new one can be purchased. Matt Byrne suggested that when replacing the sign we consider an electronic scrolling sign to be placed under a more traditional sign; the electronic sign could scroll upcoming events and important information. Joan George informed the committee that former River Committee member Bill Nicholson s wife recently passed away. She suggested sending something to or making a donation in her name to Bill and his family on behalf of the River Committee. The committee agreed they would like to do this.
