Minutes Transportation Advisory Committee Meeting Held at City of Penticton Committee Room A 171 Main Street, Penticton, B.C. Call to Order The Transportation Advisory Committee was called to order by the Chair at 3:02 p.m. 2. Adoption of Agenda THAT the Transportation Advisory Committee adopt the agenda for the meeting held on September 19, 2018. 3. Adoption of Minutes THAT the Transportation Advisory Committee adopt the minutes of the August 9, 2018 meeting as amended to correct attendance.
4. Business Arising from Prior Meetings 4.1 BC Transit Update -- Matt Berry The Conventional and Custom Transit contract for Penticton, Naramata and Summerland went to tender last year, Berry and Smith were selected as the successful contractor for the South Okanagan area. A new dispatch program now in place is expected to boost efficiencies with Handi-Dart. With one body covering the whole south Okanagan area they are hoping to streamline services and save the city some money. Older buses are being retrofitted to smart buses. Text and ride program is being established but not up and running yet. Updates will be forthcoming regarding new routes and bus service to Kelowna. 4.2 Intersection of Johnson Road / Middle Bench Road / Alder Street The General Manager of Infrastructure updated the committee on the work that has been done at the intersection. Work related to improving pedestrian movements, parking and cross walks in the vicinity of Uplands Elementary School was completed. The work planned for the intersection of Johnson Road / Middle Bench Road and Alder Street have been altered. Concrete curbing and a bump out will not be installed, instead rubber curbing will be used as a short term solution. Ideally the City would like to install a round-about to slow traffic. This will be looked at in 2019 / 2020. 4.3 Sidewalk Prioritization Policy -- Tyler Figgitt 5. New Business Design Supervisor presented an update on the Sidewalk Prioritization Policy. This policy details where new sidewalks should be installed and does not include maintenance of existing sidewalks. The process, priority criteria, results and possibility of grant funding was discussed. Priority mapping and scoring shared with the committee. There is still some tweaking to be done and once complete he will be making a recommendation to the committee. The General Manager of Infrastructure requests that the criteria and information from the Subdivision and Development Bylaw be sent to the committee for their review. This will then be placed on the agenda for the next meeting and the committee will provide comments. This will enable the committee to discuss and determine if the criteria used is appropriate and will aid in the development policy by the Design Supervisor. At first glance, the committee sees that a revision of the bylaw standards to eliminate sidewalks in cul de sacs would produce a significant cost savings. In addition, the OCP bylaw will have an impact on road classifications as will any requests from developers to vary the requirement to build a sidewalk. 5.1 Request from Bylaw to examine and or change the operation of parking restrictions adjacent to Carmi School Signage, sightlines and parking issues along Carmi Ave nearest Carmi Elementary School and the bus stop in front of the school discussed. Bylaw has expressed that they are having issues with collecting on the parking tickets issued when people are found in violation. Violators are saying the signage isn t clear. to check and see if this is a real issue for their drivers. The General Manager of Infrastructure will create a drawing showing the signage in the area. This will be brought to the next committee meeting and the Bylaw Supervisor will also be asked to attend the next meeting. Design Supervisor left the meeting at 4:22 p.m. 5.2 Sovereigns Award Member at Large, Brigid Kemp was the recipient of the Sovereign Award for her volunteerism in the community. A thanks for her efforts with the Transportation Advisory Committee was acknowledged. 6. Council Outcomes 374/2018 THAT Council receive the draft minutes of the Transportation Advisory Committee meeting of August 9, 2018. 375/2018 THAT Council receive the recommendation from the Transportation Advisory Committee requesting a letter be sent to Interior Health with an invitation to initiate discussions on developing alternative modes of transportation, promoting a healthy community and to address traffic and parking concerns arising from the construction of the new patient tower at the Penticton Regional Hospital. CARRIED Mayor Jakubeit, Opposed 7. Next Meeting 376/2018 THAT Council refer the recommendation from the Transportation Advisory Committee to support the prioritization of bike lane improvements to the budget process. 377/2018 THAT Council approve the installation of an all way stop at the intersection of Dartmouth Road and Okanagan Avenue East.
