Peter Person SPECIMEN NATIONAL BUS CONCESSION Your questions answered This leaflet will explain how to use your North East Lincolnshire (NEL) English National Concessionary Travel Pass within North East Lincolnshire and the rest of England. Over the next few pages you will find important information about the scheme. Q. What is the NEL National Bus Concession? A. North East Lincolnshire Council's (NELC) English National Concessionary Travel Pass allows free travel from 09:00am to 00:00am (i.e. midnight) Monday to Friday, free all day weekends and bank holidays for NELC English National Concessionary Travel Pass holders. Before 09:00am NELC English National Concessionary Travel Pass holders will be charged 20p for each journey, no matter where you are travelling to. North East Lincolnshire Council's English National Concessionary Travel Pass allows discounted rail travel between any two stations within North East Lincolnshire from 09:30am - 23:00pm Monday to Fridays, all day weekends and bank holidays. Visitors to North East Lincolnshire that hold another local authorities English National Concessionary Travel Pass are eligible to use their pass from 9:30am - 11:00pm Monday to Friday, free all day weekends and bank holidays on local registered bus services in North East Lincolnshire. Summary of how you can use your English National Concessionary Travel pass within North East Lincolnshire and the rest of England. Type of English National Concessionary Travel Pass. A person in possession of a North East Lincolnshire Council English National Concessionary Travel Pass. When can I use a Locally Registered Bus Service within North East Lincolnshire? * Local bus journeys commencing in North East Lincolnshire before 9am will be charged 20p for each journey when presenting your North East Lincolnshire Council's English National Concessionary Travel Pass to the bus driver, no matter where you are travelling to. * Free local bus travel anytime after 09:00am and up until 00:00am (midnight), Mondays to Fridays. When can I obtain discounted Rail travel within North East Lincolnshire? 9:30am -11:00pm Monday to Friday, all day weekends and bank holidays I have a North East Lincolnshire Council English National Concessionary Fares Travel Pass, When can I use the pass outside of North East Lincolnshire? As a general rule we advise that you can use your pass on locally registered bus services within another local authority area from 9:30am - 11:00pm Monday - Friday, free all day weekends and bank holidays. Some local authorities, however, may provide additional benefits. Please check with the relevant local authority before travelling. * Free local bus travel will still be provided all day weekends and bank holidays without time restrictions. A person in possession of an English National Concessionary Fares Travel Pass that originates from another local authority area i.e. a visitor to North East Lincolnshire. 9:30am -11:00pm Monday to Friday, free all day weekends and bank holidays Visitors to North East Lincolnshire with another local authorities English National Concessionary Travel Pass can not obtain discounted rail travel for rail journeys within North East Lincolnshire. 2

Q. At what age will I qualify for a North East Lincolnshire Council English National Concessionary Travel Pass? A. The age at which you qualify for your English National Concessionary Travel Pass is increasing from April 6, 2010. To find out when you will be eligible for your North East Lincolnshire Council English National Concessionary Travel Pass please see the fold out page attached to the back page of this booklet. Q. What is the definition of a local bus? A. The definition of a local bus will be self-evident in most cases, but in a few instances could include some longer distance buses and coach services where part of their route is registered as a local bus service. If in doubt, you can check with the service operator or the relevant local authority. For example, you can use your NELC English National Concessionary Travel Passes on the following bus services; Stagecoach 13/14 and 45 LoZone Routes, 9, 8,16, 250 and many more local bus services. Also, NELC English National Concessionary Travel Passes can be used on the Humber Flyer to Hull, 3 service to Lincoln and 51 service to Louth. Q. If I visit an area that offers additional services, will I be entitled to them? A. Probably not. As a general rule, local authorities will only provide additional services for their own residents. Some authorities, however, may provide them - check with the relevant authority in the area to which you intend to travel. 3

Q. Can I use my North East Lincolnshire Council's English National Concessionary Travel Pass on local train services? A. The North East Lincolnshire Council's English National Concessionary Travel Pass allows local residents to use their travel pass on local train services. The Travel Pass allows discounted rail travel between any two stations in North East Lincolnshire from 09:30am to 23:00pm Monday to Friday, all day weekends and bank holidays. A) 50% concession on Anytime Day and Off Peak Day tickets. B) 34% concession on Anytime Day Single, Anytime, Off Peak and Super Off Peak tickets. Q. How do I get a NELC English National Concessionary Travel Pass? A. You can visit any of these local Council offices where your pass will be issued: Municipal Offices, Town Hall Square, Grimsby (Opening hours: Mon-Fri 09:00-17:00) Civic Offices, Knoll St, Cleethorpes (Opening hours: Mon-Fri 09:00-17:00) Immingham District Office, Civic Centre, Immingham (Opening hours Mon 09:00-16:00, Wed 10:00-14:00, Fri 09:00-16:00) Q. Will I be able to enjoy free travel everywhere within the UK? A. No, the concession will only apply to England. 4

Adult Disability (over 18 years old) Applicants in receipt of Higher Rate Mobility Component of the Disability Living Allowance (HRMCDLA) 5 Q. What form of identification will I need to bring to obtain a NELC English National Concessionary Travel Pass? A. Firstly, anyone applying for a NELC Concessionary Travel Pass will need to provide proof of residency. Applicants must be able to prove that they reside in North East Lincolnshire for at least six months in any twelve. The following forms of proof are acceptable: Rent book, Council Tax Demand, Utility bill, Driving Licence or Medical Card. A. Residents of the Fitties, Thorpe Park or the Beachcomber Holiday Camp must show that they pay the ground rent (including a Council tax element) or the Council Tax direct - in the name of the applicant or their partner. This may be proven by a letter of confirmation from the camp s management. A. Secondly, if applying for the pass on age grounds, acceptable proof will be a follows; Passport, Birth Certificate, Driving Licence, Medical Card, Pension Book or letter from the Department of Social Security confirming that the pension is paid directly into the applicant s bank account. Q. Renewing an over 60's persons Travel Pass? A. When renewing an over 60's persons bus pass please provide proof of address. We need to know you are still residing in North East Lincolnshire. The following information provides eligibility criteria for disabled adults (over 18 years old), children (under 18 years old) and companion passes for both categories. The information describes the required proof and who to contact if you currently do not have the required proof of eligibility. Applicant is profoundly or severely deaf Applicant is blind or partially sighted Acceptable Proof Award Letter from Department for Work and Pensions. Registered with the North East Lincolnshire Care Trust Plus' Adult Social Care Services as being profoundly or severely deaf. Acceptable proof is a registration card. If you are not registered, we will require medical evidence in the form of an audiological report, or a report from an aural specialist, that your hearing loss is 70 dblh or greater. Registered with the North East Lincolnshire Care Trust Plus' Adult Social Care Services as being blind or partially sighted. Acceptable proof is a registration card. Applicant does not have arms or has long-term loss of the use of both arms. Applicant has: A significantly reduced ability to understand new or complex information, to learn new skills (impaired intelligence), with A reduced ability to cope independently (impaired social functioning), which Started before adulthood, with a lasting effect on development Applicant would, if he applied for the grant of a licence to drive a motor vehicle under Part III of the Road Traffic Act 1988, have his application refused pursuant to section 92 of the Act (physical fitness) otherwise than on the ground of persistent misuse of drugs or alcohol. Receiving Community Based Mental Health services. Lower rate Mobility Component DLA (over 18 years old) Proof as a War Pensioner Receiving Mobility supplement Acceptable Proof Registered with the North East Lincolnshire Care Trust Plus' Adult Social Care Services as being Without speech. Acceptable proof is a registration card. Occupational therapists or Physiotherapists assessment - stating whether the applicant meets the DfT criteria. Registered with the North East Lincolnshire Care Trust Plus' Adult Social Care Services as having lost the longterm use of both arms or does not have arms. Acceptable proof is a registration card. Registered with the North East Lincolnshire Care Trust Plus' Adult Social Care Services. A letter will be issued from this team on NEL CTP headed paper, stating the applicant is entitled to a bus pass. Doctors letter stating the applicant is Medically unfit to drive are acceptable. The letter is required to be provided on official letter headed paper. Proof will be DVLA letter D206 refusing to issue a driving licence on medical grounds or DVLA letter. Letter D235 on the grounds of withdrawing a driving licence on medical grounds. Letter from NAViGO the current provider of Mental Health Service in North East Lincolnshire. Signed by Community Mental Health Worker and states the applicant is in receipt of Community Based Mental Health Services (people who have a mental health worker in addition to a psychiatrist)". Contact the North East Lincolnshire Care Trust Plus' Adult Social Care Services. Letter from North East Lincolnshire Care Trust Plus stating the applicant is eligible for a bus pass. War Pension Book or a letter confirming that the applicant has a was pension and is in receipt of mobility supplement element. From August 10th, 2010 North East Lincolnshire Council will not provide Disabled Companion Travel Passes for children under the age of eleven. Existing Disabled Companion Travel Passes (held by children under eleven years of age) will be honoured until their expiry date. What happens if I lose my English National Concessionary Travel Pass? A. Please keep your pass in a safe place. Lost, damaged or stolen passes will be subject to a 5 replacement charge without any exceptions. If you do lose your pass please bring some form of identification to one of the Council s Customer Access Points (Customer Access Point locations and opening times on page 4) i.e. driving license or passport.

If the classification of your disability has changed you need to update your records held on our database and check whether you are still entitled to a bus pass. Q. Renewing a disabled persons Travel Pass that is about to expire. A. People that hold a Travel Pass under the disability classifications are required to provide proof that they are still eligible when the Travel Pass is due for renewal. Also, proof of address is required to renew a disabled persons bus pass. Q. Where can I use a Disabled Persons Concessionary Travel Pass with the Companion element? A. Concessionary Travel Passes with a Companion element can be used to travel anywhere within North East Lincolnshire on a locally registered bus service. The pass can also be used to travel to North Lincolnshire on a locally registered bus service i.e. Humber Flyer to Barton Upon Humber but no further. The pass can not be used to travel on the Interconnect 3 (Lincoln) or 51 (Louth). 12

PHONE N RIDE The public transport alternative for residents of North East Lincolnshire who for whatever reason do not have access to the conventional public transport routes. The service operates by passengers ringing to book their journey, all they have to do is tell us where they want to go and at what time. Unlike Traditional bus services, there is no fixed route or timetable, this flexibility allows us to meet your unique transport needs. Bookings can be made by telephoning (01472) 324440 (Mon-Fri 8.00am to 5.30pm). Phone n Ride operates between 7.00am and 7.00pm Monday to Saturday (excluding Bank Holidays). Concessionary bus passes from outside London If you've got a English National Concessionary pass from an English council outside London you can use it at any time on buses in London displaying this symbol. On buses not showing this sign check with the driver - most will let you travel free between 09:30 and 23:00 on weekdays and at any time on weekends and public holidays. You'll need to show your pass to the driver. You can't use your Travel Pass on Tube, Tram, DLR, London Overground or National Rail services Terms and conditions Your travel pass is issued subject to North East Lincolnshire Council's conditions: North East Lincolnshire Travel Passes are only available to people who usually reside within the North East Lincolnshire boundary. The Travel Pass is not transferable. The Travel Pass may be used only by the person to whom it was issued too. Possession of a Travel Pass does not grant you the right to a place or seat on any particular bus or train. Travel Pass holders must abide by the conditions of the bus or rail operators. You may be required to show your pass at any time on your journey. The Council accepts no liability for any loss, injury or inconvenience incurred as a result of using a Travel pass.
