NOAK BRIDGE PARISH COUNCIL Minutes of the Noak Bridge Parish Council Meeting,held in the Noak Bridge Village Hall on Friday 12 th August 2011 at 7pm. Present Councillors: Tim Dobby Chair Valerie Bayley Les Sharrard Sandra Hormann Clerk to the Council aren Hawkes District Councillor Allen 7 residents 11/052 Chairman s Welcome Chair welcomed residents to the meeting and states that if residents have any questions to raise regarding any items on the agenda that this is done during public participation. 11/053 Apologies Apologies received from Councillor Sargent, Councillor Stanton, District / County Councillor Sargent and County Councillor Pummell. 11/054 Declarations of Interest No declarations of interest received.
11/055 Minutes. Minutes of 10 th June 2011 and 1 st July were agreed and signed by the Chair as a true record of the meeting. 11/056 Public Participation Bus shelters Conservation appraisal How many of the Parish Councillors will stand for re election. Overgrown hedging in Bramble Tye Old Doctors surgery Bus shelters throughout the parish in need of cleaning, clerk to contact Basildon Borough Council as it seems to be the shelters owned by Basildon Council which are dirty. Who will pay for the recommendations in the Noak Bridge conservation appraisal? Gordon Humphries has previously stated to the clerk that reference could be made to this appraisal when applying for grants or for permission of work to be carried out within the parish. Councillors feel that this is personal information and are uncertain of what their circumstances will be next year. Clerk to contact Basildon Council again regarding this. What is the status of this property it is starting to become an eye sore again, could an untidy area order be applied? 11/057 Planning 11/00779/FULL 56 Wash Road Noak Bridge Basildon Essex SS15 4EN Rear extension and loft conversion with front and rear dormers no comments
11/058 Noak Bridge Conservation Appraisal Council reviewed the conservation appraisal, clerk to write to Gordon Humphries with the following comments: Conservation area should remain, Conservation area should be extended so that it is consistent through the village, Parish Council support the existing controls on property alterations as listed in question 4, Parish Council feel that the installation of surface gas pipes should also be included as further restrictions, Agree that the village green would be improved if the trees were thinned out, Parish Council also feel the village green could be improved with additional dog bins within the entrance to the park towards Coppice Lane and the removal and re-surface of the area which is currently uneven which used to be the old children s playground, The Parish Council agree with the summary of recommendations within the leaflet, Parish Council support the improvements listed within question 7, Other areas which could be improved is painting of the social housing flats and bungalows, repainting or repair of the five bar field gates instead of removing them, the Parish Council want to ensure that any restrictions made within the appraisal are enforced on Basildon Borough Housing, Essex County Council and privately owned properties, The Parish Council also want to ensure that the street lighting columns and lamps which are attached to the flats are also covered by the appraisal and that any road repairs are made with red tarmac not black. 11/059 Swan sign Clerk and Councillor Dobby report that they are waiting information from EALC / NALC as to whether Councillor Dobby can tender for the work to replace the swan sign.

As a result of the newsletter article regarding allotments there is now a waiting list of 26 residents within the Parish. Basildon Council has supplied a map of the areas of land which may be suitable for allotments but are not owned by Basildon Council. Clerk to contact land registry. Clerk to invite Karen Kenny from the NSALG to a future Parish Council meeting. 11/062 Queens Golden Jubilee Clerk has been requested by Essex County Council that a lantern or bonfire is lit on the 4 th June to celebrate the Jubilee; clerk is waiting information as to whether Essex County Council will fund the lantern.
Proposal: Monday 4 th June 2011 as the date of the Queens Golden Jubilee Celebration, clerk to contact Community Association, pharmacy, local store and school to consult regarding the requested road closure. Proposed: Vote: Councillor Sharrard All in favour Councillors to bring ideas / suggestions to September s meeting for the event. 11/063 NAP meeting Update received from Councillor Sharrard, NAP reported that no residents have attended the last two meetings. Clerk to contact NAP to suggest the next NAP meeting which is scheduled for the 8 th September is cancelled and merged into the Parish Council on the 9 th September. 11/064 Basildon Council Community Housing Councillor Bayley reported Basildon Council will forward a report to the Parish Council from the walkabout. Main concerns raised are fingerpost for 51-65 Kenilworth Place (clerk states that this has been ordered by the Parish Council), replacement of dome lamps fixed to flats and being replaced with what look like standard street lamps, lamps also within the park not being replaced with the approved dome lights. 11/065 Parish Council representative for ABLC Councillor Sharrard agrees to be the representative for the ABLC although he cannot attend the first meeting date due to holiday commitments, clerk will attend if available. The Council resolves to exclude the press and public under the Public Bodies (Admission to Meetings) Act 1960 Engagement, terms of service, conduct and dismissal of employees
11/066 Clerk training needs. Proposal: Clerk to complete the University of Gloucestershire Community Engagement and Governance Honours Degree at the University of Gloucestershire. Parish Council will fund course fees, residentials, tutorials, books and half of clerks study time. Clerks contracted hours will be 25 hours a week. Council requested whether clerk wanted Council to fund all study time; clerk stated that she felt half was acceptable as all fees and expenses relating to the course would be funded by the Council.
