Conference on Rural Roads Indian Construction Equipment Manufacturers Association (ICEMA), in collaboration with the Ministry of Rural Development, is organising a National Conference on Rural Roads on 26th August 2014 at New Delhi. The Conference is being organised concurrently with the Annual General Meeting of ICEMA. Conference Date and Venue Date : 26th August 2014 Venue : Ashok Hotel, Chanakyapuri, New Delhi Timing : 1000-1600 hrs (Registration : 0900-0945 hrs) Introduction India has one of the highest density of roads in the world, with 1.42 kilometers of road for every square kilometer of land area. However, the country still lacks high-quality roads, including highways with four or more lanes, which offsets the bene ts of high road density. Of the total road length of 4.6 million kilometers, over 60 percent of the roads are rural (by length). National highways account for only 2 percent of the total length, of which less than a quarter are multilane. Developing India s rural roads can provide mobility and connectivity for more than 800 million people living in rural areas. Improving connectivity can reduce the alienation of rural India from urban India, increase economic opportunities for rural dwellers, and establish greater permeation of health and educational facilities Recognizing the critical issue of the rural road sector, the (GOI) planned to give a boost to rural connectivity. In the year 2000, it launched a nationwide program, the Pradhan Mantri Gram Sadak Yojna (PMGSY) under the Ministry of Rural Development (MoRD). PMGSY is being implemented as a 100 per cent centrallyfunded program aimed at providing all-weather connectivity to all habitations of above 500 population (250 in case of hills, desert and tribal areas). There has been remarkable advancement in road construction technology in the recent years. Construction Equipment Industry plays a major role in developing the rural infrastructure of the country. The 12th FYP proposes spending Rs 105,000 crores on rural roads, which is on par with the total sanctioned amount for PMGSY since inception. The investment is expected to result in the construction of 1,62,000 km of new roads and upgradation of 78,000 km of existing roads in rural areas. The 12th FYP targets about 33 percent of the investment to be ful lled by the private sector.
Road construction is one of the most intensive sectors for earthmoving and construction equipment (ECE) industry, with ECE accounting for 15 to 20 percent of project costs. With high investments expected to pour into this sector over the next few years, spending on ECE for road projects is also likely to get a boost. Union Budget 2014-15 : Focus on Rural Development Rs 14,389 crore provided for Pradhan Mantri Gram Sadak Yojna (PMGSY). Rural infrastructure to be promoted via PPP through Shyamaprasad Mukherjee Rurban Mission for which a grant of Rs. 500 Crores has been set aside. The scheme would serve to strengthen rural infrastructure and prevent rapid pace of urban migration. Allocation of Rs 50,000 crore for Short Term Cooperative Rural Credit (STCRC) Re nance Fund during 2014-15. Setting up Long Term Rural Credit Fund in NABARD for the purpose of providing re nance support to Cooperative Banks and Regional Rural Banks with an initial corpus of Rs 5,000 crore. Corpus of Rural Infrastructure Development Fund (RIDF) to be raised to Rs 25,000 crore.
