Need for RRTS in National Capital Region (NCR) Functional Transport Plan for NCR - 2032 Decennial growth rate of ~50% due to migration Master Plan for Delhi emphasized Planning of Delhi in regional context Increasing congestion and shortages of civic amenities Need for planning Delhi in the regional context was felt Enactment of NCR Planning Board Act by the Union Parliament, with concurrence of the participating states Functional Plan on Transport for NCR-2032 1956 1962 1985 Interim General Plan suggested that 'serious consideration should be given for a planned decentralization to outer areas & even outside the Delhi region'. 2005 Notification of Regional Plan2021 Regional Rapid Transit System (RRTS) Eight (8) Corridors 3

What is RRTS? RRTS is a Rail based Regional Transit System with a design speed of 180 kmph and an average speed of 100 kmph Inter station distances: 5 10 Km Once operational, it will be the FASTEST, the most COMFORTABLE and the SAFEST mode of travel in NCR RRTS Trains will travel at 3 times the average speed of Metro

What RRTS will offer to users? 5

RRTS will bring significant reduction in travel time across the region Travel time by road Travel time by RRTS Panipat Delhi Airport: 80-85 min Panipat Delhi Airport: 210 min Manesar Delhi Airport: 90 min Airpor t Ghaziabad Delhi Airport: 180 min Manesa r Ghaziaba d Ghaziabad Delhi Airport: 40-45 min Manesar Delhi Airport: 25-30 min 6

Multi-modal integration and Inter-0peratibility All the 3 RRTS corridors will be converge at Sarai Kale Khan and will be inter-operable Teams of both NCRTC and DMRC are working in close coordination with each other in regard to integration between RRTS and Delhi Metro Stations 3 RRTS corridors will intersect 7 Delhi Metro lines While RRTS will act as backbone for regional transportation, Delhi Metro lines will complement by providing as feeder and dispersal services Delhi Metro Line Red line Yellow line Blue line Violet line Magenta line Pink line Phase IV Delhi Metro and RRTS Integration Points Kashmere Gate Jor Bagh, Kashmere Gate Indraprastha, New Ashok Nagar, Anand Vihar Kashmere Gate Munrika Sarai Kale Khan, Anand Vihar Aerocity, Burari Crossing, Indraprastha Sarai Kale Khan

RRTS Implementation Mechanism Institutional Structure Institutional Structure National Capital Region Transport Corporation (NCRTC) Incorporated in August, 2013 for implementation of RRTS project in NCR Shareholding Pattern of NCRTC the Four (4) State Governments joined hands with GoI to implement country s first RRTS in NCR GNCTD 13% Govt. of Rajasthan 13% GoI 50% Legal and Regulatory Framework RRTS construction would be taken up under the Metro Railway (Construction of Works) Act 1978, and Metro Railways (Operation and Maintenance) Act 2002 as amended through Metro Railway (Amendment) Act, 2009 Land acquisition and R&R required for the Project will be undertaken by respective State Governments Govt. of Haryana 12% Govt. of UP 12% 14

Delhi-Meerut RRTS Corridor Three prioritized corridors (DelhiMeerut, Delhi-Panipat and DelhiAlwar) will be implemented in Phase I of RRTS by NCRTC The Delhi-Meerut corridor will start at Sarai Kale Khan (Delhi) and will end at Modipuram (Meerut) Approximate project completion cost of Delhi-Meerut corridor is Rs.32,599 crore (DPR,2016) 15

Meerut Metro Meerut Metro Corridor Two Metro corridors (Corridor-1 : Partapur to Modipuram and Corridor- 2 Shradhapuri Phase 2 to Jagriti Vihar Extension) are proposed in Meerut. The detailed project report for the two corridors has been submitted to GoUP for approval on June 30, 2016 The corridors will intersect at Begumpul in Meerut. Corridor 1 Meerut Metro Corridors Corridor Stations Track Length (km) Corridor I: Partapur to Modipuram Rs. 8,532 Crores 16 20 Corridor II: Shradhapuri Ph 2 to Jagriti Vihar Extension Rs. 6,469 Crores 13 15 Total 29 35 Approximate Project cost Rs. 15,001 crores

Overlapping Alignment of RRTS and Metro Corridors The Corridor I of Meerut Metro (16 stations) overlaps with RRTS Corridor (6 stations) The entire North-South Corridor of Metro (Corridor-I) follows the same alignment as that of RRTS Duplication of systems on the same alignment would lead to high cost and technical challenges, while serving the same catchment area at very low efficiency affecting the sustainability.

Final Solution RRTS Corridor Add 6 more stations taking number of stations in Meerut to 12 Plan to run Metro services on RRTS corridor Metro Corridor Develop only MRTS Corridor II Expected Outcomes Savings in capital costs ~Rs. 6,000 Cr. Synergies between RRTS and Metro in Meerut Better utilization of resources & no competition for ridership In conformity with New Metro Policy to join City Centre to City Centre by RRTS In line with scheme in Delhi and other places Win-Win situation

Funding Pattern of Delhi- Meerut Corridor Description Government of India GNCTD State Government of UP Equity 3.92% 1,278 Total 19.77% 6,443 Equity 2.64% 861 Sub-ordinate Debt (SD) - Central Taxes 0.65% 214 Total 3.29% 1,075 Equity 13.20% 4,304 Sub-ordinate Debt (SD) - Central Taxes 3.27% 1,065 Sub-ordinate Debt (SD) - Govt.
