Volume 21, Issue 7 July 2006 RUNWAY CLOSURE PLANS The tentative plan for the runway reconstruction, as it was reported at the May HAPABOD meeting, is for closure of the runway beginning on or about September 1st, 2006. The closure is expected to last for approximately thirty days, depending on weather. O F F I C I A L N E W S L E T T E R O F H I C K S A I R F I E L D P I L O T S A S S N F L A P P I N G S No operations will be allowed due to the presence of the construction equipment and workers in the immediate vicinity of the existing runway and main taxiway. A NOTAM will be issued advising all pilots of the projected dates when we get closer to the actual time for the closure. Any questions concerning the closing and/or construction period should be directed to the HAPABOD or the Chairmen of the Runway/Taxiway Committee, Jerry Stern. HICKS FIELD PILOTS Do you know what the pattern altitude is at Hicks? Are you aware of the recommended altitude restriction between Hicks and the west shore of Eagle Mountain Lake? Do you know the recommended calm wind runway at Hicks? Are you aware that Kenneth Copeland Airport (4T2) is now open to the public and overflights on approach or departure to Hicks could be hazardous to your safety? Hicks Airfield Property Use Committee TRAFFIC SURVEY FOR HICKS AIRFIELD The Property Use Committee has been tasked to recommend a maximum weight restriction for vehicles using taxiways for deliveries at Hicks Airfield. We are requesting input from HAPA members to determine a reasonable weight that will reduce taxiway deterioration and maintenance cost for our membership but will serve the needs of our airport community. The maximum weight of a standard Fed Ex or UPS delivery truck is 19,500 pounds. The maximum weight of a fully loaded 18 wheeler is 80,000 pounds. Fully loaded concrete trucks can exceed 80,000 lbs. Total weight may not be the only factor, the footprint and turning radius can affect the pressure on a surface. HAPA members can assist in reducing taxiway damage by directing your suppliers to limit delivery truck weights to 40,000 pounds or less (1/2 of a 18 wheeler max weight), breaking your orders into smaller batches, and advising the trucking service of the taxiway limitations. If you are an owner and rent space to a business enterprise, please discuss the need to limit delivery weights with your renter. Please complete the attached survey to help us determine a reasonable vehicle weight that will satisfy 90% of your delivery requirements. Attention to weight limits will help all owners reduce assessments necessary to maintain our airfield. The survey may also help determine traffic routes possible at Hicks Airfield to minimize damage to our taxiways. Yes No Your comments: Construction vehicles and concrete trucks will be a necessary evil until our airfield has no lots available for construction. Fuel trucks and waste vehicles are acknowledged to be an ongoing problem, but necessary. A recommendation has been made to negotiate a single waste pick up contract with one provider to reduce the number of vehicles entering the airport and possibly reduce waste pick up cost for all who elect to use the service. As most of you know the insurance provider for Hicks Airfield has dictated a speed limit of 15mph on the airfield. Our committee is recommending to the HAPA BOD that a variance be requested for the main west taxiway from the restaurant area to the south exit. The recommended speed to be requested in the variance is 35mph. The west taxiway paralleling the runway is relatively uncongested with good visibility. The speed limit will accommodate quicker access and egress for owners, renters, and visitors traveling to and from the north end of the airport. Thanks in advance for your participation.
