Airworthiness Strategic Plan W H Mission Improve National Defence Air Operational Capability, through the continuing optimisation of the Airworthiness certification processes and recognition processes with other authorities. Promote economies of scale in multinational programs. Strengthen international cooperation and interoperability. 20

Conclusions Harmonised European Military Airworthiness requirements are a tool to develop synergies and optimising processes amongst the Military Airworthiness Community. Oversight of national and foreign companies requires a safe and cost-efficient strategy for a small Authority. Recognition is a cooperative, open, transparency and resources saving process, that will permit the Portuguese MAA to achieve its responsibilities over foreign companies. 23
Conclusions Recognition enhances the competitiveness of European Industries. This is a Cost-efficient methodology among MAAs, based on credibility and cooperation principles. The end-state is the recognition leading to the desired interoperability and efficiency in military joint operations. 24
