Purpose Describe the strategic plan implementation of the Portuguese National Aviation Authority, regarding the military airworthiness oversight over companies. 2

Terminology Airworthiness As defined in EMAD 1, is: The ability of an aircraft, or other airborne equipment or system, to operate in flight and on ground without significant hazard to aircrew, ground-crew, passengers (where relevant) or to other third parties. 3

Airworthiness Strategic Plan W H Mission Improve National Defence Air Operational Capability, through the continuing optimisation of the Airworthiness certification processes and recognition processes with other authorities. Oversight methodology Benefits of recognition process: Reduce time and costs and optimise SQEP. Achieve national and international credibility. Boost the National and European DTIB competitiveness. Promote economies of scale in multinational programs. Strengthen international cooperation and interoperability. 20

Oversight methodology Challenges of recognition process: Provide the necessary resources to reach and maintain recognition processes. Ensure legal competence and capacity to certify and oversight, within the national and foreign military scope. Pursue an harmonised national and international perspective. 21

Conclusions Harmonised European Military Airworthiness requirements are a tool to develop synergies and optimising processes amongst the Military Airworthiness Community. Oversight of national and foreign companies requires a safe and cost-efficient strategy for a small Authority. Recognition is a cooperative, open, transparency and resources saving process, that will permit the Portuguese MAA to achieve its responsibilities over foreign companies. 23

Conclusions Recognition enhances the competitiveness of European Industries. This is a Cost-efficient methodology among MAAs, based on credibility and cooperation principles. The end-state is the recognition leading to the desired interoperability and efficiency in military joint operations. 24
