Carteret County Utilities Coordination Committee September 9, 2015 Call to Order The September meeting of the Carteret County UCC was called to order by Will Pittman. Old Business Minutes from the August meeting were read by Will Pittman. New Business New officers were announced: Paige Taylor, Town of Atlantic Beach-Chairperson; Billy Davis, Duke Energy-Co-Chair; David Cannon, Time Warner Cable-Secretary Reports Carteret County Water Corp Onslow Paving in the Merrimon Rd. area; also preparing for North River bridge replacement. Carteret-Craven EMC regular/routine maintenance. Duke Energy routine maintenance. Piedmont Natural Gas routine maintenance. Time Warner Cable working along Hwy24 at Stevenson Chevrolet heading west & routine maintenance. Introduced Sherry Mora with PRG (investigates damages). Town of Atlantic Beach Paige asked if anyone was aware of damage that occurred to sidewalk at Dunescape Villas and if so, please contact her; demolition to begin of old Food Lion building in preparation for Skate Park; Standup Paddle Board Race 9/26; 1 st Annual Chum Run 9/12; Memorial 9/11 Ride on 9/12. Town of Beaufort routine maintenance. Town of Morehead City project next year to install 12 sewer force main from Parker Honda area to 20 th St. West Carteret Water Corp. routine maintenance. Presentation Howard Corey presented the NC811 UCC September presentation (attached). Adjournment Will adjourned the meeting. Piedmont Natural Gas was the lunch sponsor with 23 in attendance. FAQ this month Does a destroyed marks ticket get immediate response from locators? No; Member facility owners have three full working days (excluding the day of notice) to provide a response and to mark any affected underground facilities. These types of locates may be given a higher priority by the member facility owner, but that is not known by NC811. State law does not address a locate by time frame for re-marks. It is the responsibility of the excavator to maintain and preserve any marked/staked areas.

Three Hour Notice/Ticket How the law reads: If an operator fails to respond to the positive response system, the excavator may proceed if there are no visible indications of a facility at the proposed excavation or demolition area, such as a pole, marker, pedestal, meter, or valve. However, if the excavator is aware of or observes indications of an unmarked facility at the proposed excavation or demolition area, the excavator shall not begin excavation or demolition until an additional call is made to the Notification Center detailing the facility and an arrangement is made for the facility to be marked by the operator within three hours from the time the additional call is received by the Notification Center.
Three Hour Notice/Ticket This means that if the excavator has waited the three full working days and is aware of or observes indications of an unmarked facility then NC 811 will create a three hour notice/ticket when they receive the call from the excavator. A three hour notice/ticket can be issued regardless if there is a Positive Response 999 code on the locate request The three full working days for the initial locate must be complete or ALL members must have supplied positive response The excavator is aware of or observes indications of an unmarked facility
