While traveling northbound on IR-475 just south of SR-25 I observed a vehicle enter the off ramp to SR-25 to the right using its left turn signal. I continued to follow the vehicle as it turned left onto southbound SR-25 into the left hand lane. As we approached the traffic signal at the south side of the bridge over IR -475 the maroon Buick (OH-EQE3578) abruptly changed lanes into the left turn lane and then turned left onto the on-ramp to southbound IR-475 without using its turn signal for either the lane change or the left turn. I stopped the vehicle and identified the driver as Robert Dailey. Dailey advised me that he did not have a valid driver's license. He was found to be under both a Non-Compliance suspension and a Child-Support suspension. I issued Dailey a citation for the Non-Compliance Suspension 4510.16(A) UM; and for Failing to signal a turn 4511.39 MM. He was given a mandatory court date of 7/17/12 at 1645 hours. I informed Melissa Moynihan the operator of the vehicle the reason for the stop and asked if there was any reason for traveling so fast. She stated that she was on her way to swimming lessons.
