The Application is submitted by Caravan Stage Society ("Caravan Society") on behalf of National Caravan Stage Company Inc. ("NCSC"). The NCSC and Caravan Society are both non-profit performing arts organizations. The Application is submitted to allow the Vessel to provide theatrical performances at various locations in southern British Columbia. The NCSC is applying for an extension of a Canadian Coast Trade License for the Vessel for the period of July 4, 2018 to July 4, 2019. In July 2017, a Coastal Trade License was issued to the Vessel document 2017-00114-505 in Nanaimo BC. The Vessel is a Canadian custom built sprit sailing barge, designed as a touring theatrical stage from which performances are given for the enjoyment of spectators who watch the performances from the shore. The Vessel itself serves as the stage for the performances and includes various features specifically designed for that purpose. The Vessel is scheduled to give performances at the following locations in British Columbia, beginning in mid July 2018: Sooke BC and from September 13 to 22, 2018 in Victoria BC. In between these 2 performance dates, from July 20 to Sept 9, the company and Vessel will be putting on performances in Washington state. In additon, the Caravan will be wintering in BC and touring along the same routes in June and July of 2019. The NCSC requests that this Coastal Trade License be valid for the return to Canada after the engagements in Washington state. The Vessel acts as a floating stage for its performances. Audiences enjoy performances from shore. Audience members and spectators do not board the Vessel. 2. Scope of Operations (a) Geographic Location: The Vessel will operate in southern British Columbia. In particular, the Vessel will give performances in Sooke and Victoria. (b) Details of Operations: The Vessel will be used as the traveling stage from which its theatrical production is performed for audiences who watch the show from the shore. The Vessel will be moored to the shore for each of its performances. The Vessel's schedule of performances in BC & in WA are as follows: Location & Dates Sooke, B.C. September 13 to 17, and 20 to 24, 2017 The theatrical production that will be performed was specifically written and produced to be performed on the Vessel. The Vessel does not carry any passengers. The production has approximately 20 cast members and theatre technicians. Each of these members assists with the setting up and tear down of the theatre stage, and also with various operational functions. The cast members and theatre technicians are effectively the Vessel's "crew". The Vessel does not transport any cargo or goods. The Vessel also does not engage in any activities that are not related to its theatrical performances. The Vessel's sole purpose is to promote artistic education and entertainment by showcasing its innovative theatrical productions on the deck of the Vessel. The Vessel's owner, National Caravan Stage Company Inc. ("NCSC"), is a non-profit organization. No part of its earnings inure to the benefit of any private shareholder, director, individual, or any other private interest.
Period for which Permission is Required: 12 months Starting Date: July 10, 2018 Completion Date: July 10, 2019 Application Timeline: July 10, 2018 to July 4, 2019 This application should be processed on an expedited basis in order to ensure that a license is issued by July 10, 2018. The Vessel is currently on a Coastal Trade License that expires in July, 2018. As discussed, the Vessel will continue to deliver theatrical performances at various locations in southern British Columbia beginning in mid July 2018. The municipalities (Sooke and Victoria) that have engaged the Vessel to provide performances are actively promoting the show as part of various community festivals. Each of these municipalities has also made an investment to bring the Vessel to their community to perform its unique show. A license is required on an expedited basis to ensure that the performances may proceed in each of these communities. Each of the municipalities listed above has made a significant investment to bring the Vessel to their community as a unique cultural Event. The Vessel's performances are also scheduled in each of these municipalities to coincide with other community celebrations. The schedule of performances was put together as a result of careful planning by members of Caravan and each of the municipalities that will be hosting the Vessel. NCSC understood based on discussions with representatives of Transport Canada that the Vessel's activities do not constitute a "coasting trade" under the Coasting Trade Act, S.C. 1992, c. 31 (the "Act"), and therefore a license was not required. Over several correspondences between the Caravan Stage Company and Transport Canada, TC stated that, in its view, the Vessel's activities do constitute a "coasting trade" within the meaning of the Act. This application is being re-submitted. There is no Canadian or non-duty paid ship that is capable of providing the theatrical performances that the Vessel provides. 3.
