5. CONSENT CALENDAR (ACTION ITEM) A. MINUTES Discussion and possible action to approve the minutes from the meeting of November 2015. B. Housing Related Parks Program Grant Discussion and possible action to recommend that the Board of Supervisors authorize the Recreation and Park Department to accept and expend a Housing Related Parks Program Grant in the amount of $2,686,325 on behalf of the City and County of San Francisco for various community center and park projects including 17th and Folsom Park Development, Balboa Pool Renovation, Geneva Community Garden, Hilltop Park Renovation, six Mayor s Office of Housing projects, and a Planning Department project, and authorize the General Manager to reallocate grant funds to City departments for approved projects where necessary to maximize City recovery from the Grant during eligible expenditure period. Joe DiMaggio Playground Discussion and possible action: 1) accept two plaques from the Bay Area Sports Hall of Fame, each being 2 x 3 feet, valued at approximately $9,200.00; 2) approve the permanent installation of the plaques in honor of Joe and Dominic DiMaggio at Joe DiMaggio Playground in North Beach; and 3) waive the Recreation and Park Commission Gift Policy recommended limit of 2 x 2 feet for the size of plaques. Discussion and possible action to: 1) authorize staff to issue permits for the installation of a Superbowl Fan Village at Justin Herman Plaza and Sue Bierman Park from Saturday, January 30, 2016 thru Sunday, February 7, 2016, and for load-in and load-out dates from January 20 to January 30, 2016 and from February 7 to February 10, 2016; and 2) grant an exception to the Justin Herman Plaza and Sue Bierman Park amplified sound policy to allow amplified sound hours from 10:00 a.m. to 9:00 p.m. on Sunday through Thursday and to 10:00 p.m. on Friday and Saturday during those days. (This action constitutes the Approval Action for the project for the purposes of CEQA pursuant to Section 31.04(h) of the San Francisco Administrative Code). Discussion and possible action to extend the term of the lease for one year from September 30, 2016 to September 30, 2017, and grant two options to extend the term for six months each, and amend certain other terms of the lease between the City and County of San Francisco and the Palace of Fine Arts League, Inc., for the occupancy and operation and management of the Palace of Fine Arts Theatre. This item was referred from Operations Committee to Consent Calendar Staff: Cassandra Costello 831-2791 F. ACCEPTANCE OF GRANTS Discussion and possible action to accept a grant from the San Francisco Garden Club of $12,000 to support purchasing 90 trees for Golden Gate Park. Staff: Abigail Maher 831-2790 GENERAL CALENDAR 6. SAN FRANCISCO ZOO Presentation and discussion only to update the Commission on operational and management issues at the San Francisco Zoo. (DISCUSSION ONLY) 7. Patricia's Green Shadow from 455 Fell St Discussion and possible action by the Recreation and Park Commission to adopt a resolution recommending the Planning Commission find that the new shadow cast on Patricia s Green by the proposed project at 455 Fell Street will not have a significant or adverse impact on the use of the park, as required by Planning Code Section 295 (the Sunlight Ordinance). (ACTION ITEM) This item was referred from Capital Committee to the general calendar with recommendation to approve Staff: Jordan Harrison 575-5602 8. Patricia's Green Shadow from 300-350 Octavia Blvd Discussion and possible action by the Recreation and Park Commission to adopt a resolution recommending the Planning Commission find that the new shadow cast on Patricia s Green by the proposed project at 300-350 Octavia Boulevard will not have a significant or adverse impact on the use of the park, as required by Planning Code Section 295 (the Sunlight Ordinance). (ACTION ITEM) This item was referred from Capital Committee to the general calendar with recommendation to approve Staff: Jordan Harrison 575-5602 9. Lake Merced West Discussion and possible action to authorize the General Manager to issue a Request for Proposals for the lease of Lake Merced West (520 John Muir Drive). (Action Item) This items was referred from Operations Committee to the general calendar with recommendation to approve Staff: Cassandra Costello 831-2791 10. IHANGER -Palace of Fine Arts Discussion and possible action to extend the term of the lease for six months from March 31, 2016 to September 30, 2016, and grant four options to extend the term for six months each, and amend certain other terms of the lease between the City and County of San Francisco and ihangar for the

occupancy and operation of a technology and innovation museum at the (ACTION ITEM) Staff: Cassandra Costello 831-2791 Palace of Fine Arts. 11. 17th & Folsom Street Park - Award of Contract Discussion and possible action to award a construction contract for the 17th and Folsom Street Park project (Contract No. 3054V) to Bauman Landscape and Construction, Inc. for an amount not to exceed $3,083,051.00 for the base bid only. Administrative Code Chapter 31, as amended, Board of Supervisors Ordinance Number 161-13), then the CEQA decision prepared in support of that Approval Action is thereafter subject to appeal within the time frame specified in S.F. Administrative Code Section 31.16. Typically, an appeal must be filed within 30 calendar days of the Approval Action. If the Planning Department s Environmental Review Officer has deemed a project to be exempt from further environmental review, an exemption determination has been prepared and can be obtained on-line at http://sf-planning.org/index.aspx? page=3447. Under CEQA, in a later court challenge, a litigant may be limited to raising only those issues previously raised at a hearing on the project or in written correspondence delivered to the Board of Supervisors, Planning Commission, Planning Department or other City board, commission or department at, or prior to, such hearing, or as part of the appeal hearing process on the CEQA decision.
