MINUTES May 5, 2008 The regularly scheduled meeting of the Board of County Commissioners was called to order this 5th day of May, 2008, in meeting room 200 of the Cleveland County Office Building by Chairman George Skinner. Tammy Howard, County Clerk/Secretary, called roll and those present were: George Skinner, Chairman Roy Mallory, (Foreman, District #3, for Rusty Sullivan, Vice-Chairman) Rod Cleveland, Member Tammy Howard, Secretary Others present were: Christine Brannon, David Batton, Don Holyfield, Eddie Thomason, Ed Miller, Brenda Wakeman, Melinda Duke, Deborah VanWye, Peggy Laizure, James Tyree, Shari Kinney, Sherrie Autry, Anette Pretty, Susan Moffat, Denise Ellison, Jim Helm and Dave Spaulding. Chairman Skinner began the meeting with the Pledge of Allegiance. Rod Cleveland moved, seconded by George Skinner, to approve the minutes of the Regular Meeting of April 28, 2008. Upon the request of Brenda Wakeman, Assistant Purchasing Agent, George Skinner moved, seconded by Rod Cleveland, to accept the bids and award and/or reject at a later date County Bid #HD-1371 One-Year (1) Non-Encumbered Contract for Lawn Care Services for the Cleveland County Health Department locations at 224 S. Chestnut, Moore and 250 12 th Avenue, N.E., Norman, Oklahoma. The bidders, each with properly executed non-collusion affidavits are listed on the following page:

George Skinner moved, seconded by Rod Cleveland, to award to Hercules Tire Sales, Fred s Tire & Battery, Mileage Masters and T & W Tire for County Bid #HWY-1366 One-Year (1) Non-Encumbered Contract for Tires and Tubes. The bid term will be from the bid award date through one-year (1). Brenda Wakeman, Assistant Purchasing Agent, requested to award the bid per the bid summary, where the low bidders were not awarded there is an explanation. Rod Cleveland moved, seconded by George Skinner, to award and/or reject per the bid summary for County Bid #HWY-1367 One-Year (1) Non-Encumbered Contract for Highway and Bridge Materials for the County Commissioners. The bid term will be from May 5, 2008 and ending on May 4, 2009.

Page 3 Minutes May 5, 2008 Chairman Skinner moved, seconded by Rod Cleveland, to table the awarding and/or rejecting items #3 and #5 Item #3 - County Bid #HWY-1368 Non-Encumbered Contract for Bulk Oils, Lubricants & Antifreeze for the County Commissioners. The bid term will be from May 22, 2008 through September 21, 2008. Item #5 County Bid #COM3-1370 The purchase of one (1) or more, new 2009 model, End Dump Quarter Frame Trailer for the Cleveland County Commissioners. Per the recommendation of Sherrie Autry; they have had problems with the lower bidder and request the bid be awarded to the seconded lowest bid for County Bid #HD-1369 Janitorial Service Contract for the Cleveland County Health Department located at 250 12 th Avenue, N.E., Norman, Oklahoma and 224 S. Chestnut, Moore, Oklahoma. The bid term will be from the award date through and including 12-months, with option to re-new up to two (2) years on an annual basis. Rod Cleveland moved, seconded by George Skinner, to award the bid to Facility Care, Inc. for the monthly cost of $2,500.00 and other items listed on the bid summary. Chairman Skinner called for discussion, consideration, and/or action on the Jail Report from Ed Miller. Mr. Ed Miller presented the following report: The Cleveland County Detention Center held an average of 157 inmates this reporting period. Two (2) Inmates were transported to DOC April 25, 2008. One (1) Inmate was transported to DOC April 29, 2008. Five (5) Inmates were transported to DOC April 30, 2008. Chairman Skinner moved, seconded by Rod Cleveland, to accept the Jail Report. Rod Cleveland moved, seconded by Roy Mallory, to approve the Copier Maintenance Agreement between the Board of County Commissioners and Konica Minolta Business Solutions U.S.A., Inc. for one (1) Konica Bizhub, Model #C353, $64.80 per month for 6,000 black and white copies and $.0108 for any additional copies, all color copies will be $.08 per copy. Agreement effective June 1, 2008 through May 31, 2009. Chairman Skinner moved, seconded by Rod Cleveland, to approve the Contract Renewal between the Election Board and Eureka Water Company. The rental terms will be $9.25 per month and $6.45 per 5-Gallon Bottles for a period of twelve (12) months. Rod Cleveland moved, seconded by Roy Mallory, to approve the Agreement between the Cleveland County Assessor and A.E.C. Solutions for Jantek time clock software services. Agreement is from May 24, 2008 through May 23, 2009 in the amount of $500.00 per year. Rod Cleveland moved, seconded by Roy Mallory, to approve the Lease between the Board of County Commissioners and Cleveland County Facilities Authority for space leased at the Alan J. Couch Juvenile Center, 1650 W. Tecumseh Rd, Norman, Oklahoma, for 2126 square feet Courts/Common Area in the amount of $367.50 per month from July 1, 2008 through June 30, 2009. Rod Cleveland moved, seconded by Roy Mallory, to approve the Letter from the Board of County Commissioners to show the Board s support for the Cleveland County Area Rapid Transit appropriations request that will allow for expanded transit service within the County.

Page 5 Minutes May 5, 2008 Chairman Skinner moved, seconded by Rod Cleveland, to table the discussion, consideration, and/or action regarding contingent contract between the Board of County Commissioners and Pictometry International Corporation for Air Borne Digital Images of earth surface area in Cleveland County for one (1) year commencing prospectively on or about July 1, 2008 through June 30, 2009 with option to renew for five (5) consecutive years under the same terms and conditions. Rod Cleveland moved, seconded by Roy Mallory, to approve the Allocation of Alcoholic Beverage Tax in the amount of $29,230.70. Jim Helm addressed the Board stating he would like to see the Oklahoma State Statue change to where the County could place items for sale on ebay. There being no further business to come before the Board, Chairman Skinner moved, that the meeting be adjourned. Rod Cleveland seconded the motion.
