RECOMMENDATIONS: That Report COR 201 47 be received; and That the necessary by-law be brought to stop up and close those unimproved portions of Centre Street, Back Street and Anne Street necessary to establish the Southeast Arterial Road; and That the necessary by-law be brought to establish the Southeast Arterial Road as a public highway to be named ; and That the necessary by-law be brought to stop up and close that portion of Morris Road from Centre Street to the Southeast Arterial Road; and That the northern portion of Morris Road between Centre Street and Holland Street be renamed to Anne Street after consultation with the affected residents. 2. PREAMBLE: The capital project known as the Southeast Arterial Road or SEAR is nearing completion. This report outlines the steps necessary to establish this road as a public highway and the bylaws that are required to be enacted. 3. BASIC DATA PERTAINING TO THE MATTER: Status of Construction Construction of the Southeast Arterial Road (SEAR) is nearing completion. By the end of the year, sufficient work will be completed to allow the road to open for vehicular traffic. Given the
COR 201 48 2 Page 4 of 7 closure of Town offices at the end of the year, and to accommodate a ceremonial opening, the official opening of SEAR is planned for January, 2017. Staff will work with the Mayor to select an appropriate date for the opening. Work on the project will continue into the Spring and Summer of 2017 to complete other details such as sidewalks, multi-use path, boulevards and repairs to base asphalt. This will require lane closures on a regular basis during the day. A full closure of the road will be required for a few days in order to complete top asphalt and line painting. As part of the opening of SEAR, the traffic signal timing at the Dissette Street/Holland Street intersection will be modified. Staff will implement the most efficient signal timing as possible; however, the addition of a fourth leg will inevitably result in some delays to motorists on Holland Street. This is due to the complexity of adding new traffic from the south leg and also incorporating left turn movements from Bridge Street to the new south leg. Although there may be some initial impacts to drivers, the new road will offer alternative routes that could save time. Furthermore, with any changes to an existing intersection, it will take some time for drivers to adjust to new routes and make the changes. Staff will continue to monitor the impacts and make changes as necessary. Staff will advise the public of these upcoming changes through social media, website and newspaper advertisements. Name for the SEAR As it is unlikely that Council would want to continue with the name Southeast Arterial Road, staff have investigated some other potential names for this road. The continuation of the name Dissette Street or Luxury Avenue is not possible due to the civic numbering of those roads. The following are suggested names that have significance in the area. These names have been verified with the Fire Department as acceptable. Station Street - This is an historic name from the original Plan 122A in this area. See attached plan. This name continues to have relevance as the SEAR will connect Simcoe Road to the GO Station. Legion Street/Way/Road - Although the Legion does not front directly on the new road, such a name would recognize the contribution of the Legion to this older part of Bradford. Marsh or Marshview Blvd/Avenue - These names would recognize the path of the road through the marsh. There are many other names that are possible that would have to be confirmed with the Fire Department prior to adopting. Staff seek Council's direction in naming this new road. Existing Roads As you can see on Plan 122A, there are several old streets on this plan that were never opened or improved and that have never been officially closed - namely Anne Street south of Centre Street, Centre Street east of Anne Street and Back Street East of the canal. Station Street has formerly been closed. In order to properly establish the SEAR as a public highway
COR 201 48 3 Page 5 of 7 in the land registry office these old streets will have to be closed so as to avoid confusion where they intersect each other and where the Town owns contiguous parcels. Please refer to the attached property plan for the SEAR which shows these streets and the overlay of the SEAR. Morris Road With the opening of the SEAR, Morris Road will no longer be required as a public highway from Centre Street south to the SEAR. It will also not be accessible except as a maintenance road for the reconstructed Morris Road Drain. It is thus recommended that this portion of Morris Road be stopped up and closed as a public highway. Anne Street (Re-name) And finally, with the opening of the SEAR and the closing of that portion of Morris Road mentioned above, Morris Road will now be split into two segments - a northern portion from Centre Street north to Holland Street and a southern portion from SEAR south to its dead end. This splitting of Morris Road may result in confusion and access issues for emergency services. The northern portion has only recently been named Morris Road (By-law 2009-021). It was formerly known as Anne Street as shown on the original Plan 122A for the area. Staff, including emergency services, are thus recommending that the northern portion be renamed to Anne Street. Recognizing that this change affects 3 residential properties in this area, the Town would provide notice, consult and assist these property owners with this change. 4.
