1. INTRODUCTION 1.1 SUMMARY This Reprt infrms n the prgress achieved t further imprve the airspace design and utilisatin flight efficiency based n the imprvement prpsals implemented during the relevant AIRAC cycle. The methdlgy used fr assessing flight efficiency is included in the WP9 f RNDSG/64. This dcument can be cnsulted n: https://extranet.eurcntrl.int/http://beid.eurcntrl.be:8980/members/irc/eurcntrl/rndsg/hme This editin fcuses n AIRAC 1301 (10 January 2013). 1.2 EVOLUTIONS TOWARDS THE ACHIEVEMENT OF THE EUROPEAN TARGET The Perfrmance Scheme fr air navigatin services and netwrk functins includes an envirnment/ flight efficiency Key Perfrmance area: Average hrizntal en-rute flight efficiency: the average hrizntal en-rute flight efficiency indicatr is the difference between the length f the en-rute part f the trajectry and the ptimum trajectry which, in average, is the great circle. en-rute is defined as the distance flwn utside a circle f 40 NM arund the airprt. the flights cnsidered fr the purpse f this indicatr are: - all cmmercial IFR flights within Eurpean airspace; - where a flight departs r arrives utside the Eurpean airspace, nly that part inside the Eurpean airspace is cnsidered; - circular flights and flights with a great circle distance shrter than 80NM between terminal areas are excluded. Fr the perfrmance reference perid starting n 1 st January 2012 and ending n 31 st December 2014, the Eurpean Unin-wide and EUROCONTROL perfrmance targets will be as fllws: Envirnment target: an imprvement by 0,75 percentage pints f the average hrizntal enrute flight efficiency indicatr in 2014 as cmpared t the situatin in 2009. 1.3 AIRSPACE DESIGN DEVELOPMENT AND IMPLEMENTATION MONITORING The Netwrk Manager crdinates the fllwing activities t achieve the required imprvement in flight efficiency: Enhancing Eurpean enrute airspace design thrugh annual imprvements f Eurpean ATS rute netwrk, high pririty being given t: Implementatin f a cherent package f annual imprvements and shrter rutes; Imprving efficiency fr the mst penalised city pairs; Implementatin f additinal Cnditinal Rutes fr main traffic flws; Supprting initial implementatin f free rute airspace. Imprving airspace utilisatin and rute netwrk availability thrugh: Actively supprting and invlving aircraft peratrs and the cmputer flight plan service prviders in flight plan quality imprvements; Gradually applying rute availability restrictins nly where and when required; Imprving the use and availability f civil/military airspace structures. Efficient Terminal Maneuvring Area (TMA) design and utilisatin thrugh: Implementing advanced navigatin capabilities; Implementing Cntinuus Descent Operatins (CDO), imprved arrival/departure rutes, ptimised departure prfiles, etc. Imprving awareness f perfrmance. - 3 -

Germany: - Implementatin f new/ mdified ATS rutes. Latvia: - Withdrawal f CDR 1/ H24 classificatins within EVRR FIR/UIR t make all rutes permanently available H24. Maastricht UAC: - Further expansin f Free Rute Airspace Maastricht (FRAM) while intrducing additinal DCT ptins available fr flight planning. 3.3 EVOLUTION OF INDICATORS The current data indicates that, the rute extensin due t airspace design reduced between 2009 and February 2013 by 0.57 percentage pints. The evlutin f the airspace design indicatr is n the right trend and the cntributins f the airspace design prjects are key fr imprving flight efficiency. The current data indicates that, the rute extensin based n the last filed flight plan reduced between 2009 and February 2013 by 0.30 percentage pints. The difference between the airspace design indicatr and the last filed flight plan indicatr was 1.45 percentage pints in 2009 and is 1.75 percentage pints in February 2013, recrding a slight increase cmpared t the previus AIRAC cycle. The current data indicates that the rute extensin due t airspace design in February 2013 stayed at a histrically lw level f 2.87%. The current data indicates that, the rute extensin based n the last filed flight plan went slightly up frm 4.53% in January 2013 t 4.62% in February 2013. The differences between the tw indicatrs shwn abve clearly indicate that mre effrts must be made t imprve the efficiency f the airspace utilisatin and t ensure that the indicatr based n the latest filed flight plan fllws a similar trend like the airspace design indicatr. 3.4 BENEFITS Due t the airspace design imprvements, the ptential savings achieved during the AIRAC cycle 1301 amunt t 87 794 NMs flwn less cmpared t the equivalent AIRAC cycle in 2012. This translates int 527 tns f fuel, r 1756 tns f CO2, r 438 970 Eurs. Based n the last filed flight plan indicatr, the lsses calculated during the AIRAC cycle 1301 amunt t -176 119 NMs flwn less cmpared t the equivalent AIRAC cycle in 2012. This translates int -1057 tns f fuel, r -3522 tns f CO2, r -880 595 Eurs. The lsses recrded fr the last filed flight plan data during AIRAC cycle 1301 cmpared t the same AIRAC cycle in 2012 were caused n a certain extent by regulatins due t the industrial actin in France (Marseille ACC, Brest ACC and Paris ACC), the Interface Reims - Paris (IRP) airspace design prject in France and capacity issues in Cyprus. Several ther events like the implementatin f COOPANS in Sweden, the paperless strip system trial in France and the evacuatin f Zurich ACC due t a fire alarm have had an impact n netwrk efficiency as well as several weather regulatins applied due t very strng winds, jet stream ice and snw that might have caused re-rutings and diversins resulting in a negative impact n flight efficiency. - 7 -
