Earlier this summer, the 5 th District Court of Appeal in Fresno ruled that that the environmental impact report for the 24 th Street Improvement Project complied with CEQA. This week, the California Supreme Court upheld that decision by rejecting the request of the petitioners challenging the Project that the Court review the case on appeal. The substantive challenge to the Project s environmental document is now over, ending what has been a four-year legal battle over the Project s environmental document. Notable Items This week is National Child Passenger Safety Week, and the Community Relations Unit has organized and offered a week long certification course. This training certifies child passenger safety technicians on the safest methods of travel for children in all different types of restraints. The week will culminate on Saturday, September 29, 2018 for National Seat Check Saturday. This car seat check will be held at the Burlington Coat Factory on California Avenue from 9:00 a.m. to 1:00 p.m., and will allow the community to have their child restraints checked by certified child passenger safety technicians. Based on some recent feedback, we wanted to make it a little easier for individuals to be able to receive Council Committee agendas if they wish. Therefore, we have added a subscribe link to the council committee web page under each committee. When a person clicks on the link, they are prompted to send an e-mail to the admin e-mail address requesting to receive an agenda. Each subscribe link automatically populates the subject field of the e-mail with the respective committee. Staff will organize and send notice when agendas are posted.
General Information September 21, 2018 Page 2 This past Monday the ninth Principled Policing Class was held at 2000 K Street. Twenty four staff from the Bakersfield Police Department and six community members attended the class to discuss the four tenets of procedural justice. The class is open to the community and takes place once a month. Please contact the Community Relations Unit for more information on attending the class. Next week, City staff will be hosting the next League of California Cities Southern San Joaquin Division meeting. The topic for discussion is the infusion of one-time homelessness funding from the State. RSVP is requested by today, the 28 th, but please still notify the City Manager s Office if you plan on attending. Councilmember Smith suggested that the Agricultural Water division be renamed because it does not fully describe its function. It is being renamed to the River and Agricultural Water division- which, we believe, is more fully descriptive. Traffic Advisory Construction to Begin on Centennial Corridor Phase 2 Construction is starting on the second phase of the Centennial Corridor Project the Belle Terrace Operational Improvements. Long-term lane closures for Wible Road, between the State Route 58/State Route 99 Interchange and Ming Avenue, are expected to be set up on Thursday, October 18. Traffic will be shifted to the east side of Wible Road, with one lane available to traffic in each direction. The Belle Terrace Overcrossing at State Route 99 will also close on October 18. These lane and bridge closures are expected to remain in place until spring 2020. This phase of the Centennial Corridor Project will demolish the existing Belle Terrace Overcrossing and replace it with a structure that meets Caltrans current vertical clearance requirements. The project will also reconstruct the northbound State Route 99 to eastbound State Route 58 connector structure over Wible Road, and realign Wible Road and Alamo Street. Nighttime Lane Closures on State Route 58 and State Route 99 Nighttime lane closures are anticipated for the two inside lanes on northbound and southbound State Route 99 for pump station maintenance. The closures are expected to be in place Sunday, September 30 through Thursday, October 4 between the hours of 9 p.m. and 5 a.m. Concrete paving operations continue on eastbound State Route 58, between State Route 99 and Chester Avenue. These operations require nighttime lane and ramp closures, and motorists should stay alert to potential closures on the northbound and southbound State Route 99 to eastbound State Route 58 connector ramps, the onramp from Real Road to eastbound State Route 58, and the eastbound off-ramp to H
General Information September 21, 2018 Page 3 Street. Closures will be in place as needed, Sunday through Thursday nights between the hours of 9 p.m. and 5 a.m., until the paving is complete. Motorists should follow signed detour routes during ramp closures. At least one eastbound travel lane will remain open to traffic, and all ramps and lanes are expected to be open in time for the morning commute. This work is not expected to impact westbound traffic. Nighttime Closures for Westbound Truxtun Avenue Next Week Full nighttime closures will be needed next week for westbound Truxtun Avenue as work on the new bridge abutment continues. These closures are expected to be in place Monday, October 1 through Thursday, October 4, between the hours of 9 p.m. and 5 a.m. The closures are located in the vicinity of the Westside Parkway on- and off-ramps, but the ramps will remain open while the work is underway. The inside lane of eastbound Truxtun Avenue will also need to be closed, but two eastbound traffic lanes will remain open. Streets between Oak Street and Empire Drive will also be accessible to westbound traffic. Westbound motorists can continue on Truxtun Avenue to enter the Westside Parkway on-ramp. Westbound Truxtun Avenue motorists can detour around these nighttime closures by traveling south on Oak Street to California Avenue; west to Mohawk Street; then north to Truxtun Avenue. Detour signs will be in place to direct traffic. Motorists can also use Rosedale Highway. OFFICE OF THE CITY MANAGER MEMORANDUM September 28, 2018 TO: FROM: SUBJECT: Alan Tandy, City Manager Chris Huot, Assistant City Manager Measure N Outreach and Communications Council Referral No. 816 Councilmember Weir requested staff provide specific information on the ballot measure preparation and informational communications services agreement. Overview On March 21, 2018, by a vote of 6-1, the City Council directed staff to continue outreach with community groups and residents in regards to the City s fiscal outlook and the potential for placement of a locally controlled public safety and vital services measure on the November 2018 ballot. Communications and outreach to the community regarding any type of potentially significant change to City operations is an expected and important obligation of the City. The City has always placed great priority on communicating important information to the public in a timely and comprehensive manner. In this case, the City can only provide impartial information regarding Measure N the Bakersfield Public Safety and Vital Services measure. If enacted, Measure N will provide reliable, locally-controlled funding to: Improve rapid response to assaults and robberies Maintain/improve rapid response to gang violence Prevent and investigate property crimes, like theft and burglaries Keep public area safe and clean Retain/attract jobs and businesses Work with community partners to address homelessness

If approved, Measure N requires the establishment of a nine member citizens oversight committee, publishing of an annual report, annual financial audits and distinct accounting procedures. These requirements ensures the proceeds of any revenue generated by Measure N are expended in a manner consistent with the priorities of the community. Staff has continuously abided by this requirement to ensure only impartial facts regarding Measure N are available to the public should they wish to review them. Examples of this fact-based impartial information, including Measure N frequently asked questions and the accountability requirements of Measure N can be reviewed at BakersfieldCity.us/VitalServices. Outreach and Communication Background The ways in which individuals receive information has evolved significantly within the past several years. This means that in order for the City to be timely and comprehensive in providing impartial information regarding Measure N, the City must use the most current methods in which individuals receive information. For example, the following are highlights from a 2016 Pew Research Center study titled The Modern News Consumer, which addresses how preferences for receiving news information have evolved: More than seven-in-ten U.S. adults follow national and local news somewhat or very closely. Mobile news consumption is rising rapidly. The portion of Americans who ever get news on a mobile device has gone up from 54% in 2013 to 72%. Fully 81% of Americans get at least some of this news through websites, apps or social networking sites. And, this digital news intake is increasingly mobile. Among those who get news both on desktop computers and mobile devices, more than half prefer mobile. As of early 2016, just two-in-ten U.S. adults often get news from print newspapers. This has fallen from 27% in 2013. Additionally, per a recent study by the Washington Examiner, the City has the leanest staffing levels out of 107 cities in the United States with a population of 200,000 or greater. As such, the City does not currently have a dedicated public information officer or communications team commonly found in other like-sized jurisdictions. Consequently, the staff that is overseeing Measure N is simultaneously responsible for several other short and long-term assignments within the City Manager s Office. The City does not have the staffing resources available to ensure impartial information regarding Measure N can be compiled
Council Referral No. 816 September 28, 2018 Page 3 and distributed in a timely and comprehensive manner prior to the election date of November 6, 2018. With these factors in mind, staff researched firms that provide outreach and communications services to municipalities throughout California. After significant review, it was determined that the Lew Edwards Group (LEG) was the most qualified firm to provide these services. LEG is recognized as the leader in providing communications and outreach services to local governments within the state. LEG has provided these fact-based, informational-only communications services to over 150+ clients over its 21-year history. The majority of these clients are cities, counties, special districts and school districts. LEG has provided similar services to agencies within Kern County, including City of Arvin, City of Ridgecrest, City of Wasco and the Kern County Community College District. LEG has also worked with other Central Valley cities, including Dinuba, Clovis, Fairfield, Los Banos, Manteca, Porterville, Sanger, Stockton, Tracy, and Visalia. The services include compiling the impartial facts regarding Measure N and formatting this information to provide to the public through various channels, reviewing and recommending all methods of informing residents regarding the impartial facts of Measure N and ensuring the City is providing this information in a timely and comprehensive manner across all applicable information platforms. These activities are consistent with activities that have been provided to cities, counties, special districts and school district across the state. The voters of the City of Bakersfield will ultimately decide the outcome of Measure N. The impartial facts of Measure N are made readily available to any interested party as a resource to understanding the components of what is included in Measure N.
