RECOMMENDATION: The following advice of the Delta Heritage Advisory Commission is submitted for Council's consideration: THAT the Delta Heritage Advisory Commission Six-Month Progress Report be received. PURPOSE: The purpose of this report is to provide an update to Council on the progress of the Delta Heritage Advisory Commission 2017 Work Program. I3ACKGROUND: At the March 27, 2017 Regular Meeting, Council approved the Work Program and budget for the Delta Heritage Advisory Commission (Attachment A). Council Policy: As noted in the Delta Heritage Advisory Commission's Terms of Reference, Council policy requires that a progress report be provided to Council on its achievements every six months. DISCUSSION: Highlights of the activities of the Delta Heritage Advisory Commission from January to June 2017 are as follows: Reviewed and provided advice on one application to demolish a heritage building; 2017 Heritage Week activities including: o Awarded three Heritage Awards of Merit to: The Niemetz Residence,
Page 2 of 2 Delta Heritage Advisory Commission 2017 Six Month Progress Report A. 04 September 19, 2017 Huff Corridor Historic Markers, and Boundary Bay Airport Cenotaph and Air Cadet Commemorative Pathway; Launched the online Heritage Hunt and a colouring contest; Heritage demonstrations featuring net work and the fishing industry, First Nations cedar weaving, quilting, knitting and spinning; Awarded the Delta Heritage Scholarship to Senja Lieuwen; Worked on Ladner heritage walking tour and way-finding signage; Attendance at the annual B.C. Heritage Conference by Commissioner Steve Daniel; Initiated Ladner's Landing plaque replacement; and Provided recommendations to Council on requirements for applications to demolish heritage buildings. Further detail on Commission activities is included in Attachment B. Implications: Financial Implications - The Delta Heritage Advisory Commission has a $13,500 budget for completion of the 2017 Work Program. CONCLUSION: The Delta Heritage Advisory Commission provides this six-month progress report on its approved 2017 Work Program for Council's information. 2017 DELTA ADVISORY COMMISSION WORK PROGRAM DELTA HERITAGE ADVISORY COMMISSION Attachment A Page 1 of 1 PURPOSE To provide advice to Council on policies and development issues relating to history, heritage conservation and preservation. MANDATE The Commission consistent with the general purpose described above, will: Identify and monitor the community's built and cultivated heritage resources; Make recommendations regarding heritage goals, objectives and policies for the community, and their implementation; Provide the heritage perspective on development proposals; Encourage coordination of heritage conservation activities of local heritage organizations; Undertake or support heritage-related activities authorized by Council; Promote public education and awareness of heritage; Investigate the establishment of a Delta Heritage Society; and Advise on any other matters referred by Council. WORK PROGRAM KEY OBJECTIVES Review and provide advice on H.eritage development applications and other matters referred by Council. Undertake 2017 Heritage Week activities (completed). Plan for 2018 Heritage Week activities. Award the Delta Heritage Scholarship. Consider replacement of missing 1979 centennial plaques for the John Oliver Residence and the Annieville Cannery. Develop a Heritage Narrative Plaque program for Ladner Village to provide the public with a historic narrative of the area. Continue the Heritage Street Marker program, subject to availability of funds. Meet with the Parks, Recreation and Culture Commission to discuss heritage-related matters of common concern. Attend the annual B.C. Heritage Conference to network with members of other Heritage Advisory Commissions and heritage professionals.. Subject to Council's adoption of the Heritage Strategy and Work Program, assist with implementation items in the Strategy. RESOURCES REQUIRED A budget of $13,500 for Heritage Advisory Commission activities has been in place since 2014. Received presentations from: o Parks, Recreation & Culture Department re: Museum work plan and Cultural Centre update; o Trinity Lutheran Church re: ongoing maintenance of heritage building; o Ladner Business Association re: retail and services map; and o Stuart Bowyer re: re-purposing urban trees.
