CALL TO ORDER Chair, Councillor Gibson to call the meeting to order at 6:30 p.m. II. APPROVAL OF AGENDA AS CIRCULATED Parks and Recreation Agenda of Wednesday, September 16 th, 2015. Moved by Mike Sheehy, seconded by Barry Surerus "Be it resolved that the Parks and Recreation Agenda of Wednesday, September 16th 2015, be approved as circulated. CARRIED. III. APPROVAL OF MINUTES Parks and Recreation meeting Minutes of March 25 th, 2015. Moved by Barry Surerus, seconded by Dick Raymond "Be it resolved that the Parks and Recreation meeting Minutes of March 25 th, 2015, be approved. CARRIED." IV. REVIEW OF TERMS OF REFERENCE Proposed Draft of the Term of Reference for the Parks and Recreation Committee. Councillor Gibson presented the Terms of Reference for the Parks and Recreation Advisory Committee to members and asked everyone to review and bring suggestions for revisions to the next meeting. Moved by Jenn Lansley, seconded by Barry Surerus Be it resolved that the Draft Terms of Reference for the Parks and Recreation Advisory Committee, be deferred to the next meeting. CARRIED. Additional representation or User Groups to be included on the Committee Councillor Gibson stated that her goal is to grow Recreation and would really like to see all user groups involved. Councillor Gibson requested Troy s input as to his experiences with such a Committee in which all user groups were Page 4 of 8

PARKS AND RECREATION COMMITTEE OF WEDNESDAY, SEPTEMBER 15, 2015 6:30 PM active participants. Troy wants to see all user groups on the same page regardless of their usage of the facilities. He would like the same message to be relayed to all community members. Councillor Gibson mentioned growing Recreation Committee. discussion occurred: Following -Community Policing invite as necessary depending on involvement with Community Events -Fire Fighter Association critical piece of the community and both associations should be invited -Invitation has been extended to Roseneath Minor Ball with no response yet -Invitation to Grafton Minor Ball representative is being worked on -Community Centres to be investigated further IV. BUSINESS ARISING FROM PREVIOUS MINUTES There is a renewed plan for the upcoming Strategic Plan. Indications that draft is ready to go potentially. Issue of netting at Diamond 1 was discussed and Troy is finalizing. Snow blower at the arena is ready for use and Troy has confirmed. As well, the issue of the safety of the stairs was confirmed. V. MONTHLY ACTIVITY REPORTS/SCHEDULE OF EVENTS Roseneath Revitalization Committee - Through the Trillium grant the solar power project is going forward - Union Gas and Gazebo presentation has occurred - Things are working well - Soap Box Derby 4H, Firefighters, and Roseneath Revitalization Committee worked together to raise $439/group - Wanted event sanctioned by Township and have the money to go through Township - Difficulties with getting money with it not going to local groups - Challenge for next year - 30 participants which was deemed very successful - question of liability was raised Haldimand Arena - Acting Manager's Verbal Update Troy reviewed upcoming usage for the arena and advised the committee that Daryl is managing the facility well. PARKS AND RECREATION COMMITTEE OF WEDNESDAY, SEPTEMBER 15, 2015 6:30 PM Centreton Community Centre ABSENT Haldimand Memorial Arena Committee - Dick stated helping Daryl survive until David Harnden s return. Community Sports and Events Committee - Family Night Skate with Santa on Friday, December 18 th - Diamond refurbishment - Quote from April 9 th, 2015 indicates cost is $5 028.00/diamond with a $2 702.00 trucking fee - Discussion regarding diamonds led by Troy - Must be done in the fall - Dick asks who will replenish it if it washes away - Mike raises issue of using Public Works for labour - Troy indicates that this time is a good time for Public Works - Troy will talk to Port Hope as they recently redid one of their diamonds - Will be seeking more quotes - Minor Ball has committed to $3,500.00 to help offset cost of diamonds with the CSEC (Community Sports and Events Committee) paying the remainder Motion was made by Jen Keller-Nelson, seconded by Jenn Lansley; CSEC is scheduled to host the Junior Men s Eliminations in 2016. CARRIED. Minor Hockey Committee - Last scheduled registration has occurred - 2014 2015 95 kids, 7 teams - 2015 2016 90 kids, 8 teams - numbers are solid - coaching selection will occur this weekend on Sunday - email schedules to Troy and Daryl - tournaments have been confirmed - ice rental will remain the same Troy decided this after comparing with neighbouring facilities Minor Ball Committee - 6 teams total - all divisions were won by Grafton this year - many batting cage improvements this year via Minor Ball and community member donations - Councillor Gibson asks for email to be sent to her regarding the winning teams Centreton Community Centre/Playground Committee No Report Page 6 of 8

PARKS AND RECREATION COMMITTEE OF WEDNESDAY, SEPTEMBER 15, 2015 6:30 PM Public Works Superintendent/Acting Parks and Recreation Manager - Troy discussed invoices and will be staying status quo for now - Treasury will be sending bill to Jenn Lansley (coming from Beth) - Jenn asks for a list of dates to ensure accuracy - Roseneath Ball Diamonds recently had 5 loads of chips and dust delivered - Ice scheduled to be in first week of October one week earlier than normal - Wants to ensure ice goes in properly - There is a potential for early rentals - Good training for Olympia use POLICY REVIEW ITEMS New Policy for Users Review and Discuss Discussion led by Councillor Gibson in regard to Council and Staff no longer actively organizing Canada Day festivities and Santa Claus parade. - Barry is hearing Liability concerns would like clarification on this - Coming from Council pulling out of parades - Councillor Gibson reviewed that Council no longer has the man power or time to take these on - Canada Day Parade was turned over the the CSEC - Barry mentions that the Roseneath Revitalization Committee thought about Santa Claus Parade - Potential to stay on track with horses only - May be some interest in hosting the Parade in December VI. PROJECTS - CURRENT UPDATES Fall Work on Diamonds - Decision made earlier in meeting Current Projects on the Arena Facility - Netting issue has been discussed VII. PROJECTIONS/POTENTIAL NEW PROJECTS - Councillor Gibson mentioned funding opportunities - CSEC looking into for next year - Ward 2 goal is to kick start more things - Next meeting Fair Board representation would be nice VIII. CAPITAL ITEMS/PROJECTS - Dick asks regarding engineering report - Troy mentions items from Report needs to be looked at by Council - Floor will need to be looked at shortly - Big decisions will need to be made - Arryn McNichol is looking into avenues for funding - Administrative help from Dianne Nicholls she has newly be placed at Station 2 (has an adjusted portfolio Public Works and Emergency Page 7 of 8
