Williston Township Meeting minutes 9-9-13 In attendance: Kevin Christensen, Alan Sommerfeld, Jay Solem, Laura Erickson, Kim Semenko, Dan Kalil President called the meeting to order. Announcements: None Minutes Jay moved to approve, Kim seconded, Motion carried. Financials: Work that Shane did with regard to upcoming costs North end of 139 th Ave NW: phone call from Mr. Miller he was having trouble getting equipment down that road. Fifty third. Was apparently bladed before. There was an email about this. Dan said go ahead and to the work minimum necessary to provide thoroughfare to allow the road to be passable. Bill should be coming from Shane. Did we ever get invoice from Shane for remaining portion of the road. Make a motion to only blade the north side of the road. Trenton township should pay the rest. We can expect additional expenses for Southview where we put in special culvert. Had a lot of sediment movement. Road is in pretty good condition right now. Trenton Township board members: Ted Johnstone, Roger Falcon, Nancy Falcon, Walt Peterson. Centennial Homes: Shawn Roles proposed 64 unit sub-d; on way out to Continental Road pad. Right on Williston/Judson line. Back at planning Commission on Thursday. Conditions to assist with maintenance. Its his understanding that Continental does maintenance. What can Centennial do to work with the Twp who to pay, what to pay, etc. Here to listen and discuss. Dan recalls a comment from Continental about their willingness to walk away at some point in the future. Dan said road is in better shape than has ever been.
64 lots down there. Kim doesn t think big enough. Lots of people from Southview have expressed same thing. Big long haul side dumps. Shawn: Meets standards for hwy capacity standards; however, if there are other standards, would like to discuss. How much asphalt is on this road? Neutral fill site cut and fill is limited due to existing pipelines etc. Has been carefully engineered by Centennial. Questions from Board: Is it Centennial s intention to fully develop roads prior to construction? Yes roads need to be paved before occupancies can be granted. Shawn provided plat of The Bluffs SubD plan. (Basin Electric power easement runs through here.) Is this going to be a trailer park? No but single family use, stick built or modular. Will this destroy 141 st to build the subdivision. He doesn t know but will pose the question to the engineers. Is there something that can be done from engineering side? They need to agree to a pre-inspection, post inspection and some kind of assessment made about the road. This subd is in Section 36 of Judson Township. On every other road we have with Judson, we always have the residents. Now that Judson has the development, there needs to be equal cost share on any work done on that road. Continental is planning to build future office building. (Two story office building, and potentially 14 additional wells.) Dan said Continental has been turned down on the office building because it is not compatible use. Al asked for water table data. Shawn says perc tests have been done. Al says doesn t always matter what elevation is. Shawn is going back to P&Z on Thursday for final plat approval. Kim concerned about the impact of roads and EMS. Shawn says he has letters of confirmation from EMS entities. Truck traffic 100 vehicles per day now. Will likely drop down to 10 or so vehicles per day. Timeline keeps getting pushed back looks like next year. He d like a statement:

Could Civil Science conduct this assessment. Yes believe so. Need to contact Doug Perkins. Where will storm water drainage go? There is a stormwater plan. Driveways will be sized with different sized culverts. There will be a homeowners association. Will this development cause drainage across 141 st? No. Al says drainage problems flooded the oil well and filled up the east side ditch. Any other concerns? Have you met with residents of Southview? No some have shown up at several meetings but have not visited. DK: Do you need something to take back with you from us? Motion: Dan: three things pre, post, (to be conducted through Civil Science) cooperation with Judson Township on road (141 st ), and drainage must go west (need copy of the plan). Al seconded. All approved. Steve Mortenson: Missouri Ridge homes: developing access on 140 th south of where pavement ends. Coming that extra mile. From Don Loomer s place and south. There is a 40 access. <Dan: Three campers will not be allowed anymore.> There is a house right on or near the access. There should have been a setback according to Dan. Plat shows 40 access. Kim why do you want the access? If they 4 lane Hwy 85. Would be better access for Missouri Ridge for daughter in law. Al has problem with truck traffic that should not be there. Steve asked about paving district Missouri Ridge would have to check into that. Two concerns: Unintended traffic, winning hearts and minds of West Acres folks.
Jay said traffic has decreased on the road since the road in Mad Ridge was reopened. If you filled it in would be 400 wide at the bottom. What would the distance of the road be? Half mile. How many homes are down there? Seven on Missouri Ridge? What are chances of going back to developer (Brian Bolinske) to get several hundred thousand dollars toward the project? A mile of pavement for county road (1.5 M); Township Road (not sure) Al: mile of repairs is several hundred thousand. Al: Is this a request that we could as to be deferred for a year or so? Dan: As far as developing arteries if City of Williston they d look at this. But we have to consider what are impacts to people (in West Acres). Safety concerns for people in Rio Vista, etc. In an urban setting, road would be widened, curb and gutter, etc. Not having the road allows for a quieter neighborhood in West Acres. Steve is ok with waiting for a year or so he needs to visit with Madison Ridge, and West Acres folks many who live very close to the road. That section line can t actually close it can they? Because someone pile a bunch of dirt up there over the road. Scott Boyer (IT specialist from Williams County). Kim asked for email address information on the web. Had no problem getting approval. Township upcoming events section. For meeting notices, etc. will be put out there for a year. Has drop down for specific. Can also see minutes of meetings if Twp wishes. Hold shift, click and hold a square. Also have parcel viewer. If we have roads with weight limits, county wants to add that in also. Do you show city limits? Yes on one of the layers. Once click on the parcel all information is being linked to this parcel viewer. Tax data is being added. Water commission is currently working on initiative with entire state trying to get everyone s aerial photographs. Are trying to get that data for everyone. But if want specific one, they can create it. System is three weeks old. Have more maps coming from highway department, etc. Also hitting up utilities electric line, pipeline, etc. They have rig data for the county. They have all the rigs and all the counties. Wlms Cty pulls it across to their site. Also includes all SWD s. Can click and hold for panning. Have all subdivisions listed as well. Can view all lots of the subdivision but would need to look at parcel map to see the individual ownership. Back end of the system is SQL. Al: Is this expandable to the point where we could track costs per road?
Scott they also like to get a map out before 2014 showing proposed construction. The minutes we approved tonight? Do we want these added? Meeting notices? Yes and Yes. Dave Everson: Ranches at West Acres is the name of their subdivision. Built east loop looks good. Add one more load of gravel to west road Dan made motion for Wstn to accept Antelope Drive and Everson Drive for Township maintenance with the caveat that any roads damaged by construction go back to Everson. Dave is getting assessed from both sides of that road. Assuming is the paving district that goes all the way down to Dave s house. Dave is paying for part of the paving district and he s not paved. Possibly they did a lesser assessment for the fact that Dave s home relies on paved road to get to his front door which is not paved. Great job on the roads. Still all the construction that could wreck the roads. Antelope drive is done. Whitetail Circle could have issues with crossing. Only see 2-3 trouble points on that road. Which Dave will fix. Al are you brining in a lot of fill for other homes? Yes. Lots of fill. Bringing it in so don t touch Everson drive. Jay do we need to inspect? Corner on Western Way bulging from moisture. Dave redesigned from intersection south. Intersection of Everson Drive and Western Way needs to get fixed. Have a bid for $25,000 for just base fix (not including top). Top may be $16,000 or so. Would be wise to do base work before snowfall. Dave: How to get paving district started? Need 60%. Dave thinks he wants to do Antelope Drive first. Antelope Drive won t have any more big trucks. Not sure how going to assess. Dave says he left a petition at my office last summer. 1 st petition: June sometime. Presented the petition intended for all landowners on that loop want Township to assume maintenance.
Needs second petition to request special paving district. So Dave will begin obtaining signatures for 60% to present to the township. Needs to create paving district, etc. Attach copy of 1 st petition to these minutes as record of request. P&Z is considering doing something about Wally Bergstrom s property. If change in ownership and non-conforming use. Any change in non-conforming use. Fish farm is up for sale also. FEMA trailers are going to get moved to Ray. Bills motion to approve (Dan); Al favored. Dan discussion about Laura s replacement for end of her term. Kathy Hansen? She would be good. When s next application for funding round in December. Applications will be out shortly. Aberle stated that a big chunk will be going to Williston Township to do these roads. Has construction started? Not yet. Dakota land hotel group: They called Jay for liquor license. Jay told her she needs to go through her township. Madison Ridge update: Matthew Zieg thinks we need to take over the problem with the washout west of Jay s house. Who s development is on north side? CSC. Culvert has been removed that used to take water from western ditch. Used to drain through Jay s property. Now that culvert is gone, Matthew says water is coming down west side of road to house in the hole. Jay says never was a culvert at this location. Kathy says there never was a culvert there. Matthew says they ve done a lot of work and now he believes Township is responsible for fixing since the landowner has not installed culvert. Jay s neighbor said water diverted to west and into their basement. Do we have pictures of the culvert during the drainage during Saturday s storm. Doug Perkins stated in the last meeting that the culverts were too small. Jay making a motion to notify Ray to put cease and desist order on CSC projects for further development in Williams County. THIS MOTION NEVER WENT TO VOTE.
Duplexes west of Norby. Ten vehicles and a camper sitting on the west duplex. These are supposed to be single family homes. Three more duplexes have gone in south of these duplexes. Shop behind Jay s house has individual housing modules inside the shop. Robert Gibb is the owner. Gibb Construction. A culvert is needed in their driveway.
