INTENT The intent f this reprt is t seek Cuncil s endrsement t prvide the Lins with a further 5 year lease extensin, frm January 1, 2017 t December 31, 2021, fr the cntinued ccupatin and use f City-wned Premises within the Surrey City Centre. BACKGROUND Lcatin The Premises is situated in the Surrey City Centre midway between City Hall and the Gateway SkyTrain Statin, directly suth f the Chuck Bailey Recreatin Centre. The Premises includes 10605 City Parkway and prtins f 10601 City Parkway and 13458 107A Avenue, fr a ttal area f 3.27 acres. The Premises are imprved with a 22,585 ft.² tw-strey building. Histry Since 1991 the City has leased the Premises t the Lins fr use as their head ffice and training facility. The current lease is in its final tw-year ptin perid (January 2015 t December 2016) and the Lins have requested that the lease be mdified t include a further five-year ptin t extend the lease frm January 2017 t December 2021.
- 2 - DISCUSSION Under the terms f the existing lease, the Lins are respnsible fr prperty taxes and the day-t-day maintenance f the building, with the City being respnsible fr the structural repairs and capital replacements (e.g., HVAC, rfing) t the premises. The Lins have histrically been, and cntinue t be, active members f the cmmunity. In additin t established cmmunity prgrams, as nted in the attached Appendix II, the Lins are als a strng supprter f the cmmunity at large, participating in civic celebratins, varius fundraisers, and ther lcal events. The Lins are cmmitted t wrk with City staff t add t this level f cmmunity invlvement during the prpsed extensin perid. The rental rate fr the prpsed five-year ptin t extend has been agreed t by City staff and the Lins, and is reflective f the Lins cntinued cmmitment t cmmunity invlvement. The five-year ptin t extend prvides fr a terminatin f the lease upn 24 mnths written ntice by either party. SUSTAINABILITY CONSIDERATIONS The prpsed mdificatin agreement extending the term f the lease fr the Lins as prpsed in this reprt will assist in achieving the bjectives f the City s Sustainability Charter, including: EC4: By retaining the land thrugh prepaid lease the City is emplying sund accunting and financial management practices and structures. APPENDIX II BC LIONS COMMUNITY ENGAGEMENT ENERGY CHAMPIONS The Energy Champins schl prgram was designed specifically fr children in kindergarten thrugh grade seven and emphasizes the imprtance f being an Energy Champin. Energy Champins help inspire elementary schl students t take an active interest in their envirnment. Each January t May the Lins partner with Frtis BC fr the Energy Champins schl prgram. S far, the schl prgram has delivered the message f energy cnservatin t 177 schls in the Lwer Mainland and 48 schls arund BC. A dedicated grup f BC Lins players cmmunicate the message t excited students thrughut BC. LIONS IN THE HOUSE Intrduced in 2012, this prgram is designed fr students in grades 5 9 emphasizing psitive life messaging. In particular, persnal safety as it relates t railrads, and the imprtance f cntinuing educatin, specifically learning a trade. This prgram cmbines an interactive assembly with pwerful messages delivered by BC Lins players, and travels thrughut the prvince. BE MORE THAN A BYSTANDER On July 7, 2011 the BC Lins Ftball Club started a grundbreaking initiative with EVA BC called Be Mre Than a Bystander. The purpsed f the prgram is t substantially increase understanding f the impact f men s vilence against wmen, has sprts icns frm the BC Lins use their status and public prfile t create awareness abut vilence against wmen in BC and urge everyne t Break the Silence n Vilence Against Wmen. READ, WRITE AND ROAR The BC Lins understand the imprtance f stressing literacy amng elementary schl students and have develped a fun and captivating prgram t supprt this cause Ging int its 15 th year, Read, Write and Rar is a prgram aimed at prmting literacy amng children in grades ne t three acrss the Lwer Mainland f Vancuver by mtivating them t read and write. The prgram cnsists f sending RWR activity jurnals t schls in numerus schl districts. In 2015, the BC Lins will reach 16 schl districts and distribute 20,000 jurnals. The jurnals cntain fun activities and games and allw students t keep track f their reading prgress.
PLAY WITH THE PROS The BC Lins are cmmitted t grwing grassrts ftball. During the curse f the year, the Lins are invlved in a number f initiatives fcused n the develpment and grwth f amateur ftball, reaching ver 5,000 children each seasn. These initiatives are as fllws: 1. Punt, Pass & Kick 2. Play with the Prs Clinics 3. Cmmunity Ftball Night Thrugh these events, kids are given the chance t interact with and learn frm their favurite BC Lins players. These events are als used as pprtunities t discuss bullying, its different frms, and practical and effective slutins fr bth victims and bystanders reinfrcing the Huddle Up Against Bullying initiative. HUDDLE UP AGAINST BULLYING Established in 2013, the BC Lins Huddle Up Against Bullying prgram, with funding partners Intact Insurance, The Prvince f British Clumbia, C & D Lgistics, and Uniglbe Visin Travel, fcuses n delivering anti-bullying messaging thrugh ur very ppular Amateur Ftball prgrams t kids ages 6 13. This prgram increases awareness f: What bullying is Different types f bullying, i.e., Verbal, scial, physical, cyber, etc. Practical slutins fr bth victims and bystanders The Prgram is run frm May thrugh Octber 2015, reaching apprximately 5,000 kids in Minr Ftball Assciatins acrss the Lwer Mainland. This messaging is delivered t children thrugh the Punt, Pass & Kick events, Play with the Prs Clinics, and Cmmunity Ftball Nights.
