In that regard, with the purpose of evaluating compliance with the objectives of the law which enabled the PASO elections to take place, the following is an index that measures the competitiveness of the primaries this year. 2 Documentos / CADAL Inthe Open, Simultaneous and Obligatory Primaries (PASO, for the Spanish abbreviation), which took place on August 11th, 2013, a total of 171 parties or electoral fronts (alliances) participated. Of these, only 43 had internal competition which allowed the citizens to decide on the candidates who will run in the general elections on October 27th. The parties with the largest quantity of candidate lists for national representatives within the same partisan group were the Judicial Party of La Pampa (8), followed by the Civic and Social Agreement of Tucumán (7) and Encounter for Corrientes (6). According to the information provided so far by the National Election Commission, 1 of a total of 30,573,183 people eligible to vote in the PASO, 22,934,074 were present at the ballot. However, just 6,800,151, or 30%, voted in a primary in which two or more candidates ran. Valid positive votes (unique list) 14.934.785 Valid positive votes (competitive list) 6.800.151 Valid void votes 734.950 Invalid votes 438.147 Appealed or repugned votes 26.041 Total voters 22.934.074 Source: Compilation based on Dirección Nacional Electoral As may be seen, the internal competitiveness of the 2013 PASO elections was very low, indicating that the parties/ alliances are quite far from a political opening which involves citizens in the selection of their candidates for the general elections. It s true however that there was an advance with respect to the first year of the implementation of the PASO elections in 2011 and that several competitive experiences which attracted a lot of attention this year could encourage the 2015 primaries to function the way that they were intended. In that regard, it is worth remembering the words of Cristina Fernández de Kirchner on October 28th, 2009, upon announcing that she would be sending the Democratization of Political Representation, Transparency and Electoral Fairness Law to the National Congress: - Today we are sending a bill to be debated in the National Congress, which will incur a profound transformation in the political representation in Argentina and the Argentine political party system and will address the main criticisms of our party system by non-military citizens who claim to have no say in policy matters and that all decisions are made inside of one room and that everything is decided at the whim of just one, or two, or three. - I hope that by democratizing the political parties we are able to accomplish this, just has we have been able to uphold so many other commitments, just like any democracy should. No longer will they be able to say that there are leaders or candidates who are hand-chosen or that there are closed lists in which the public may not participate, etcetera. - It is also an exercise of responsibility to the people, who I m sure will be most pleased, because ultimately, this is something that has been being demanded for such a long time. However, the lack of competence was not just the rule, but the standard, especially for the ruling party Frente Para la Victoria (FPV). Despite the president s eloquent words, in the PASO, the FPV only competed internally in the selection of candidates and national representatives in Chaco, Chubut, Corrientes, Entre Rios, Misiones, Neuquén and Tucuman; and in the selection of national senators in Chaco, Entre Rios and Salta. In other words, in the most important electoral districts in the country, like the provinces of Buenos Aires, Córdoba, Sante Fe, Mendoza and the Autonomous City of Buenos Aires, those loyal to Kirchnerismo selected their candidates by hand, going against the spirit of the law that their own president promoted. In this sense, of the 5,912,141 votes that the Frente para la Victora received, only 23% of them were cast in internally competitive elections among ruling party candidates. 1 http://www.resultados.gob.ar/paginas/paginas/dat99/ddn99999.htm

Documentos / CADAL 3 PASO Comtetitiveness Index With the purpose of evaluating the completion of the objectives of the law which established the PASO, below is an index which measures the Competitiveness of the primaries this year. The index was established according to the following guidelines: The index measures the level of competitiveness of each of the 24 electoral districts in which the country is divided into (the 23 provinces plus the Autonomous City of Buenos Aires). The minimum possible value is 1 (one), which indicates that in that district, no party or alliance presented internal lists. Values higher than one indicate a higher level of competitiveness. The index measure how competitive each election within each party or alliance was. In other words, if a party held internal elections but with only two candidate lists and one received 95% of the votes and the other only 5%, the index will have a lower value than if both candidates received 50% of the votes. In addition, the importance of each party and alliance in each electoral district was also taken into account in the index. The internal election might be competitive, but if the party only receives 5% of the votes at the provincial level, then the index s value won t increase much. This is why La Pampa has such a high score. There, even important parties held internal elections. On the other hand, in the province of Buenos Aires, only Compromiso Federal has internal elections and since the party received very little votes, the province s score in the index is quite low. 4 Documentos / CADAL The Technical Details: Calculating the Competitiveness Index The Competitiveness Index was calculated in two steps. First, for each party or electoral alliance, the effective number of internal candidate lists (presented by the respective party) was calculated. This method is based on the formula for calculating the effective number of parties, which is habitually employed in political science in order to calculate the number of parties that competed in an election, scoring them based on their size. Intuitively, the idea is that despite having three candidate lists, if each one receives 33% of the votes, it s not the same as if each respective candidate receives 50%, 45% and 5%. In the first case, there are effectively three lists and in the second there are little more than two, because the third party is much smaller than the others. More specifically, the formula for calculating the effective number of lists (NEL) is one divided by sum of the square of the proportion of the votes received by each list. Let s suppose that party A presents two lists, each one of which receives 50% of the votes. Therefore, the effective number of lists of party A, NEL A, is NEL A = 1 / (0.50 2 + 0.50 2 ) = 1 / (0.25 + 0.25) = 1 / 0.50 = 2 Party B also presents two lists but receives 80% of the votes and the other 20%. The effective number of lists of party B, NEL B, Is NEL B = 1 / (0.80 2 + 0.20 2 ) = 1 / (0.64 + 0.04) = 1 / 0.68 = 1.47 In other words, party B effectively presented a list and a half. Once the effective number of lists shared by party/alliance in the PASO was calculated, the second step was to add up the values for each province. To do this, we multiply the effective number of lists of each party by the proportion of votes received in the province and we add up the corresponding values for each province. This ensures that the small parties have less influence on the provincial total, while the larger parties have much more influence.
