DRAFT PLAN OF MANAGEMENT MASSY GREENE The draft Plan of Management for the Reflections Holiday Parks Massy Greene is on public exhibition from Monday, 19 November 2018 to Sunday, 6 January 2019. Reflections manages the operations of 37 holiday parks and community reserves on Crown land throughout NSW. Formed in 2013 to consolidate the operations of 28 coastal and nine inland holiday parks and reserves located on Crown land throughout NSW, the Group incorporated three holiday park brands, (North Coast Holiday Parks, South Coast Holiday Parks and Inland Waters Holiday Parks), under its corporate banner, Crown Holiday Parks. Rebranded to Reflections Holiday Parks in February 2018, the Group brings its 37 holiday and community parks on Crown land under the one unified banner. The group is a not-forprofit organisation and reinvests its surplus funds across all its holiday and community parks, so visitors and regional communities can keep enjoying these pristine locations. The vision of Reflections Holiday Parks is to inspire all who visit. What authority does Reflections Holiday Parks have to develop the holiday park at Ferry Reserve and who do they answer to? The NSW Crown Holiday Park Land Manager (NSWCHPLM) is established under the Crown Land Management Act 2016 (the principal Act governing the administration of Crown Land in NSW). NSW Crown Holiday Parks Land Manager, trading as Reflections Holiday Parks, manages the holiday park located on Massy Greene. Reflections Holiday Parks (Reflections) is an autonomous body managed by a Board. Reflections is accountable directly to the Minister administering the Crown Land Management Act 2016. Reflections is the trading name for the management and marketing of a number of caravan parks and reserves throughout coastal and country NSW.

What approvals are required for the development works and buildings in the holiday park at Massy Greene? Relocatable buildings can generally be installed without development consent or a construction certificate if they are installed in accordance with the provisions of the Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2005 Certain works can be undertaken as either exempt development or development without consent under the provisions of the State Environmental Planning Policy (Infrastructure) 2007. Why is the approved 2014 Plan of Management for Massy Greene being revised? Reflections has responded to community feedback which called for greater site setbacks and improved open space. Reflections listened to and actioned several changes, (as noted in the summary of proposed amendments to the Adopted PoM document available for download on the Reflections web site here. What were the key issues raised and how were they amended? See summary of proposed amendments on the Reflections web site. What will happen to the permanent residents living in the park? Permanent Residents can remain in the park. Some permanent residents may need to be relocated elsewhere in the park as the park is being divided into precincts which separate tourists from the Permanent Residents. This will be done in consultation and agreement with the Permanent residents. This is to ensure a better quality of life for the residents and also for a better holiday experience for tourists who may feel they are disturbing the residents during their holiday.

What is the area / space you are talking about to be amended? What works are proposed to be undertaken within the holiday park and what benefits will these changes bring to the local community? There will be significant foreshore setbacks along the river which will provide public access and a formalised walk way along the riverbank for guests and the community to enjoy. There will be increased setback distances of a minimum of 10m from the foreshore and improved amenity for users of the foreshore. Additional public open space will be provided on the western edge of the park (Lot 7005), which will enable an improved interface with the boat harbour and entry/exit to the holiday park as per the current approved PoM. Consolidation of long-term sites into the Southern Precinct of the park for more security and quiet enjoyment for residents.

Provision of a Permanent Residence Precinct which lets visitors and residents comfortably enjoy the park in separate areas. New fencing will be installed to clearly define the operational park boundaries and ensure security for guests and residents. Increased landscaping and protection of native vegetation. Guests will be able to relax in the green space of the park with more landscaping and preservation of the existing native vegetation within the park. As part of the protection within the environmental space, only endemic native species for landscaping and tree replacement will be used. All works done within the park will ensure compliance with current Regulations. Has there been any pre-consultation regarding these draft Plans of Management? Yes. There has been extensive consultation for both the Massy Green and Ferry Reserves. This has included: Meetings with Council staff Presentations to Councillors from Bryon Shire Invitations to residents to attend park walk around sessions. Two days of 7 park walk arounds disusing issues and design improvements with Councillors and residents November 2016 Details of results of walk arounds presented to Bryon Shire Councillors and staff - January 2017 Ocean Shores public meeting to present revised plans and seek feedback- February 2017. Presentation to the Local Member- April 2017 Presentation of community feedback to BSC May 2017 Meetings with senior Crown Lands Staff December 2017 Meetings with Council and crown Lands regarding the interface between Massy Green and the boat Harbour March and April 2018 Briefings to the Minister 2018

What is Bryon Shire Councils response to this consultation and proposed drafts? Council Resolutions relating to Ferry Reserve and Massy Greene PoM (May 2018) are as follows: The following motion passed that applies to Ferry & Massy Greene Resolved that Council 1. Notes the following Concept Plans for the purposes of the public exhibition of the Crown Reserve Plans of Management; a) Revised Concept Plan for Ferry Reserve Holiday Park as shown at Attachment 1. b) Revised Concept Plan for Massy Greene Holiday Parks as shown at Attachment 2. 2. a) Supports NSWCHPT in seeking Ministerial approval to exhibit the proposed changes to the PoM for Ferry Reserve as per 1a hereof and it notes that it shows proposed road layout, formalised public access to the Boat Ramp and 10-metre setback from the Brunswick River. 2. b) Supports NSWCHPT in seeking Ministerial approval to exhibit the proposed changes to the PoM for Massy Green as per 1b hereof and notes that it shows proposed road layout, formalised public car parking, open public space in lot 7005 including a children's play area and public access to light craft ramp and 10-meter setback from the Brunswick River. 3. a) Impose a condition on any Approval to Operate issued by Council in respect of the applications in 1a and 1b that the operation of the caravan park/camping ground and any building or work associated with its operation must comply with all applicable standards imposed by the Local Government (Manufacture Home Estates, Caravan Parks, Camping Grounds and Movable Dwellings) Regulation 2005, and 3. b) Where there is any non-compliance with the Local Government (Manufacture Home Estates, Caravan Parks, Camping Grounds and Movable Dwellings) Regulation 2005 NSWCHPT commit to doing all acts and things necessary to resolve the noncompliance issues as part of the development and works programme of the relevant Holiday Park in accordance with the timing schedule and staging plan known as SCHEDULE OF COMPLIANCE WORKS AND ACTIVITIES which will form part of the Approval to Operate. 4. In order to enable the development and works program set out in the SCHEDULE OF COMPLIANCE WORKS AND ACTIVITIES as per 3b and included as a condition in any Approval to Operate, the Approval to Operate be issued for a period of three (3) years.

How will I know that Reflections has received my submission? All online submissions will be acknowledged by the below notice online when the survey has been completed. This is acknowledgement that we have received your submission. All submissions received via mail will be acknowledged. Stakeholder feedback will be reviewed and recommended changes to the draft Poms will be submitted to the Minister for Lands & Forestry for final approval.
