Mr Chattaway, Chairman of BRANE, referred to the recent refusal of the Carter Jonas planning application, by the District Council and thanked the Council for their representation. Barratt s public consultation held on 20-21 January did not seem to offer anything new and lacked substance. BRANE will of course oppose this application, as any other large-scale development deemed detrimental to the community. Mr Hymas reported that the Friends of the Church would be organising an event to celebrate the Queen s Diamond Jubilee and that he would be lighting the Beacon. The Parish Council could provide a grant to be used for the event. Several residents from, St David s Close, raised their objections regarding proposals made by the St David s Recreation Ground Working Group to relocate the entrance to the car park, from Froxhill Crescent to St David s Close. Cllr R Monk arrived 440

12/1521 Police Representative Report Sgt Grady reported the following crimes : - 2 Jan : Salthills Farm - access gained to farm grounds, three unlocked vehicles removed without keys and driven across fields to main road. No entry gained to premises. 6 Dec-4 Jan: The Ashway two heavy duty car ramps on driveway removed. 7-8 Jan: Eastfield Road persons climb 6ft electric gates to front garden, statue removed from front of house and rear passenger tyre let down (no damage). 9 Jan: Northampton Road two males/one female enter store, shopkeeper is distracted by one male and others remove cash box from top drawer of counter; 13 Jan: Grass Slade car key burglary, insecure door, handbag and contents also taken. One vehicle stolen. 14-15 Jan: Brampton Way - rear windscreen of vehicle smashed, vehicle not entered 24 Jan: The Ridings car mirror damaged 26 Jan: Croft car key burglary 26 Jan: Two garages broken into 27 Jan: Northampton Road - verbal abuse deemed 'homophobic'. There is an overall 15% decrease in crime compared to this time last year. However there is an increase in crime overall across the area, which included petty and opportunity crimes and an increase in metal theft. 12/1522 NCC Financial Cuts for PCSO s Sgt Grady reported that the County Council need to cut spending, and proposed to cut the 500,000 funding for PCSO s, which would mean a loss of 20-22 throughout the county. It is hoped that PCSO J Hillery will not be affected by these proposed cuts, since she was not employed from the county council funding. Sgt Grady will try to ensure that she remains in Brixworth and thanked the community for all their support. 2013 14 there may be a further reduction of PCSO s, but it is suggested not from the rural areas. The Police are still discussing the possibility of relocating their office to the library, with the County Council. 12/1523 County Councillors Report Cllr Millar had sent his apologies. Planning 12/1524 Minutes of Meetings 9 & 30 January 2012 The Minutes of the Committee Meeting held on the 9 & 30 January 2011 having been previously distributed were accepted. 12/1525 DDC Changes to the Development Control Consultation Procedures This matter had been discussed at the committee meeting and it was agreed to endorse the views of other parish councils. 12/1526 Purchase of a Projector It was noted that the community room was unsuitable for projecting plans onto the wall, therefore it was agreed to defer this matter, pending a response from the District Council. 12/1527 Approvals and Refusals Report January 2012 441

As far as the Clerk was aware all of the financial controls have been applied in accordance with the Council s policies and procedures. Cllr Monk had produced a report which had been previously circulated to members. 12/1533 Council Website and Consider Options for New Website Details of alternative website providers had been previously circulated to members. Cllr Vizor suggested contacting a local company; therefore this item was deferred to the next meeting. 12/1534 Clerk s Computer It was agreed for the Clerk to start looking into replacing the eight-year-old council computer. 12/1535 Annual Risk Assessment The Clerk confirmed that the committees had reviewed all its risks. It was resolved to approve the Annual Risk Assessment. Recreation and Amenities Development 12/1536 To Accept Minutes of Meeting 17 January 2012 The Minutes of the Committee Meeting held on the 17 January 2012 having been previously distributed were accepted. 12/1537 Free Tree Pack from Woodland Trust for Millennium Garden It was resolved to apply for a free Tree Pack from the Woodland Trust, for planting in the Autumn. 12/1538 Report on St David s Working Group Meeting 17 January 2012 The working group had put together a proposal, for the Council to consider, which included changing the entrance to the car park to St David s Close and an all weather pitch. If agreed, in principle, the group would then consult the local residents on the proposals. 443

12/1539 To Consider Proposals in Principle for Regeneration of St David s Recreation Ground to include Changing Entrance to Car Park and All Weather Football Pitch It was resolved to refer back to the group to consider other options. 12/1540 Email from Wicksteed Credit against handling charge It was noted that Wicksteed have said that the credit amount of 1,380 can not be used against the purchase of spares. However their original letter with the invoice did state should you place an order in the future, we will be happy to deduct this invoice at that time, therefore the Council had the impression that this amount could be deducted from any order. 12/1541 Purchase of Cradle Swing for Ashway Playing Field It was resolved to purchase a double cradle swing from Wicksteed for 2,876 (supply only), using the credit note of 1,380 and residual amounts left in the budget. 12/1542 Report on Central Sports Meeting 12 January 2012 Cllr Pointer gave a report on the Central Sports Committee Meeting on 12 January 2012. It had been suggested that the committee could apply for a grant from the Parish Council, to provide financial assistance. Highways and Environment 12/1543 Report on the Removal of Street Lights in Spratton Road and to Consider Maintaining New Street Lights The Clerk reported that Daventry District Housing (DDH) had ordered the two new streetlights and would insure and maintain them as they would be located on their own land. However, it was resolved for the Parish Council to continue to pay for the electricity for the two streetlights. During a discussion regarding street lighting in the village, it was suggested for councillors to identify problem areas and report them at the next Highways committee meeting. 12/1544 Report on Brixworth Neighbourhood Plan (NP) Working Group Mr Nice stated that he had collated all the working documents. It was suggested the projected figure for future housing in Brixworth be established, based upon an understanding of draft strategy and that confirmation be obtained from the District Council, as this information would be an important consideration when addressing the potential for development in a Neighbourhood Plan. Cllr E Wiig and Cllr I Barratt left the meeting 12/1545 Parish Councillor Surgeries Update Cllr Bament and Cllr Parker to attend the next surgery on 4 February 2012. Annual Parish Meeting 12/1546 Format of Meeting It was agreed to invite the local organisations, to which the council had provided a grant, to give a report at the meeting. It was also agreed to ask Brixworth Christian Fellowship to provide the refreshments at 50p a cup. 444

12/1547 Annual Report It was agreed to include the Annual Report in with the Summer Newsletter (4 pages). 12/1548 Spring 2012 Newsletter It was resolved to approve the spring edition of the newsletter and to approve the cost of 200 for the inclusion in the bulletin. Cllr R Monk left the meeting. Correspondence 12/1549 DDC Adressing of former Rigiflex Site, Brixworth It was resolved to name the new houses on Froxhill Crescent Highfield Mews, the road into the development is to be named Highfield Close. 12/1550 NCC Draft Revenue Budget 2012 13 an Medium Term Financial Plan 2012-13 This was noted. 12/1551 Northants Uplands Sustainable Energy Forum 2 February 2012 The Chairman has agreed to attend this forum and report back to the Council. 12/1552 CPRE/NCALC Planning Event 28 February and 1 March 2012 It was resolved that Cllrs Lacey, Parnaby and Mr Nice would attend the meeting on 28 February 2012 and for the Clerk to attend on the 1 March 2012. This event is free of charge. 12/1553 Correspondence for information only The Chairman reported that the correspondence file was available for circulation to members. 12/1554 Date of Next Meetings Following a discussion it was resolved to change the schedule of Full Council meetings to the third Tuesday in the month (except for April and May). The next Full Council Meeting is therefore to be held on 21 February 2012 in the Olive Branch, Library/Community Centre. Urgent Matters For Report Only 12/1555 Skip for St Davids Recreation Ground The Clerk reported that Mr D Salisbury wishes to clear the grass heap next week and therefore the Clerk would be required to order a skip as usual. 12/1556 NALC Strictly Localism Event 22 March 2012 Cllrs Lacey, Parnaby and Pointer would like to attend this event. 12/1557 Facebook Election Campaign Cllr Vizor suggested having an election campaign page on facebook.
