Apologies: Councillor Stephen Baines MBE; Councillor Roger Taylor 1 Welcome and introductions 1.1 Cliff 2 Updates from the last meeting 2.1 Cliff highlighted the questions for PC Hartley, but not here at this time. 2.2 Point 6.7 drains and weeds has this been acted on? Residents advised storks lane upwards haven t been done. 2.3 Resident adv that someone turned up to do drains, and spoke to the worker he could only do 2 and not the other ones, resident pointed out that they all need doing as if not it goes down their drive. The worker did the one near their property as well as the other two. 2.4 Cllr Caffrey highlighted that they ve done one side down the Hough but not the other side. Cllr Caffrey advised similar situation with the potholes he advised got a meeting to discuss this. Cllr Caffrey advised that there is some difficulties being addressed between the council and the contractor. Cllr advised that this needs to be worked through before can proceed effectively for the benefit of the residents. 2.5 Cliff highlighted 6.1 failing kids. Cllr Caffrey adv this was regarding an article in the Courier and they don t understand where the article came from and what it s purpose was. 2.6 Point 6.9 petition chemists Cllr adv petition presented ot full council, doesn t know what the result is at this time, lots of signatures on it. Cliff adv petition still in Shelf pharmacy so time to sign it still. 2.7

3 Mark Spencer CMBC Neighbourhoods Team 3.1 Cliff introduced Mark Spencer, CMBC Neighbourhoods team: who explained he s taken over Mark Brazil, looking at improving the service. Clarified provides street cleansing, cut grass, parks. 3.2 Resident advised that someone had said that you can t put flora in the roundabouts due to H&S. MS explained that it was going to be a lock gate but they can only have flora that can t be knocked over should a vehicle mount the roundabout, so generally flowers only. 3.3 Resident Kell Lane, track that leads up to Pit hill and road sweeper can t get down one side and it s built up to cover the road over many years. MS advised that they don t have the men and resources that we used to have and they are playing catch up at this time. 3.4 Resident asked what s happening at Burdock Way - flyover coming out of Halifax cordoned off but no works. MS adv has asked but had no reply at this time. Cllr clarified this would be Highways and would try to find out ACTION. 3.5 Heather asked MS if she can pass the details of the shelf gala etc to contact if needs help setting up etc ACTION. 3.6 Cllr Caffrey highlighted that the issue of road surface markings at stump cross resurfaced during school holidays completely and then redressed. 3.7 Cllr Caffrey adv he s trying to do something re the lights at stump cross: box junction is ignored, this has been reported numerous times previously. Residents highlighted coming out of Kell Lane to turn right, the keep clear markings only cover the nearest side to Kell Lane, this needs to go all across to other side. Residents also highlighted that the give way at bottom of Hough on to Kell Lane, people ignore the signs needs new signage and redressed road. 3.8 Resident asked who can amend the traffic lights Cllr Caffrey advised has not managed to get this information at this time. 3.9 Reisdents highlighted the mini roundabout come down Hall lane to the right and you can t see until you ve pulled out, several residents have complained about seeing near misses with two vehicles. Cllr asked if residents would complain if the roundabout was replaced by a give way on Hall Lane. Resident advised that it s the speed of vehicles rather than the visibility that s the issue. 3.10 Cooper lane mini roundabout give way is regularly ignored and serious accident several weeks ago someone cut out of car. Cliff advised he would like to see a four way stop to lessen the chance of a severe RTC. Cllr adv will ask about a solution for this area ACTION 3.11 Resident asked about near the school Cllr adv attended with PC Hartley as requested by the headmaster no excessive speeding was recorded. Resident highlighted that it tends to be at quieter times of the day. Cllr adv they Page 2

attended at this time due to headmaster requesting it but appreciated it happens when it s quieter. 3.12 HS raised issue of 20mph being rolled out Calderdale wide Cllr adv that it s being debated if to continue with this. Resident adv that the driving instructors association have asked to meet with highways and have not been successful in having one yet. 3.13 Cliff adv that in addition to the narrow road outside the school, parents are seen to take out their children on the off side, rather than taking them out on the pavement. 3.14 HS pointed out that due to volume of traffic in front of the school, despite being thanked by parents for being there, but they moved further up as no car could realistically speed past the school. HS also highlighted the PC Hartley has to wear full hi-vis so drivers spot him immediately. 3.15 HS also highlighted that drivers were warning each other that the speed camera was in position. 3.16 Cllr advised can go out with speed gun from furness and get an idea of the speeds that if high can be sent to police if are recorded. 3.17 Resident adv 0700hrs 0800hrs and early evening is when to catch speeding vehicles. PC asked to attend for after 1900hrs speed camera check ACTION. Cllr adv will attempt to do a survey at the early times ACTION. 3.18 Cllr asked for hotspots resident adv top of the Hough, along Towngate leading in to the Hough. 3.19 Resident adv that it s not on that Highways are not attending after office hours to Wad Forum meetings, esp. since cllr s and other staff attend. Cllr Caffrey adv that he will contact highways and request they attend ACTION. 3.20 Dog walker resident mentioned to Shibden valley society, dog fouling is massive problem. Highlighted that the signs are facing the road not up and down the road so peds can see it. Contact Dave Dunbar for a targeted session here ACTION Ced to patrol too. Also turn those signs around. WHAT TIMES? Ask dog owner 23 Kell lane. Resident asked for dog bins MS advised that he covers this and what they find is that people who leave it will not put it in a bin even if it was there. Resident asked if they could temporarily have the bins to see if it makes a difference. Cllr adv they have regular blitzes on them, leaflet drops, and putting bins out: rec ground three bins and dog fouling has remained. But in another area it s worked. MS adv that he d like to put bins in areas that they ll get used. Resident asked if council can t afford it then ask Shibden Valley to fund it if possible. MS adv meeting with Shibden Valley in July so will ask then ACTION. Page 3

4 Police Update PC Shawn Hartley 4.1 PC Hartley apologised for being late due to technical difficulties obtaining the statistics. 4.2 PC advised that there appears to be a team study the locks and using various methods to remove the locks. Highlighted an attack with a blowtorch on UPVC but fortunately failed to gain entrance. 4.3 PC highlighted that there s been several thefts from Kell lane in past four weeks. 4.4 Crime statistics 2016: Burglary dwelling 10 highlighted that patio doors not being locked and opportunistic rather than breaking into a house. Burglary other Theft from motor vehicle Theft of motor vehicle Anti-Social Behaviour 29 calls Nuisance bikes two s59 warnings to three bikes, if caught again will get impounded. Stone theft happening all over, predominantly in areas out of view places. PC highlighted a lot of more professional thieves. 4.5 Speed gun PC adv that they definitely need a better time to come out. Cooper Lane jct highfield ave 1 out of 15 going over the limit. PC adv they re trying to target up that Lane. 4.6 PC adv operation at weekend in response car, targeting motorbikes, cross border crime. 4.7 PC asked any questions HS highlighted PCC visiting in September. 4.8 PC adv that the PCSO is on maternity leave, hence only him at this time. PC adv he ll raise the issue of him being alone with his Inspector ACTION. PC adv that there s 44 PCSOs employed in Calderdale so waiting to see if they give one to this area. 4.9 Resident highlighted that there are gangs of lads hanging around outside GP surgery PC adv that he s starting to target these. 4.10 Cliff adv that the road traffic response cars are based in Bradford so have a high incidence of passing through N&S as they go out on policing operations. PC highlighted that the ANPR cameras on the cars automatically pick up issues wherever they attend other jobs, so good build up of intelligence in each area. Page 4

5 SID Results 5.1 Heather 6 The Local Plan Update Councillor Peter Caffrey 6.1 Cllr adv that there are several issues at this time with contractors and the developments. Deadline Sept 17 to get local plan finished. Cllr adv that he s got local group looking at one here, but progress not been made as no constitution. Adv that there are many plots having planning application put in and he s having problems keeping up with where these are. Cllr adv that time is very limited to try resolving the issue in this Ward. Cllr adv we ve got 21 members so can get constituted. A local one overrules Calderdale wide plan if done in time. Cllr adv that we could attempt monthly updates to let local residents know progress ACTION. 6.2 Resident asked why are national developments worse than local councils Cllr Caffrey explained that if we get one then it overrules national, but if national then they could build wherever they say and can t argue. 6.3 Coley Windmill Cllr Caffrey 6.4 Queen Vic Update Cllr Caffrey 7 Anything else? 7.1 Cliff opened up floor to AOB 7.2 Resident advised can t get through on 101, waited 8 minutes. When they ve previously been Spring Bank holiday - shoulder of mutton parking for an event both sides of road parked on pavement as car park was being used by crowds. Vehicles speeding before and after, no police presence. They re having one August Bank Holiday and residents would like a police presence ACTION ask Shaun if he can attend. Cllr Asked if mentioned it to landlady of the pub? Resident adv didn t. 7.3 Cllr adv that PC Hartley has some Specials working with him but no PCSO s at this time. 7.4 Potholes Newland Grove cul de sac Cllr adv that he ll ask Highways to get them repaired, asked twice previously but will ask again ACTION. 7.5 Resident asked about Northowram in Bloom Cllr adv that a resident is volunteering to create the project as a community thing rather than enter the conversation. Cliff highlighted that PCC Michael Burns-Williams is attending in order to facilitate expedient answers to questions posed one month before, write questions you want raising to halifaxnorthandeast and these can be forwarded to PCC. Highlighted that more questions we pose to him, with as much evidence as possible, hopefully we can obtain answer to what they can do, influence decision of where to put funding in Calderdale.
