ORDINANCE NO 11 025 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GREENVILLE TEXAS AMENDING CHAPTER 28 OF THE CITY OF GREENVILLE CODE OF ORDINANCES ARTICLE V SITE DEVELOPMENT CONCERNING THE STANDARDS REGULATION OF HOTELS AND MOTELS PROVIDING FOR A REPEALING CLAUSE A SEVERABILITY CLAUSE A PENALTY CLAUSE AND PROVIDING THAT THIS ORDINANCE SHALL BE EFFECTIVE FROM AND AFTER APRIL 22 2011 WHEREAS hotel and motel owners or managers have approached City Staff expressing concerns regarding the saturation of basic hotels with lack of amenities such as meeting spaces and WHEREAS the Planning and Zoning Commission at their March 21 2011 meeting considered factors such as lack of meeting space abundance of limited service hotels and prospect of several new motelhotels with lack of other amenities and WHEREAS after the public hearing at the Planning and Zoning Commission meeting and support from current hotelmotel ownersmanagers the Commission unanimously recommended approval of proposed amendments as follows Section 2 2 Definitions 22 1 General Definitions 1 88 FULL SERVICE HOTEL A building or group of buildings designed for and occupied as a temporary dwelling place Access to guest rooms shall be restricted exclusively to interior corridors that shall be accessed via the main lobby of the building or entryways individually equipped with some form of security controlled access system Customary hotel services such as linen maid service telephone and other guest amenities are provided and may also contain various personal service shops 97 HOTEL OR MOTEL A building or group of buildings designed and occupicd as 1 LIMITED SERVICE HOTEL A building or group of buildings designed for and 110 occupied as a temporary dwelling place that is not classified as a full service hotel Access to guest rooms shall be restricted exclusively to interior corridors that shall be accessed via the main lobby of the building or entryways individually equipped with some form of security controlled access system Amend Chapter 28 Article V Site Development Hotel and Motel Regulations Page 1 of 6 LCity Council Meeting Documents 2011 04122011 OrdinancesResolutionsB2 Chapter 28 Article V Site Development Standards Hotels and Motels doc

Exterior 3 equipment including but not limited to air conditioners pool equipment satellite dishes over thirtysix inches 36 tall etc shall be screened from view from adjacent rightsofway or residentially zoned property by a solid fence or dense landscaping 4 Vehicular use areas including drives parking areas loading areas etc shall be paved with concrete as outlined in the City Standard Design Manual s 5 Provisions for cross access and sharedentry driveways shall be required D Building Design 1 Building articulation shall be included on all facades A porte cochere or other covered dropoff area shall be provided immediately adjacent to the formal entrance nearest the registration desk large enough to accommodate at least two 2 2 vehicles for guests to check in or out Site Facilities E 1 Number of Rooms A full service hotel shall provide at least one hundred 100 guest rooms A limited service hotel shall provide at least eighty 80 guest rooms 2 Conference and Meeting Rooms There shall be at least fifty five 55 square feet of interior floor area per guest room devoted to conference and meeting rooms in full service and limited service hotels 3 Amenities All hotels shall provide a swimming pool with a minimum surface area of eight hundred 800 square feet A full service hotel shall also provide other recreational facilities with a minimum combined area of one thousand 1 000 square feet such as but not limited to exercise rooms game courts spas or other game areas 4 Restaurants and Food Service Full service hotels shall provide a full service restaurant with full kitchen cooking and service staff on premise and be open to the general public for breakfast and dinner with seating for at least thirty 30 customers WHEREAS the City Council believes that these amendments are consistent with the best interest of the citizens of Greenville NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GREENVILLE TEXAS THAT SECTION 1 The City Council hereby approves the following amendments to 28 of the of Chapter Amend Chapter 28 City Article V Site Greenville Code of Ordinances Article V Development Hotel and Motel Regulations Site Development Page 3 of 6 L City Council Meeting Documents2011 0122011 OrdinancesResolutionsB2 Chapter 28 Article V Site Development Standards Hotels and Motels doc
