Nelson City Council / Tasman District Council Regional Community Facilities Plan 2002
Plans Objectives Identify issues that needed to be addressed to create co-operatively funded regional facilities. Identify the principles, goals and objectives to achieve both regional and local facility aims. Identify regional and local priorities for the next 10 years with cost estimates. Develop an assessment procedure for new facility proposals. To describe the extent and outcomes of the regional consultation process undertaken.
Planning Tools 1. Councils agree whether project is a cross boundary issue using the Yes / No Tool. 2. Councils agree to the funding priorities using the application Assessment Tool. 3. Councils agree to the funding split Capital Contribution Split Tool.
Identifying Regional Facilities: The Yes / No Tool Nine questions in total. Types of questions used: 1. Is the project catchment clearly region-wide? 2. Is the project a new concept for both Districts? 3. Can a higher level of service be achieved if the project is not duplicated?
Assessment Tool A weighted scoring is used to determine whether the project is to be supported. Assessment scoring based on: Community need / support Participation Feasibility report Social benefits Environmental benefits Economic benefits

Saxton Field Reserve
History 1977 - Nelson City acquired 23.5 ha - Leased 7.0 ha from Broadcasting Corporation 1985 - Work began on developing the first sports grounds. 1986-2000 - Netball courts and pavilion opening - Artificial sand hockey turf completed - Roading and other infrastructure completed
History continued 1999 - Tasman District purchased 10 ha near Saxton Field and sold 5 ha to Garin College for new secondary school 2001 - Nelson City purchased 25 ha next to Saxton Field 2002 - First meeting of Joint NCC/TDC Saxton Field Development Team AIM to create a Nelson Hagley Park
History continued 2003 - Tasman District purchased 11.98 ha next to Nelson City land and a further 1.17 ha in 2006 - Concept plan for Saxton Field Development approved by both Councils

History continued 2003 to present following work completed: Four softball diamonds two all weather surface Hockey water turf Seven new junior football fields Three new senior football fields International cricket oval Rockwalls and fencing Children s playground New roundabout, roads and carparks Underground utilities irrigation, water, sewer and drainage Site furnishings picnic tables, bench seats, bike stands, drinking fountains and rubbish bins.
History continued All weather athletics track and facilities New five court stadium/table tennis and Sports House (opened 22 October 2009).
