LATE ITEMS / CHANGES / DELETIONS None. Cristina Estrada Mr. Witte stated Cristina Estrada is the new assistant park manager at Lake Lansing South. ADMINISTRATIVE REPORTS Director/ Park Managers As reported. 2017 Friends of Ingham County Parks Annual Report Mr. Witte stated the Friends of Ingham County Parks submitted a grant application for a sidewalk and the grant required an annual report from the Friends of Ingham County Parks. Mr. Witte thanked Lake Lansing employee Danielle Slade who put together the comprehensive report. Administrative Office Ms. Gregg asked if there are any openings remaining for camp registration for Burchfield Park. Ms. Wallace stated all the sessions are currently full. Paul Pratt and Cherry Hamrick entered the meeting at 5:42pm. 3

MINUTES OF THE MEETING Ingham County Parks & Recreation Commission June 25, 2018 Page 2 Financial Report Mr. Witte referenced the pedal boat and concession line items in the report-the percent income that we have earned toward the overall goal was from only one week of revenue from Memorial Day weekend. Mr. Witte stated we did 9% of parking revenue expected for the year in that one weekend too. Mr. Schelke stated that highlights how weather dependent the park system is. Millage Coordinator Report Mr. Bennett stated Ms. Buzzard will send an email to the Park Commission of the edits made to the scoring and application by the Board of Commissioners. FLRT Trail Ambassador Report Ms. Ross stated the FLRT annual meeting is on July 9 th at the Lansing Brewing Company. Mr. Schelke asked for an update on the status of millage projects this summer. Ms. Ross stated she will bring an update from East Lansing to the meeting. Mr. Bennett asked that Ms. Buzzard send an email to the park commission of updates on millage projects. Mr. Pratt stated the Park Commission may expect the City of East Lansing to approach the Park Commission about a cost overrun for the Northern Tier Trail project. Mr. Bennett asked for the status of the MOU with the City of Lansing and Stockbridge. Ms. Ross stated the MOU for the City of Lansing is with legal counsel and for Stockbridge they are open to communications but all agreed it wasn t necessary to have an MOU since they already have their own trail organization. ACTION ITEMS Hawk Island Metal Roof~ Mr. Collins stated the roofing bids came in over budget, so we are asking for an additional $17,000. RESOLUTION #19-18 TO RECOMMEND AUTHORIZING A CONTRACT WITH L. J. TRUMBLE BUILDERS, LLC. WHEREAS, the Ingham County Parks Department owns and maintains the buildings at Hawk Island County Park; and WHEREAS, the Ingham County Parks Department has a roof replacement plan in place to ensure routine replacement of building roofs; and WHEREAS, the Purchasing Department solicited proposals from qualified and experienced roofing contractors for installing a new metal roof on the Maintenance Building at Hawk Island County Park; and WHEREAS, after careful review and evaluation of the proposals received, the Evaluation Committee recommends that a contract be awarded to L. J. Trumble Builders, LLC. THEREFORE BE IT RESOLVED, that the Ingham County Park Commission recommends that the Ingham County Board of Commissioners approves entering into a contract with L. J. Trumble Builders, LLC. in the total amount not to exceed $72,000 for installing a new metal roof on the Maintenance Building at Hawk Island County Park. 4

BE IT FURTHER RESOLVED, $55,000 is available in line item #228-75999-976000-8P02. BE IT FURTHER RESOLVED, that the Ingham County Park Commission recommends that the Board of Commissioners authorize an additional $17,000 from the Trails and Parks Millage reserve fund for the project. BE IT FURTHER RESOLVED, that the Controller/Administrator is authorized to make the necessary budget adjustments consistent with this resolution. BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners is hereby authorized to sign any necessary contract documents on behalf of the County after approval as to form by the County Attorney. Moved by Mr. Pratt and Supported by Ms. Hamrick that Resolution #19-18 be approved as written. Yes-7; No-0. MOTION CARRIED. Lake Lansing South Band Shell Roof ~ Mr. Witte stated the roof needs to be replaced and the bid came in under budget. RESOLUTION #20-18 TO RECOMMEND AUTHORIZING A CONTRACT WITH BORNOR RESTORATION, INC. WHEREAS, the Ingham County Parks Department owns and maintains the buildings at Lake Lansing Park South; and WHEREAS, the Ingham County Parks Department has a roof replacement plan in place to ensure routine replacement of building roofs; and WHEREAS, the Purchasing Department solicited proposals from qualified and experienced roofing contractors for installing a new asphalt roof on the Band Shell at Lake Lansing Park South; and WHEREAS, after careful review and evaluation of the proposals received, the Evaluation Committee recommends that a contract be awarded to Bornor Restoration, Inc. THEREFORE BE IT RESOLVED, that the Ingham County Park Commission recommends that the Ingham County Board of Commissioners approves entering into a contract with Bornor Restoration, Inc. in the total amount not to exceed $25,000 for installing a new asphalt roof on the Band Shell at Lake Lansing Park South. BE IT FURTHER RESOLVED, that the Ingham County Park Commission recommends that the Board of Commissioners also authorizes roof sheathing/substrate replacement if necessary at a cost of $4.50 per square foot. BE IT FURTHER RESOLVED, that funds are available in line item #228-75999-976000-8P04. 5

Hawk Island: South Boardwalk & Fishing Pier Ice/Flood Damage ~ Mr. Collins stated the two docks and boardwalk will be removed and we will be replacing the two docks in the fall or early next spring. RESOLUTION #21-18 TO RECOMMEND AUTHORIZING A CONTRACT WITH MOORE TROSPER CONSTRUCTION COMPANY WHEREAS, the two fishing docks and the boardwalk along the south end of the lake at Hawk Island experienced extensive damage due to the winter/spring severe flooding coupled with ice damage; and WHEREAS, after inspecting the damage, it has been determined that removal of the structures are necessary; and WHEREAS, proposals were solicited for the demolition and legal disposal of a boardwalk and two fishing docks at Hawk Island County Park; and WHEREAS, the project scope includes the complete removal and legally dispose of one (1) 375 inlake wood boardwalk and two (2) 20 x40 wood fishing docks at Hawk Island County Park. Removal and haul away includes all dock structures including pilings; and WHEREAS, the Contractor shall furnish all supervision, technical personnel, labor, materials, machinery, tools, equipment, services and permits to perform and complete all work required for the project described herein; and WHEREAS, after careful review and evaluation of the proposals received, the Evaluation Committee recommends that a contract be awarded to Moore Trosper Construction Company, the low bidder. THEREFORE BE IT RESOLVED, that the Ingham County Park Commission recommends that the Ingham County Board of Commissioners approves entering into a contract with Moore Trosper Construction Company for a cost not to exceed $49,740 for the purpose of entering into a contract for the demolition and legal disposal of a boardwalk and two fishing docks at Hawk Island County Park. BE IT FURTHER RESOLVED, the County can pay for this from the insurance fund as instructed by the Director of Financial Services. BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners is hereby authorized to sign any necessary contract documents on behalf of the County after approval as to form by the County Attorney. 6

MOTION CARRIED. Resolution Recommending the Acceptance of the Project Agreement for a Michigan Natural Resources Trust Fund Grant #TF17-0157~ Mr. Pratt asked for clarification on the matching funds. Ms. Wallace stated we had to request an additional $100 to get the match percent to 30% instead of 29.99%. RESOLUTION #22-18 TO RECOMMEND AUTHORIZING THE ACCEPTANCE OF THE PROJECT AGREEMENT FOR A MICHIGAN NATURAL RESOURCES TRUST FUND GRANT WHEREAS, the Michigan Department of Natural Resources has approved the grant request in the amount of $244,700 for the grant application titled Lake Lansing North Park Improvements #TF17-0157 to the Michigan Natural Resources Trust Fund for accessibility improvements throughout the park for people of all abilities at Lake Lansing Park North, located in Meridian Township; and WHEREAS, these improvements will include paved parking spaces, restroom improvements, paved walkways to connect facilities within the park for people of all abilities, native landscaping, replacement of drinking fountains, path widening, and replacement of approximately 800 feet of the entrance drive, etc.; and WHEREAS, the required matching funds of $114,900 will come from previously appropriated County funds reserved for this purpose in Resolution #17-107. THEREFORE BE IT RESOLVED, that the Ingham County Park Commission recommends that the Board of Commissioners authorizes an additional $100 from the Parks general fund for the matching funds for the project. BE IF FURTHER IT RESOLVED, that the Ingham County Park Commission recommends that the Ingham County Board of Commissioners, Ingham County, Michigan, approves entering into a Project Agreement to accept the $244,700 Michigan Natural Resources Trust Fund Grant for accessibility improvements throughout the park which include paved parking spaces, restroom improvements for ADA and paved walkways to connect facilities within the park for people of all abilities at Lake Lansing Park North, located in Meridian Township. BE IF FURTHER IT RESOLVED, that the Ingham County Park Commission recommends that the Ingham County Board of Commissioners, Ingham County, Michigan, does hereby accept the terms of the Agreement for grant # TF17-0157 as received from the Michigan Department of Natural Resources (DEPARTMENT), and that the Ingham County Board of Commissioners, Ingham County, Michigan, does hereby specifically agree, but not by way of limitation, as follows: 1. To appropriate all funds necessary to complete the project during the project period and to provide one hundred fifteen thousand ($115,000) dollars to match the grant authorized by the DEPARTMENT. 2. To maintain satisfactory financial accounts, documents, and records to make them available to the DEPARTMENT for auditing at reasonable times. 7

To construct the project and provide such funds, services and materials as may be necessary to satisfy the terms of said Agreement. 4. To regulate the use of the facility constructed and reserved under this agreement to assure the use thereof by the public on equal and reasonable terms. 5. To comply with any and all terms of said agreement including all terms not specifically set forth in the foregoing portions of this resolution. BE IT FURTHER RESOLVED, that the Controller/Administrator is authorized to make the necessary budget adjustments consistent with this resolution. BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners is hereby authorized to sign any necessary contract documents on behalf of the County after approval as to form by the County Attorney. Moved by Ms. Hamrick and Supported by Mr. Pratt that Resolution #22-18 be approved as written. Yes-7; No-0. MOTION CARRIED. DISCUSSION ITEMS Concrete Sidewalk for Lake Lansing South Update~ Mr. Witte stated the Friends of Ingham County the Parks applied for a grant. They made the first cut in the grant scoring; however the grant was not awarded since their focus this year was to award youth grants. Meridian Township committed $5,000 and the Band Shell committed another $5,000 to this project. Mr. Witte stated we could still do the concrete, and maybe we could use the general maintenance fund to get extra bells and whistles for the project. The sidewalk would go from the Band Shell to the archway sign near Marsh Road. Mr. Witte stated we have $10,000 to spend and we will bid the project, and see how the bids come in. Fencing~ Mr. Schelke referenced the article from the City of Detroit and he wanted to discuss this since we have had ongoing discussions about fences. Mr. Schelke stated he is not proposing we tear down the fence and put stones in; but there are a lot of alternatives for fencing we can think about. The rocks keep cars out but allows the public in. Mr. Witte stated at this park, he would not recommend the rocks since there is a liquor store next door. Mr. Witte stated he agrees that the fence is ugly, and we will work to cut off the barb wire. Mr. Witte stated the fencing does provide security for families. Mr. Schelke stated this is a balancing act of security, welcoming the public, and appearance. Ms. Pawar stated trees have been planted near the fencing to help the appearance from the road, but the trees are still young. Mr. Earl stated he wants to make sure we consider safety, especially for Lake Lansing South since there is a lot of traffic. Mr. Witte said we can make the park inviting, there are a lot of avenues and ideas we can discuss. Ms. Pawar said flowers, landscaping and a pathway would also make the entrance more inviting. BOARD/STAFF COMMENTS Ms. Hamrick stated the flowers look amazing in the park. Mr. Witte stated Ms. Pawar and additional volunteers have worked on planting flowers. Ms. Hamrick stated Hawk Island was voted the top park in the 8

Mr. Collins stated in mid-july we may have an issue since a lot of employees are leaving early back to college. Mr. Witte stated in the beginning of August it may be challenging too. Mr. Witte stated we are cross training guards between parks. Ms. Pawar suggested we contact athletic clubs who provide lifeguard training to see if they have any lifeguards who may be interested in a job. Mr. Witte stated we have done that. Park Tour of Lake Lansing South Directly Following Meeting~ Mr. Witte stated he will provide a tour of the park after the meeting. LIMITED PUBLIC COMMENT None. Trumble Builders, LLC for the McNamara Landing Construction Project BACKGROUND With the growing popularity in paddle sports, the Parks Department identified a need for developing and improving facilities at McNamara Landing with a universally accessible canoe/kayak launch dock on the Grand River, adjacent accessible bathrooms, ADA parking improvements, walkways and drinking fountains. Currently, the site has wooden steps and an alternate 6ft. wide concrete walkway leading to the water. However, the set of steps at the water s edge, used for landing and launching water craft, does not meet universally accessible guidelines. The rented portable privy and parking area are also in need of updates to meet accessibility standards. Board of Commissioners Resolution #17-313 authorized the acceptance of a Michigan Natural Resources Trust Fund Grant Project Agreement in the amount of $105,800, plus a local match of $45,400 for a total project amount of $151,200 to develop McNamara Landing and make it more accessible. The scope of this project includes supplying and installing EzDock Kayak Launch, CXT Vault Toilet Building, bituminous paving and concrete walks, recycled plastic bollards, and native seeding. The EzDock canoe/kayak launch will accommodate all people with varying abilities. A 60 gangway with a concrete approach will provide easy access and ample turning clearance for all users with a watercraft to the floating dock. A built-in adjustable transfer bench and overhead grab bars will provide ease and stability for lowering or lifting into or out of the watercraft. ALTERNATIVES This project would be in line with the Parks Department 5-year Master Plan for capital improvements that improve accessibility and enhance the user experience. It would also help facilitate access for all to the canoe/kayak livery operation at Burchfield County Park by easing the entrance and exit of paddlers to and from their watercraft at McNamara Landing. This accessible dock/canoe/kayak launch can be utilized for accessible fishing on the Grand River as well. The growing state-wide trend is to designate navigable rivers into water trails and connect communities on a regional basis. This development project would help with future collaboration with other local units of government in connecting destination points on the Grand River and could foreseeably benefit the area economically from increased public use, due to improved accessibility. The only alternative is to not complete the project. FINANCIAL IMPACT Board of Commissioners Resolution #17-313 authorized the acceptance of a project agreement in the amount of $105,800, plus a local match of $45,400 for a total project amount of $151,200. Board of Commissioners Resolution #18-033 authorized a contract with the prime professional, M.C. Smith Associates & Architectural Group, Inc., in the amount of $14,396 leaving a remaining balance of $136,804 for the project. 10

The Evaluation Committee recommends that a contract be awarded to L. J. Trumble Builders, LLC with a low bid in the amount of $195,533 plus the cost of including Alternate No. 1 (concrete for the kiosk) in the amount of $1,893 for a total construction cost not to exceed $197,426. This leaves a shortage of $60,622. This resolution authorizes an additional an additional $60,622 from the Trails and Parks Millage reserve fund to be able to complete this project. STRATEGIC PLANNING IMPACT This resolution supports the overarching long-term objective of striving to make facilities and services userfriendly, specifically Section A. 1(g) of the Action Plan - Work to improve accessibility for visitors of all ages and abilities. RECOMMENDATION Based on the information presented, I respectfully recommend approval of the attached resolution authorizing Ingham County enter into a contract with L. J. Trumble Builders, LLC. 11

Maple St., Suite 102 Mason, Michigan 48854 RE: McNamara Landing Canoe Launch Project @ Burchfield Park Dear Tim, Bids for the McNamara Landing Canoe Launch Project @ Burchfield Park were received and opened at the Ingham County Offices on Monday, July 9, 2018 at 11:00 a.m. There were four (4) bids received on the project. Bids were received from Moore Trosper, Laux Construction, E.T. MacKenzie Company and L J Trumble Builders LLC. Improvements for this project include an EzDock Kayak Launch, CXT Vault Toilet Building, Bituminous Paving and Concrete Walks, Recycled Plastic Bollards, and Native Seeding. L J Trumble Builders LLC was the low bidder with a base bid $195,533.00. L J Trumble Builders provided a cost of $1,893.00 for Alternate No. 1 for the Concrete for the Kiosk. We recommend that L J Trumble Builders LLC of Lansing, Michigan be awarded the project with a low bid of $195,533.00 including Alternate s No. 1 for a total construction cost of $197,426.00. I spoke with Leo Trumble of L J Trumble Builders LLC, and he indicated he was excited continue working with Ingham County. L J Trumble Builders has completed several projects with both Ingham County and MCSA Group, Inc. 12

INGHAM COUNTY PARKS & RECREATION COMMISSION Meeting of July 16, 2018 RESOLUTION # -18 RESOLUTION TO RECOMMEND AUTHORIZING A CONTRACT WITH L. J. TRUMBLE BUILDERS, LLC WHEREAS, Board of Commissioners Resolution #17-313 authorized the acceptance of a Michigan Natural Resources Trust Fund Grant Project Agreement in the amount of $105,800, plus a local match of $45,400 for a total project amount of $151,200 for the McNamara Landing project; and WHEREAS, the Purchasing Department solicited proposals from qualified and experienced general contractors; and WHEREAS, the scope of this project includes, but is not limited to, supplying and installing an EzDock Kayak Launch, CXT Vault Toilet Building, bituminous paving and concrete walks, recycled plastic bollards, and native seeding; and WHEREAS, the Evaluation Committee recommends that a contract be awarded to the low bidder L. HAWK ISLAND PARK PROJECT SUMMARY 2019 DNR GRANT(S) TRUST FUND GRANT PROJECT This project entails moving the access route to the south end of the lake. It will include: - A new paved path, in lieu of the boardwalk along bank of the lake. - Replacement of asphalt walkways between the bathhouse, parking lot and docks. - (3) new fishing piers / overlook docks - Amenities will include a recycled plastic bench, a recycled plastic trash receptacle and an interpretive sign. - Native landscaping will be included to replace the removed trees and vegetation along the bank of the lake. - Parking lot striping to delineate the ADA parking spaces The project funding is proposed to request $300,000 from the DNR Trust Fund grant and $222,100 from the Ingham County Trails and Parks Millage, for a total project amount of $522,100. LAND & WATER CONSERVATION FUND (LWCF) GRANT PROJECT The proposed project includes: - An accessible canoe/kayak launch - A new floating pedal boat / row boat dock with slips - New concrete walks - Amenities will include a recycled plastic bench and an interpretive sign - Native landscaping will be included to replace the removed trees and vegetation along the bank of the lake - Parking lot striping to delineate the ADA parking spaces The project funding is proposed to request $124,900 from the DNR Land and Water Conservation Fund (LWCF) grant and $124,900 from the Ingham County Trails and Parks Millage, for a total project amount of $249,800. Fish Stocking - County staff would like to stock the pond with fish and believe it would enhance the proposed improvements. Lighting - County staff would also like to provide lighting around the loop trail, which is approximately 1.5 miles around the lake, and the tubing hill. County staff looked at providing the lighting as a cost of the project, however the costs were approximately $750,000 to design and install the light poles, fixtures and provide electric service for the lights. And with this scenario, the County would be responsible for maintenance of the lights. The Board of Water and Light (BWL) has a program where they will design and install the poles and fixtures with an annual cost per pole/fixture. The estimated total is provided on the cost sheets for this annual cost. The benefit to the BWL program is that it is more cost effective and they also maintain the lights. These items are not grant eligible expenses. The project funding is proposed to request a total of $40,000 from the Ingham County Trails and Parks Millage. Hawk Island Park Action Program Overview With goals and objectives in place, Ingham County has developed a five year action plan that will enable it to move toward accomplishing its goals and objectives. The action program details the direction that Ingham County Parks wishes to take over the next five years and beyond. It is established to maintain and improve the quality and diversity of its park and recreation opportunities. It is important to note that the projects and equipment lists below may not be exhaustive. The project list reflects the results of the input received from Ingham County Park staff, the open house, and the online survey and is the best reflection of needs at the time this plan was written. Future circumstances, especially availability of funding, may influence the order in which the projects are completed. Other projects may arise that were not able to be anticipated when the plan was written. Major Capital Projects Ingham County has identified below the Major Capital Projects. They are shown in Table 16. Major Projects are the projects that require professional services assistance for planning, design and grant writing. These are Major Capital Projects that will most likely need to be funded with a dedicated campaign that will include public and private grants, millage proceeds and fundraising. The projects have been prioritized and given a timeline so that the Ingham County Parks Department can look ahead and plan for the orderly development of these facilities. A pair of purple martins moved into the house and built a nest earlier this month. I am pleased to report that all four eggs have hatched and this chicks are growing fast. This first nest is a huge milestone for the purple martin project in Lansing. Thank you for making this possible! I have attached a picture, but they re not quite at the cute phase yet :) Linnea Rowse will be overseeing the purple martin project from now on, so please get in touch with her with any questions about the house.
