Meeting called to order at 6:00 p.m. by John Sistarenik. The meeting notes from October were approved, and November s meeting notes were read and approved. Sound Insulation Presentation: Michael Hoteling of C&S Engineers gave a presentation on the basic requirements and components of Sound Insulation Programs. Part 150 NCP: A. Updates: Bob informed the group that there is a meeting scheduled with the FAA on December 13 th to discuss the approval and implementation of the offset approach. B. Contraflow Exceptions: Bob reported that exception letters were sent to UPS and Cherry Air (CCY) for 3 rd quarter CY-06. CCY has replied and they are a scheduled contractor for UPS. There operations are an operational necessity based on the UPS schedule. Current Noise Concerns: A. Report on Noise Concerns: It was noted that all of the concerns received in October were on the east side of the airport. This could possibly be due to the slight increase in usage of the east runway due to construction on the west runway. B. Runway Utilization: There was a slight increase in the use of east runway due to construction on the west runway. Departure gate compliance was down as compared to September. So far there are only two months of comparative data. 1
C. Construction and Maintenance Activity: Karen Scott noted that construction on the west runway extensions was completed in November. The flight checks were also completed and the runway is fully operational. Runway Use Decision Aids: A. The working group met on November 21 st. They looked at placing a priority on the different factors that are required to determine the runway use. As part of the first priority of the system Bob will contact the WebScene vendor to see about getting wind and crosswind component data on the flight tracking website. Guest Comments: None. I lay awake at night not able to sleep because planes are landing over my house. It is every 15 minutes and this has been going on for months. If this is how it is going to be, they might as well buy my house like the ones in Minor Lane Heights. This is several nights a week for the last few months. I am just laying here awake until the last flight goes over so I can go to sleep and then wake up at 6:00 a.m. to go to work. Pineland DR Louisville 40219 10/14/2006 21:41 5;6;7 (SDF) It was my understanding that because of the houses bought by the airport in Minor Lane Heights, that area was to be used by the large airplanes. Woodland Manor has become a direct takeoff route for these very loud airplanes. At 4:30 a.m. these planes are so loud on takeoff that it wakes me up. Most of the time I cannot return to sleep since this lasts until 6:00 a.m. This is getting very annoying and hopefully something can be done. If the planes need this airspace then buy the properties in Woodland Manor so they can have it.

There has been no rain and we have not reached the predicted dew point, so southbound landings should not be in progress, yet I still have planes descending over my house, supposedly on the downwind leg as you explained would be occurring occasionally as needed. They started about ten minutes ago (10:30 pm) and there have been a few already. I tried the flight track site below, but get a page saying it has been moved or is no longer available. I must not have the right clearance. I also looked at the 2003 and 2008 Noise Exposure Maps, and while they do not extend out to my neighborhood, they do show a change in the traffic lines. If these changes were indeed proposed, the people living under these new pathways should have been notified and had a chance to voice discontent before the changes were approved. I would also like to see the mappings for the areas beyond that portrayed online. This morning the jet engine noise woke me up at about 3:30 a.m. The noise is an absolute nuisance. It is a problem and it is affecting our quality of life in this neighborhood. Loretta ST Louisville 40213 10/28/2006 09:00 6;14;16;19 (SDF) I live on Loretta Street and I am calling about the large aircraft flying over my home all the time. UNKN Louisville 40217 10/30/2006 16:18 5;6;14 (SDF) I live in Germantown and the air traffic late at night has become increasingly disturbing. A plane flew over between 11:30 p.m. and 12:20 a.m. that sounded like it was going to land in the bedroom.
