PREESALL TOWN COUNCIL Minutes of the Meeting of the Town Council held on Monday 12 September 2016 at 7.00pm at Preesall Youth and Community Centre, Lancaster Road, Preesall Present: Councillors T Reilly (Mayor), B Campbell, R Drobny, D Hudson, P Greenhough, R Lawson, G McCann, J Mutch, P Orme and L Woodhouse. In Attendance: Alison May, Clerk to the Town Council, and four members of the public. 1(16-17)101a Apologies for absence None 1(16-17)101b Absent without apology Councillor Taylor (unavailable owing to overrun of prior meeting), Councillor Black 2(16-17)102 Declarations of Interests and Dispensations Cllr Orme item 6 on the agenda Preesall Youth and Community Centre 3(16-17)103 Minutes of the Last Meetings RESOLVED: 1) That the minutes of the meetings held on 8 August 2016 be agreed as a true record subject to Cllr Drobny being cited as the councillor who would help a member of the public write a letter at (16-17)084 bullet 2 and not Cllr Orme. 2) That the minutes of the meeting held on 18 August 2016 be agreed as a true record. 4(16-17)104 Public participation (including a verbal police report) At the request of the Mayor, councillors resolved to adjourn the meeting to allow non-councillors to speak. Members of the public raised the following items: The planning application in respect of Blueberry Stables, this being the same plot of land covered by the Injunction Order of 11 November 2013 preventing certain activities on the land including development for the purposes of the Town and Country Planning act 1990. A copy of the Injunction and Method Statement relating to the presence of water voles was provided to the Clerk. The Council was asked to provide a representative to speak on their behalf at the planning committee meeting when the application is discussed. In response: Councillor McCann offered to speak on their behalf either in a private capacity or as representing the Council s decisions if the Council resolved for him to do the public s behalf when agenda item 16 was discussed. The Clerk read out an apology from the police citing staff shortages for their lack of attendance at the meetings of the Council. In response: Cllr Drobny requested his disappointment that once again we have lost our PCSO be put on record. Cllr Hudson expressed concern that crimes are listed on the police report, yet at no point are any outcomes provided. He suggested that the council agree to a request being made for the local Inspector to come and speak to the Council regarding the level of service provided. Councillors noted the police report which showed there had been 13 crimes in August compared with 14 in the same period in 2015 and 12 incidents of anti-social behaviour compared with 14 in August 2015. At the conclusion of the public participation and at the request of the Mayor, councillors resolved to reconvene the meeting Preesall Town Council meeting 12 September 2016 Final Page 1

5(16-17)105 WW1 commemoration Councillors discussed the proposal put forward by Cllr Drobny for the distribution of commemorative coins to each child within the village to mark the cessation of the Great War. This is one of a number of proposals put before the council for consideration. RESOLVED: 1)To put an article in the Over Wyre Focus Magazine seeking the public s views on how to mark the commemoration. 2)That all ideas be noted and at a later date brought back before the council to be voted on. 6(16-17)106 Preesall Youth and Community Centre Councillors were made aware of the current trustees of the Youth and Community Association and discussed the importance of youth provision within the community. RESOLVED: That an extraordinary meeting of Preesall Town Council be called to discuss the future of the Youth and Community Centre post 31 March 2017. 7(16-17)107 Freedom of Information Councillors discussed a proposed resolution put forward by Cllr Campbell following discussions and comments made at the meeting in August regarding a Freedom of Information request. RESOLVED: By a majority not to accept the resolution. 8(16-17)108 Policy document in respect of Freedom of Information Councillors were asked to adopt a policy providing members of the public with details of when and how to make a request for information and how the request would be dealt with by the Council. RESOLVED: To adopt the Freedom of Information Policy drafted by the Clerk. 9(16-17)109 Parking outside the former Saracen s Head public house Councillors discussed the email from Lancashire County Council regarding the provision of double yellow lines outside the former Saracen s Head public house on Park Lane. They were also made aware of a letter from a resident of Park Lane expressing concern that the increased roadside and pavement parking was putting pedestrians and vehicles using Park Lane at risk. The Mayor asked that his personal thanks for all the hard work done by Cllr Hudson on this area of work be put on record. RESOLVED: 1)That the Clerk write to Lancashire County Council to try to expedite the works. 2)That Cllr Hudson speak with the owner of the Saracen s Head re the impact of delays in carrying out the works on the provision of land for the new bus shelter. 10(16-17)110 Road resurfacing Councillors discussed the condition of the road surfaces within Knott End and Preesall, particularly Park Lane and how the poor state of the roads was causing cyclists and motorcyclists not to visit the area on account of damage caused to their bikes and the fear of personal injury. Concern was expressed as to the detrimental effect on the local economy. Councillors also discussed the high number of road repairs in other parts of Wyre and Fylde and asked that our LCC representative bring pressure on the County Council to carry out repairs in Preesall and Knott End. RESOLVED: That a deputation led by Cllr Hudson meet with the Cabinet Member for Highways and Transport - John Fillis - and appropriate representatives from the Highways Department. 11(16-17)111 Lancashire County Council job cuts Councillors discussed the impact of the loss of jobs and services as a result of budget cuts by LCC. Whilst the cuts were of concern for all councillors it was felt that it was out of the Council s remit to Preesall Town Council meeting 12 September 2016 Final Page 2

challenge LCC in a wider context; the Council will continue to focus its efforts on fighting the loss of services within Preesall and Knott End. 12(16-17)112 EWG membership The Mayor Cllr Reilly asked for a volunteer to take his place on the Employment Working Group once the Clerk s contract is signed, the change being necessary as in order to ensure best practice as an employer and safeguard the interests of both the Clerk and the Council the Mayor cannot also act as a member of the EWG. The Council discussed at length what had been agreed at an earlier meeting regarding the future of the EWG and Cllr Hudson stated that it in his opinion the Council had agreed that the EWG would be in position up to and including the appointment of a new Clerk and would then be put on the back burner until after the formal investigations by Wyre Council had concluded. The Mayor reiterated that he could not remain as chair of the EWG once the Clerk was confirmed in post. RESOLVED: That Cllr Orme replace the Mayor on the EWG until a full review of the EWG is carried out later in the year. 13(16-17)113 Projects for 2017/2018 Councillors proposed a number of ideas for potential projects for 2017/18. RESOLVED: That councillors will consider further projects for 2017/18 and bring them to the October meeting. 14(16-17)114 Festive lights Installation and Inspection Regime RESOLVED: To adopt the Festive Lights Installation and Inspection Regime drafted by the Clerk. 15(16-17)115 Clerk s attendance at Finance Workshop RESOLVED: That the Clerk attend the Finance Workshop to be held at Howick House Penwortham on 29 November 2016 and that the Council meet the cost of 25. 16(16-17)116 Planning Applications Application number: 16/00686/FUL Proposal: Erection of live/work unit Location: Blueberry Stables Lancaster Road Preesall Poulton-Le-Fylde Lancashire By a majority (10 councillors voted against and 1 abstained) it was agreed that the Council objects to the proposal. There is an injunction on the site not to develop, dated 11 November 2013. The council expressed concerns re the apparent contradictory elements in the documentation supplied by the applicant in respect of the number of parking spaces and the availability of sufficient space in which to turn a horse box or car with trailer. It was also believed that the comparison with the development of a live/work unit at Pointer Stables is not relevant. The building would be a prominent feature out of character with its surroundings. There is no existing evidence of a business and the need for another farrier was questioned, giving rise to concerns that the development may not be used for business purposes. Cllr McCann said he would voice the Council s concerns at the planning meeting. Health Cllr Greenhough said she would be attending a meeting next week with Kendal Clinical Commissioning Group. Tourism Cllr Woodhouse reported that the Lancashire landings had been postponed in August and had been rescheduled for the 25 September weather permitting. Wyre Flood Forum Cllr Reilly said that he would be attending a meeting of the Flood Forum on 15 September. Friends of Preesall Park Cllr Orme reported that work on the BMX track had commenced with the soil having been put down, the skateboard rails had been planted and the Multy Use Games Area (MUGA) had been repaired. A price for extending the path from the BMX track to the car park had been requested. Wyre Festive Lights Committee Cllr Reilly reported that the committee meets twice per year with the next meeting being scheduled for October. He will be arranging a meeting with PRS electricians to Preesall Town Council meeting 12 September 2016 Final Page 4

discuss this year s lighting and it was suggested that the Clerk look into the feasibility of leasing some of the lights. Wyre in Bloom Cllr Mutch expressed her thanks to Cllr Hudson for his kind words re the efforts put in by the In Bloom team over the year and the superb job done by all those involved in contributing to the village achieving 2 nd place in the Best Kept Large Village category. Planning Ambassador Cllr McCann reported that he and three other councillors had met with Wyre regarding the draft Local Plan as regards Preesall. He explained that the details were not yet available for the public. Christmas Fair Cllr Orme reported that the first formal meeting of the Christmas fair committee would be held this week. 19(16-17)119 Verbal Report from Wyre and Lancashire County Councillors (information only) Nothing to report 20(16-17)120 Clerk s Report (information only) Councillors noted the contents of the Clerk s report in respect of: Lengthsman s Report In August the Lengthsman took some holiday. In addition he has generally kept the area tidy by strimming and weeding and has had a number of requests to clear weeds from paths leading to the sea front. He has also removed the shed that previously stored the Christmas lights, the condition of the wood being so poor that it is only suitable for burning. 2c Bus Further communication has taken place with Blackpool Transport and I m pleased to report the Bank Holiday service is to be reinstated on a trial basis. The first service will be on 27 December, as yet the timetable has not been confirmed, however, the proposal is for a two-hourly service, probably starting at 10.00 from Blackpool (therefore 11.00 from Knott End), with a final bus at 8.00pm in order to fit in with hospital visiting at Blackpool Victoria. The service will be closely monitored; if it isn t used we will lose it. The Clerk at Hambleton Parish Council is to ascertain what amount, if any, the council would be prepared to contribute towards the reinstatement of the Sunday service. It is proposed that once the timetable is agreed an article will be put in the Focus Magazine regarding the introduction of the Bank Holiday service. Christmas Fair and Lights Switch-On The new Festive Grant application was made to Wyre Council for funding for the Lights displays, with support from the Shaping Your Neighbourhood Lead member Julie Robinson. The basis of the grant is for repairs to the lighting damaged by the winter storms, maintenance of the lighting and the provision of additional lights within Knott End. As part of this application a road closure application for part of Clarence Avenue has been submitted. The closure is to prevent possible accidents on Lancaster Road and provide a safe location for visitors to watch the switch-on. Remembrance Sunday One wreath has been ordered from the Royal British Legion for the Mayor to lay at the War Memorial as part of the Remembrance Sunday Parade on 13 November 2016. The procession will assemble at 1.45pm in the playing field car park followed by a service in St Oswald s at 2.30pm. This year 11-11-11 takes place before Remembrance Sunday which is on the 13 November. The Poppy Appeal this year will be from Saturday 29 October until Saturday 12 November although Wyre Borough Council only allows street collecting from 5 to 12 November. Poppies will be distributed from 24 October. RBS Following the delays in updating the access requirements to the bank account RBS has agreed to pay a total of 77 in compensation into the current account. From 7 November RBS is reducing the rate of interest on the business reserve from 0.05% to 0.01%. Damage to Vehicle on Playing Field Car Park Preesall Town Council meeting 12 September 2016 Final Page 5

The owner of the vehicle has confirmed that he has taken it into the garage on Park Lane for repair. Loose Kerbs in Barton Square On 18 August, in response to contact by Cllr Taylor, LCC has confirmed that officers from the county council have inspected the area and will endeavour to carry out repairs to the actionable defects within 20 working days. 21(16-17)121 Mayor s Report (information only) The Mayor reported that much of his time had been taken up corresponding with the solicitors in Swansea. There was nothing to report at this stage and he would continue to keep the Council updated. 22(16-17)122 Questions to Councillors Cllr Hudson asked why a representative hadn t been sent to the gala committee and was given the opportunity of reporting back in future. Cllr Orme reported that the Planning Committee would be meeting on Wednesday 14 September at Wyre Council and would be discussing the proposed housing development at the bottom of Rosslyn Avenue. 23(16-17)123 Exclusion of the press and public Pursuant to Section 1(2) and 1(3) of the Public Bodies (Admissions to meetings) Act 1960, the Council resolved to exclude the press and public to discuss an employment matter.
