From the Commissioner of Tourism D.O.Lr.No.6356/P&D-1/09,Dated 16.6.2010. ********* A detailed proposal for the Development of Pilgrimage Heritage Circuit (Madurai-Rameswaram-Kanniyakumari) in Tamil Nadu under Mega Tourism Project at a total cost of Rs 62.50 crores was sent to the Ministry of Tourism, Government of India for according sanction. 2. The Ministry of Tourism, Government of India, New Delhi in their letter first read above, have conveyed the sanction of a sum of Rs.3647.95 lakhs for the Development of Pilgrimage Heritage Circuit (Madurai-Rameswaram- Kanniyakumari) in Tamil Nadu under Mega Tourism Project and released a sum of Rs.1823.97 lakhs being 50% of the total project cost as the first instalment to commence the work. The Director of Tourism has requested the Government to approve the project for the Development of Pilgrimage Heritage Circuit (Madurai-Rameswaram- Kanniyakumari) in Tamil Nadu under Mega Tourism Project, during 2010-11 at a total cost of Rs.3647.95 lakhs (Three thousand six hundred and forty seven lakhs and ninty five thousand only) and to sanction the first instalment amount of Rs.1823.97 lakhs (Rupees one thousand eight hundred twenty three lakhs and ninety seven thousands only) received from the Ministry of Tourism, Government of India towards this project. 4. The Government after careful examination have decided to accept the proposal of Director of Tourism. Accordingly, (i) Administrative sanction is hereby accorded for the scheme of Development of Pilgrimage Heritage Circuit (Madurai-Rameswaram-Kanniyakumari) in Tamil Nadu under Mega Tourism Project at a total cost of Rs.3647.95 lakhs (Three thousand six hundred and forty seven lakhs and ninty five thousand only). (ii) Sanction is also hereby accorded for the payment of a sum of Rs.1823.97 lakhs (Rupees one thousand eight hundred twenty three lakhs and ninety seven thousands only) being the first instalment released by the Ministry of Tourism, Government of India, New Delhi to execute the project.

5 5. As per the directions of Ministry of Tourism, Government of India, the Director of Tourism and the Executive agencies should follow the instructions below scrupulously. i. The work should be executed through the Department of Tourism, Government of Tamil Nadu and shall have the work started immediately to ensure timely utilization of funds and to avoid escalation of cost. The project should be commissioned within 36 months and any cost escalation on account of delay etc. would be met by the State Government. No reimbursement will be made by the Central Government on this account. ii. iii. iv. Funds should be utilized for the purpose for which it was released. and Director of Town Panchayats should undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred, if any, would be made by the Central Government. and Director of Town Panchayats should take all necessary clearances from the concerned agencies which are required as per prevailing rules and regulations before undertaking this project. v. The amount released by Central Government should not be kept unutilized for more than 6 months. In case the funds cannot be utilized by such time the same will have to be surrendered to Central Government or their formal approval should be taken to transfer/adjust the same amount against other Central Financially Assisted Projects. vi. vii. viii. ix. and Director of Town Panchayats should put in place the mandatory facilities for barrier free access by physically disabled persons. and Director of Town Panchayats should make land for the project available free of cost and also render all possible assistance for completion of the projects on time. No portion of the sanctioned project should be executed / implemented in land / property owned by individual or trust. and Director of Town Panchayats would furnish an undertaking for not selling, leasing or alienating the assets created in any way without the prior permission of Ministry of Tourism, Government of India. and Director of Town Panchayats should follow the codal procedure of inviting tenders etc. while actually awarding the work for execution.

The assets acquired wholly or substantially out of Central Financial Assistance except those declared as absolute and serviceable or condemned in accordance with the procedure laid down in GFR should not be disposed of without obtaining the prior approval of the authority, which sanctioned the Central Financial Assistance. xi. The second instalment of Rs.1094.39 lakhs, being 30% of the Central Financial Assistance will be released on receipt of utilisation certificate within 12 months of the closure of the Financial year in Form GFR 19-A for the released amount and a report on physical progress achieved in implementation of the project components 6. The Director of Tourism is authorized to draw the amount sanctioned in para 4 (ii) above and disburse the same to the Commissioner, Madurai Corporation, Director of Municipal Administration and Director of Town Panchayats as detailed below:- Sl.No. Name of the Executive Agency Amount (Rs. in lakhs) 1. This order issues with the concurrence of Finance Department vide its U.O.No:305/JS(APA)/Fin (Edn.II)/2010 dated 12.7.2010.
