Minutes of the Town of Lake George Regular Meeting held on November 10, 2014 at the Town Center, 20 Old Post Road, Lake George, New York 12845. Members Present: Absent: Others Present: Vincent Crocitto, Councilperson Marisa Muratori, Councilperson Dan Hurley, Councilperson Nancy Stannard, Councilperson Supervisor Dennis Dickinson Deb Foley, Town Clerk, Wendy Baird, Ron Miller, John Salvador, Tony Hall, Chris Navitsky, Paul and Cora Green Deputy Supervisor Crocitto opened the meeting at 6:30 p.m. Councilperson Muratori led the Pledge of Allegiance. A motion was made by Councilperson Stannard and seconded by Councilperson Hurley to approve the October 20, 2014, October 24, 2014, and October 28, 2014 minutes. Deputy Supervisor Crocitto announced that the Public Hearing for the 2015 Budget was still open and asked if there was anyone wishing to speak. John Salvador stated he felt he was being over-taxed as there is not sufficient consideration to all of the fund balances. He asked why there was not more information on the budget. There were zeroes listed on line items. Wendy Baird explained this was because of the switching of the software and next year this would not happen. He stated there is no merit to giving every full time employee a 3% increase. He stated the Town Highway budget was cut by $112,000 and the Fire Department cannot respond to fires because of the condition of Shaw Road. RESOLUTION TO CLOSE PUBLIC HEARING RESOLUTION #163-2014, Introduced by Councilperson Hurley and seconded by Councilperson Stannard to close the Public Hearing for the 2015 Preliminary Budget. RESOLUTION TO APPROVE BUDGET AMENDMENT RESOLUTION #167-2014, Introduced by Councilperson Crocitto and seconded by Councilperson Muratori to modify the 2014 DB Fund Budget to receive and expend hard paving proceeds. WHEREAS, the Town of Lake George has received $8,485.09 in harsh winter paving proceeds in 2014; and WHEREAS, unbudgeted expenditures of the same amount were necessary to have paving completed; THEREFORE, BE IT RESOLVED, that the Town Board authorizes an $8,584.09 increase in the revenue code, DB.0000.2770, Other Unclassified Revenue and corresponding increase to the expense code, DB.5112.0465 Hwy Improvement, Rd/Blktop/Stone in the 2014 Budget. Duly adopted this 10 th day of November 2014, by the following vote: Councilperson Stannard - COMMITTEE REPORTS Library She will get the hours of operation to the Sheriff s Department. They have stated they will make sure to patrol Lake George on the hours when there is someone there by themselves. There are two people who have volunteered to be at the library. Councilperson Muratori - Buildings and Grounds The Village has been helping with some landscaping projects. One was here at the Town Hall. The walkways at the courthouse have been replaced with the help of the Village crew. They have been draining water out of all the seasonal properties getting ready for winter. They are making sure all of the winter equipment is being serviced and ready for the season. All of the seasonal employees are done for the season. A new battery backup for the server was installed at the Town Center. Leaf pickup is being done on all properties. They are installing and trying the new leaf box to make leaf season more efficient. Planning and Zoning The Town Board passed a resolution designating the Consolidated Board of Health a Responsible Management Entity for the purposes of administering grant funding associated with the Town of Lake George Septic Initiative. Kathy Bozony has been hired to administer and guide the Town of Lake George Septic Initiative for a term of three years. Diamond Point Church has replaced their metal tank with new concrete tank. They took steps ahead of the program to ensure that their system was functioning. The CFA Grant funding has not been announced. November 18 th the NYS DOT Public Hearing is scheduled for the Route 9 Gateway Plan. The public is encouraged to participate. One on one meeting with property owners were held on Tuesday and Thursday of last week. Many issues were discussed and deliberated with regards to impacts and designs. AGFTC Gateway Presentation was accomplished on Wednesday, October 15 and was received positively. Potential groundbreaking is scheduled for May 2015. The deadline for the Plans, Specifications and Estimates has been moved from April 2015 to January 2015. A Comprehensive Plan Committee Meeting is scheduled for November 13, at the Town Center. Draft of plan to be discussed as well as the branding aspect of the plan at meeting. All Comprehensive Plan Meetings are open to the public. Next meeting is November 13, 2014. The Town and Village have procured $60,000 of Water Quality Improvement Programs funding through the Lake Champlain, Lake George Regional Planning Board for the MS-4 Program. Grant money to be used for the establishment of a Stormwater Management Plan for the MS4. Beth Gillis was instrumental in obtaining this funding and will be working closely with this department, Town Highway and the Village. The design for office renovation for the Planning and Zoning Office is moving forward. Focus will be on designing storage for files. Doug Frost and Keith Oborne attended the Stormwater Tradeshow on October 16 th. Planning Board and ZBA applications are steady but slowing down. Kathy Bozony was hired to write a grant for the Diamond Island Restoration Project. This grant has been written and submitted at its deadline to the Lake Champlain Basin Program. This is the proposed restoration of Diamond Island which would clear the island of the invasive species and replant with native plants and to come up with a design and install two outhouse facilities to replace the outhouses that are currently there. Councilperson Hurley Diamond Point Water Joel O Dell called the DOH to change the location where he takes the monthly water sample. It is now Hillview Library. He took the sample October 9 th and everything was fine. There was a problem with the main pump this past month. They changed the capacitors and it ran for about a week when they went as well. The pump is four years old and needs to be replaced. A brand new pump was replaced today which tested fine. 737,000 gallons of water was treated last month. November 10, 2014 Page 4
Fire Department 20 incidents in October. Caldwell Sewer Raised manhole covers up on Bloody Pond Road. All pipes have been ultrasound in the pump stations. The pumps were pulled for inspections. Have not received a report back yet. Councilperson Crocitto - Youth Commission The Halloween parade was a success. There was a grand opening for the bowling alley on Saturday. This is a good project and we wish them all the best. Highway Been busy picking up leaves, patching and getting ready for winter. Shoulders have been added at Bakers Crossing. The senior bus was repaired. Dan attended a trade expo looking at improvements for the Town. Transfer Station C & D is going well. COMMUNICATIONS - Letter received from Donie Schuster and Chip Ellis thanking the Village crew for their help with the Courthouse sidewalk. - Letter from Lake George Fire Department Chiefs thanking the Town for the purchase of the two new trucks. PRIVILEGE OF THE FLOOR Paul Green Lives at 2203 Route 9. He stated that it was brought to his attention about three weeks ago that there is an issue with the Route 9 corridor. There originally was a left turn into his property and the new plan does not allow for a left turn. This is a huge concern to him. Losing access to his property would be a huge problem as he is zoned TC-A and there is no way he could conduct a business at this location if he chose to. John Salvador Is concerned that the ground breaking for the Route 9 Corridor is May 2015 during the Summer months. He also stated that Diamond Island is in the Town of Bolton. Councilperson Muratori stated it does show on the map that it is in Lake George. John Salvador discussed the Fire & EMS. He discussed the issues with the Sewage Treatment Plant and also talked about the Glens Falls Civic Center. He discussed a letter he had sent to the board regarding the Occupancy Tax. Chris Navitsky Asked about the Consolidated Board of Health being the RME and also asked if there was a district set up for the Septic Initiative. Councilperson Muratori stated it starts in Diamond Point and will move through the Town of Lake George.
