MINUTES OF THE SEDGEFORD PARISH COUNCIL MEETING ON THE 16 th OCTOBER 2013 AT THE VILLAGE HALL WELCOME Mrs Dawson welcomed all in attendance to the meeting APOLOGIES Mr Frost, Councillor Christopher PRESENT PUBLIC Mrs Dawson, Mr Clark and Mrs Hipkin, Mr Head, Ms Crump, Mr Curry Councillor Wright and County Councillor Michael of Chenery. 2 members of the public OPEN MEETING 7pm to 7.15pm that the out of the put island. Mrs Sindle attended the meeting and represented 2 other residents from the Cole Green area of the village. She asked the council what action had been taken recently about parking in the Cole Green area following a complaint to the council. The clerk informed her matter had been handed to Highways and the police as it was Parish remit. No replies had been received. A suggestion was forward that double yellow lines be put around the memorial This will be passed to highways for their comments. There was a discussion about cars parking on and of the pavement and the obstruction they cause for pedestrians. If residents see cars parked in this way they should record numbers and report to the police or through the clerk. Mr Kilby attended to discuss the letter he had sent re the street signs near Honey Cottage. The chair said this would come up later in the meeting for discussion when the full council had time to hear his comments. He was concerned that the council had gone against the advice of the Borough in the placing and selection of the signs. The chair said that after the discussion the clerk would contact him but felt that there was a difference in the information we had been given and what he had been told by the officer concerned. DECLARATION OF INTERESTS. None for this meeting MINUTES The minutes for the 18 th September were presented. Proposed Mr Clark seconded Mrs Hipkin and carried.
MATTERS ARISING a) Path to Snettisham. The clerk has written to Mr Austen but as yet has not received a reply. If nothing comes he will pass on to Highways. b) Cemetery wall. This project is now complete and accounts are presented for payment tonight. c) Village Pound drainage. The work has been completed and things appear to be better. Mr Curry still has concerns as the road does not slope towards the drain. Recent water has been clearing. There is concern that cars are parking on the new seeded area. Mr Curry said it was the edge of the pound that had been damaged possibly due to the width of the road and cars passing, nobody had parked on the new area. The clerk will follow up an email from Mr Head to get temporary posts put in place to protect the new seeded area. d) Highways matters. Email reply to our requests for hedge cutting had been received and the works will be carried out on the Heacham Road hedge and the hedge on Holly Hill and Snettisham Road. The resident on Church lane will be sent a letter as the hedge appears to be on private land. e) Access to Playing Field. The council appears to have three options, to fence, hedge or do nothing. The chair said that the to do nothing was not an option. There was a discussion about the hedging and fencing and which would be the councils preferred option. Concern was raised that at no time has the council written to the residents that have a boundary on the playing field. It was agreed that two letters would be written one to those with no gate and one to those with a gate based on the wording supplied by Mr Collier. It was agreed that Mr Head and the clerk would sort the letters out and get them distributed to all the properties. The letter will detail the councils responsibilities to maintain the boundary from the 1938 document. This was proposed by Mr Head and seconded by Mr Clark and carried. It was agreed that Mr Head should look into the cost of hedging (mixed English hedging) and get a quote for the planting. Mr Head and Mr Clark will measure out the field and sort out the quantity of hedging that will be required. The hedging ideally wants to be 4 ft high from the start.
f) Hastoe gate access to the field. The clerk reported he had spoken to Mr Gleeson about the gate from their properties and that he was under the impression the council knew about it. He will go back to the resident for more information. As yet the clerk has not received a reply. Clerk will chase with an email. STANDING AGENDA ITEMS Police Matters Report received from David Spencer detailing the calls the police had received for the village. Meetings attended None Village Hall Matters. Mrs Dawson said that the committee had tried to get outline planning for the hall but had been told it needed to get full planning. Mrs Dawson asked Councillor Wright if she could help with this matter. She said she would ask at the council and get back to us. Mrs Dawson said the committee had events coming up that she hoped people would support. MATTERS FOR DISCUSSION LATER IN THE MEETING:- Review of bank signatures Street Light Update Heacham Recycling Centre Coast Hopper bus School signs Electricity company and trees Cole Green Parking PLANNING MATTERS Approval of the plans for:- Magazine Cottage Rosemead 17 Mill View Sunset View The Plans for the development of the Glovers Farm Barns had been circulated prior to the meeting. There was a great deal of discussion and concern raised about many aspects of the plan. Water course close to development The development has no affordable housing element and the developers consider it not suitable for one.
Concern about the impact of traffic on Fring lane and the access to the site where there is provision for 14 cars. Concern about sewage and the effects on the Heacham River etc. concerns about the accuracy of information i.e. a bus link in the village and the environmental aspects. After discussion it was agreed a site meeting was essential for the council. The clerk will arrange for Friday the 25 th October at 10am or Sunday 27 th as the Council has till the 29 th October to respond to the Borough Council REVIEW OF PARISH ASSESTS This item was discussed last meeting. It was agreed that there should be a review of the cemetery rates as our costs seem well below that of other authorities. The clerk will try and get the costs of other councils for the next meeting. Ms Crump gave the clerk two pieces of information from other councils. There will be a review of the rent for the paddock in January 2014. Councillors not present at the last meeting were informed that the paddock was discussed in relation to the Borough Development plan but there would not have been a quorum to make any decision about its inclusion at the last meeting. COUNTY COUNCILLOR BUSINESS The councillor informed the meeting of a special meeting being called next week he thinks to try and stop the incinerator. He will email the clerk when he knows the content for debate. Ms Crump asked about the Heacham Recycling Site and the Coast Hopper bus but the councillor was not sure what he could do to help. The clerk informed the meeting that both matters had been discussed on the radio in relation to the 189 million cuts the County Council has to make over the next three years. He distributed a letter with all the details of the consultation and agreed to forward the email to all councillors so they could respond. Ms Crump said that some people who have a pass would be willing to pay half the fare to ensure the bus was kept on. The chair said it would be a great shame if this service was lost to the area. BOROUGH COUNCILLOR BUSINESS The councillor informed the meeting that the Tuesday market place was now complete on time and on budget. The clerk asked if she could find him a contact for the hedge on the Heacham Road she agreed to email the clerk with the details. The chair asked about planning and the ability to have a discussion with a planning officer before plans are
submitted. The councillor will contact planning and get back to us on this matter. The clerk will respond to Mr Bellingham with the information he has. Letter from Mr and Mrs Kilby re street signs outside their property. The clerk had the documents that we had received form the Borough Council about the location of the signs and this seems to contradict what the residents have been told. The council apologised to Mr Kilby for not consulting him but it had not been the intention of the council to put signs near his property. The officer at the Borough is away on annual leave so the clerk will contact him on his return. Mr Kilby said he was happy for the Heacham Road sign to be wall mounted on his property with the Cole Green sign to go on the Old Village Hall as the council originally intended. When the clerk has more information he will get back to the residents. He will send an email to this effect to include the apology.
OTHER MATTERS Review of bank Signatures. The clerk informed the meeting that we need to remove one name from the bank and add more. It was agreed that 3 more councillors be added to the account. The clerk gave councillors the paperwork to complete and he will take it all into the bank. Street Light Update. The clerk is waiting to hear from the contractor when the lighting will be changed. Heacham Recycling Centre. This matter was dealt with under the county councillor questions. Coast Hopper Bus. As above. School Sign. The schools signs on the Heacham Road and Ringstead Road are flashing/flickering at night. The clerk will report to Highways. Electricity Board and Trees. Ms Crump reported that parishioners must now report any dangerous branches that could effect electricity wires direct as they no longer have a programme of monitoring. Ms Crump will add a piece to the newsletter with the contact number. Cole Green Parking. This was discussed in the open part of the meeting but concern was raised that residents/visitors are parking half on and half off the pavement obstructing it for wheelchair and pushchair uses. It is considered an offence to block the path but also an offence to block the path of emergency vehicles. This is an ongoing issue and any offenders should be reported to the police.
