The regulations are collected in the manual which is available at the AIS Briefing Office. 2 Taxiing to and from stands Arriving aircraft will be allocated a stand number by the TWR. General aviation aircraft will have to use the general aviation parking area. Ground services can be requested from TBILISI APRON on FREQ 131.700 MHZ. Assistance from the "FOLLOW ME" vehicle can be: requested via the TWR; available when visibility is less then 400 M; available during night time for C, D and E categories aircraft. AIP Georgia AD 2.UGTB-11 ~~~eaip-amdt~~~airac04200917/12/2009 For apron 4 assistance from the "FOLLOW ME" vehicle is required for all categories aircraft. Departing IFR and VFR flights shall contact TWR to obtain ATC clearance before commencing taxing. Request for ATC clearance may take place at earliest 10 minutes prior to engine start up. After pre flight preparation, decision to take off and receiving of ATC clearance for the flight, the pilot in command of an aircraft makes a decision whether or not to take off from the aerodrome, fly along the airway and land at the destination aerodrome, and is entirely responsible for the decision taken. Engine start up and taxiing shall be carried out by the pilot in command only after clearance from the appropriate ATC unit. Taxiing on the aerodrome maneuvering area shall be conducted in accordance with taxi procedures or as directed by the ATC unit. The pilot in command is responsible for meeting the norms established for taxing with this type of aircraft. On RWY 13R/31L aircraft with the turning radius of the nose wheel more than 15 M shall turn at RWY threshold only in accordance with the aerodrome ground movement and aircraft parking chart. While taxiing, the pilot in command shall be observing the area in front of him and take measures to avoid collisions with aircraft, motor vehicles and other obstacles. The pilot-in-command may not enter or cross any runway without clearance from the appropriate tower controller. Taxiing from the holding position to the line up and take off shall be performed only after clearance from the tower controller. The pilot in command shall take off within one minute after receiving the clearance from the ATC unit. If a take-off has not been carried out within the above mentioned time interval, the pilot in command shall request a new clearance. 3 Apron taxiing during winter conditions Aerodrome taxiways are not equipped with centre line lights. The taxi guide lines may not be visible due to snow. So taxiing to/from parking stands shall be performed with the mandatory assistance from the "FOLLOW ME" vehicle. The aircraft parking stands 100-110 are allocated for de-icing treatment of aircraft. 4 Regulations for helicopters Take-off and landing for all types of helicopters shall be carried out only from/to helicopter pad. Helicopter stands 33, 34, 35, 36, 37, 38 are used for servicing and parking helicopters of class 4-th or less. 5 Taxiing limitations Since the width of TWY C is not enough and TWY shoulders are not paved large aircraft with wing span up to 51 meters shall taxi using inboard engines. Large aircraft with wing span exceeding 51 meters perform taxiing on RWY 13L/31R, which is twenty-four-hour available for this purpose, assistance from a leader van being mandatory. Aircraft stand 28 is closed for aircraft with wing span exceeding 25 meters. Taxiing to/from aircraft stands 14, 15, 16, 17, 44, 45, and 46 for aircraft with the engine-to-ground clearance of not less than 2 meters (according to the existing index marks) is performed only by towing except for aircraft with MTOW less than 30,000 kilograms. The washing and engine run-up area for aircraft classes A, B, C, and D is located at threshold 31R of RWY 13L/31R. Taxiing to/from the area is performed according to the relevant markings only by towing after clearance from the tower controller. UGTB AD 2.21 Noise abatement procedures Noise abatement procedures are published on the Standard Instrument Departure (SID) charts. 1 General UGTB AD 2.22 Flight procedures Flights within Tbilisi TMA and CTR shall be in accordance with the Visual Flight Rules or Instrument Flight Rules. 2 Procedures for IFR flights within Tbilisi TMA and CTR Arrival and departure routes (SID/STAR) are established for Tbilisi TMA. For inbound and outbound traffic significant points on the boundary of Tbilisi TMA shall be used. When entering Tbilisi TMA the crew shall: report the entry into the TMA; report the present level (altitude, flight level); report ATIS monitoring and QNH. Aircraft shall commence descent for approach only if cleared and as directed by Tbilisi APP. Radio aids which may be used for the approach to land are published in this AIP. Landing of aircraft is allowed only after clearance by the TWR controller. 2.1 Radar procedures within Tbilisi TMA Radar vectoring and sequencing Radar control service is provided to: a. expedite the flow of air traffic and prevent collisions by: providing radar vectoring and monitoring; giving warnings and position information on unidentified aircraft considered to constitute a hazard; b. assist aircraft in emergency; c. provide navigational assistance to aircraft; d. conduct radar approaches. 3 Procedures for VFR flights within Tbilisi TMA Two-way radio communication shall be maintained with the Tbilisi Approach (APP) on the FRQ 127.200 MHZ. 4 Procedures for VFR flights within Tbilisi CTR An aircraft conducting VFR flights in uncontrolled airspace shall enter Tbilisi Control Zone via the enrtry/exit points shown in in the Visuai Approach Chart (VAC...) unless otherwise instructed by APP or TWR unit. The altitude at which the aircraft is entering Tbilisi CTR, shall be 3500 FT MSL or below. Aircraft, entering from GARDABANI, shall be at 3000 FT MSL or below. If the traffic situation requires or the active runway is blocked, the aircraft conducting VFR flight may be directed to the holding areas: NORTH holding area established over Vaziani railway station. SOUTH holding area established south - west Veli aerodrome on the right bank of Kura river. GARDABANI holding area established south west of Gardabani town.
