ROSMORPORT perspectives on Clean Shipping in the Baltic Sea ILIA SIDLO Kaliningrad branch of FSUE ROSMORPORT CLEANSHIP Project Final Conference in Trelleborg 2-3 September 2013
Key topics Reduce of air pollution emissions from ships New alternative types of marine fuel Ship-borne sewage management On-shore power supply
FSUE ROSMORPORT Was founded in 2003 Is under authority of the Ministry of Transport of the Russian Federation The main task of Enterprise is to promote the development of sea transport infrastructure of Russia by effective operation, maintenance and development of the state-owned property consolidated to Rosmorport in seaports Staff > 6 000 employees Headquarters in Moscow Branches in each Russian seaport
FSUE ROSMORPORT The largest holder of port infrastructure in Russia: More than 600 port terminals The biggest ice-breakers fleet in the world (28 units) More than 200 supply and auxiliary vessels More than 1500 km of approach waterways
Fleet of FSUE ROSMORPORT Others Ice-breakers Tugs Wastes collecting & treatment barges Pilot and auxiliary vessels
Marine fuel consumption of FSUE ROSMORPORT Diesel, thous. tons HFO, thous. tons
Air emissions from ROSMORPORT s fleet SO2, tons CO, tons
North-Western basin branch of FSUE ROSMORPORT VYBORG VYSOTSK PRIMORSK UST-LUGA Operates in the following seaports: 1. Big Port of St Petersburg 2. Passenger Port of St Petersburg Sea Façade 3. Ust-Luga 4. Primorsk 5. Vyborg 6. Vysotsk 7. Kaliningrad SEA FACADE ST PETERSBURG
North-Western basin branch of FSUE ROSMORPORT Renders the following services in seaports: pilot service VTS service hydrographical service ice-breaking service provision of berths in seaports for safe mooring ship-borne wastes reception service other services
Reduce of air pollution emissions from ships Today sulfur content in fuel for ROSMORPORT s fleet must be less than 0.2% Best available technology on purification of exhaust gases feasibility study Each new ice-breaker will be equipped with exhaust gases NOx cleaning system Ice-breaker, project 21900M (Helideck special purpose ship) Length max 119,4 m Width max 27,5 m Draft min 8,5 m Power on shafts 17,4 МW Speed on raw water 17 knots Ice maneuverability (moving with constant speed in solid ice field) ice thickness 1,5 m A special study concerning development of a bench sample of most perspective exhaust gases purification system 2014
New alternative types of marine fuel At the present time: 2015 max sulfur content 0.1% there is no infrastructure for LNG supply and bunkering in the ports of Russian Baltic there is no information yet about any merchant ship reconstruction for use of LNG as a ship fuel Rosmorport has a plan to reequip one of the tugs in Caspian Sea to use LNG as a fuel in 2014 negotiations between GazProm and Rosmorport
Ship-borne sewage management Environmental due covers all expenses related to ship-borne wastes collection and treatment no-special fee principle (Baltic Strategy on Port Reception Facilities; HELCOM Baltic Sea Action Plan) 50% rebate on environmental due is an economic stimulation for new and green ships
тыс. куб. м / thous. cub. m Ship-borne sewage management тыс. куб. м / thous. cub. m Rosmorport levies environmental due in the port of Ust-Luga and Big Port of St Petersburg and renders service on ship-borne waste reception and treatment in these two ports respectively Sewage collection statistics: 0,9 0,8 0,7 0,6 0,58 0,8 6 5 4 4,35 4,6 5,7 0,5 0,4 0,3 3 2 2,18 0,2 0,1 1 0 2012 2013 (I-VI) 0 2010 2011 2012 2013 (I-VI) Port of Ust-Luga Big port of St Petersburg
Ship-borne sewage management Ship-borne wastes notification According to: HELCOM Recommendation 19/11 from 26/03/1998 General regulation for navigation and berthing of vessels of the ports of the Russian Federation and at approaches there to
