REQUEST FOR PROPOSAL SUMMARY SHEET 1. Project Lincoln County is requesting competitive proposals for Airport Management Services at the Marv Skie/Lincoln County Airport. Lincoln County anticipates negotiating a two (2) year contract to commence May 1, 2019. 2. Location The Marv Skie/Lincoln County Airport is located near Great Planes Place, Tea, South Dakota 57064. 3. Requested Services Airport Management Services as described in detail in the Scope of Work section of this document. Lincoln County WILL NOT provide office space or office equipment for airport management services provider. The provision of any needed office space or office equipment will be the responsibility of incumbent. Office must be located on airport property. 4. INTRODUCTION The Lincoln County Board of Commissioners is requesting proposals for Airport Management Services at the Marv Skie/Lincoln County Airport. Interested firms or individuals should submit their proposal to the following office no later than 10:00 a.m. on April 15, 2019: Lincoln County Auditor 104 N. Main, Ste. 110 Canton, SD 57013-1703 Questions on this RFP should be directed to Mike Nadolski at (605)764-5732. The selection process will consist of a review and ranking of the proposals by the County Board of Commissioners. The top three firms or individuals will be requested to interview with the Board. The proposal from the firm or individual shall contain the information identified in this RFP. Late submittals or submittals to the wrong location are considered non-responsive and will be rejected. Submittal of additional information after the due date will not be considered. If Lincoln County fails to conclude an agreement with a top-ranked firm or individual, a new negotiation will be started with the next highest ranked firm or individual. The process will be repeated until a contract is successfully negotiated. Upon successfully negotiating an agreement, a written agreement will be presented to the County Board of Commissioners for approval and execution, at which time the firm s or individual s services will begin upon the date indicated in the agreement. This RFP does not commit the County to enter into an agreement, to pay any costs incurred in the preparation of a proposal in response to this request, or to procure or contract for services. The County reserves the right to accept or reject any or all proposals received as a result of the request, to negotiate with any qualified firm, or to modify or cancel in part or in its entirety this RFP if it is in the best interest of the County to do so. BACKGROUND The Marv Skie/Lincoln County Airport is the fastest growing general aviation airport in South Dakota. Since Lincoln County acquired possession of the airport in the early 1990 s, the number of based aircraft has risen to approximately 90. Many business aircraft of various types are based at the Airport, which has also become a center for kit built aircraft with several flying or in various states of construction. It is also the home base for the Vanguard aerobatics squadron and EAA chapter 289. It is located just south of Sioux Falls, adjacent to

Interstate 29. The 3,650 foot runway leads to a modern full service FBO managed by Legacy Aviation, which provides major aircraft repairs and aircraft fueling. SCOPE OF WORK A list of normal tasks for managing the Airport includes, but is not limited to, the following: Assist county employees and officials with the enforcement of all state, federal, and county rules, orders, regulations, policies & ordinances; Recommend ordinances & regulations relating to the safe & efficient operation of the airport; File monthly fuel sale reports with the Lincoln County Auditor to determine the correct payment of fuel flowage fees by the Fixed Based Operator; Report as requested on the conditions & activities of the airport; Represent the airport in matters pertaining to the airport & attend meetings relative to the operations of the airport; Be present at the airport at all times deemed necessary & appropriate in the orderly operation of the airport, as agreed upon between the manager & county; Maintain Office presence, at service provider s sole expense, on airport property; Conduct or provide for the daily inspections of runways, taxiways & other areas; Recommend to county equipment or services required for safe, efficient operation & maintenance; Inspect weekly to determine if runway lighting and all its systems are in proper working conditions & order. Replace bulbs & fixtures promptly to maintain the integrity of the lighting system; Operate & supervise Unicom radio & Automated Weather Observation System (AWOS). NOTAMS notify applicable Federal Aviation Administration (FAA) entities promptly of all known field conditions affecting the safe use of the airport. Close airport when unavailable or unsafe for operations. Maintain public areas in a neat, clean & safe manner; Supervise maintenance of courtesy car at county expense; report all non-routine maintenance to county; Set traffic patterns for landing, aircraft ground movement, and parking, as well as motor vehicle parking and traffic on public access areas of the airport; Maintain security in accordance with local, state & federal regulations; Mark, barricade or close off any known hazardous areas that may pose a safety or security threat; Engage in reasonable efforts to obtain compliance with county policies regarding the use of premises; Monitor hangar usage; Assist county in assessing the need for normal repair and maintenance of county owned buildings; Assist county in the management of ground lease agreements, licenses, & other operating agreements;

Serve as liaison between county, airport users & lessees relative to the preparation, negotiation, rates, charges, & terms of leases & other agreements; Assist county in planning & budgeting for capital improvements; Assist county in acquiring funding from SD DOT & FAA for airport improvements. CONTENT OF PROPOSAL The County is requesting a proposal for the Scope of Work specified herein. The proposal must include the following elements: 1. A description demonstrating an understanding of the Scope of Work and a description outlining how each of the required services will be provided. 2. Compensation requirement. 3. A description of professional qualifications, including any licenses and airport administrative experience. SELECTION CRITERIA The County Board of Commissioners will rank the firms or individuals using a ratings matrix consisting of the following criteria: 1. Qualifications & experience relevant to this proposal; 2. Overall quality of proposal; 3. Cost of Services. The firms or individuals will be asked to participate in an interview where they can present their proposed ideas & qualifications. Upon selection of a firm or individual, they will be required to enter into a contract with the county. The form of the contract shall be negotiated between the consultant and the county.
