SCAWBY PARISH COUNCIL WELCOME TO THE ANNUAL PARISH MEETING WEDNESDAY 4th April 2018 at 7.00pm IN THE VILLAGE HALL. In the Chair : Cllr J Frost Cllr's T Barker, Mrs Chamberlain, Mrs Keyworth, R T Matthews, D Gibson, P Johnson, N Askew, R Holmes. Also present: Cllr's England and Foster and 9 members of the public. WELCOME The chairman welcomed Roger Holmes to his first parish council meeting. 3. REPORTS: 3a Reports from Councillors Various councillors have either attended adhoc meetings or regular meetings on behalf of the council. Thanks to all those involved. Without their participation the SPC would not be represented and therefore would not be able to put forward our points of view. A list of those meetings are in section 4. 3b Planning Various plans have been submitted over the past year. Most plans are voted with a majority for NO OBJECTION. Some plans that are contentious, maybe due to being outside the building line, drainage issues or breaking planning rules are OBJECTED TO. Both decisions can be overruled by North Lincs Council. The PC also discussed with NLC the possibility of a retirement home development in the village. Main issues were Coop in Scawby, Manton Quarry, Biomass Boilers and Access Road near Power Station. The West Street development next to the Village Hall is well under way. A list of those plans are in section 5. 3c Finance The finance of the SPC has been kept in Budget. The surplus left over was about 29000. As well as the normal outlay for grass cutting, flower beds, upkeep of village we have still been able to carry out the following projects, New Play Equipment was budgeted for and will be installed in April at a cost of 15000. This was helped with a donation of 9450 from a Grantscape Award and 1500 from Scawby Events Team.

Outside electrics updated at Pavilion. A new contract was signed for Demeter House to have the use of the playing fields Monday to Friday. The Income was also aided by Sponsorship from the flower beds and hire of Scawby Playing Fields. Also donations have been given to:- Scawby Agricultural and Horticultural Society, Police Band and Bugler for memorial Service. 3d Police Matters Various police reports have been discussed at the Parish Council meetings. Remember if you report an incident to the police please get a crime report and if possible inform the Parish Clerk. A list is in section 6. 3e Upkeep of Parish Various topics have been discussed over the year. Car parking on grass verges, over hanging trees partly obstructing pathways, flower beds, persons running unauthorised businesses from their homes, tree planting scheme, fly tipping, dog fouling, potholes, litter, traffic, speeding, etc A Petition for a weight restriction in Scawby was submitted to NLC, a hearing was convened and in April a comprehensive traffic management survey will be undertaken. Daffodil bulbs have been planted in the verges throughout the village. The Front garden and hanging basket competition was held again with results, certificates and prizes given out at the Scawby Horticultural Show. The Civic Service was not held this year, instead a War Memorial service was held with refreshments after at The Village Hall. The Xmas tree and lights were once again erected on the village green, A Xmas carol gathering was held on the night the lights were switched on. Thanks to the estate for providing the tree and Jim Brown for erecting. SPC are having difficulty in hiring a caretaker to look after the Playing Fields and Pavilion. The persons doing it on a voluntary basis have indicated they will be retiring from this role at the end of the football season. Discussion has taken place on the public footpaths/bridleways in Scawby. SPC have been working with the Estate and NLC to try and resolve these problems. SPC decided not to undertake a proposal from the public to challenge the rights of way. NLC have given SPC 1250 towards the improvement to the centre of the village. The village shop is now closed, the Chinese has never opened and the land in front of the new flats is overgrown.

Many hours have been spent on discussions and meetings about the new power station in Scawby Brook. This is still ongoing. The Parish won the best kept village competition for a large village. SPC issued a new contract this year for flower bed planting and box mowing, this has proved to be very successful. The Tour of Britain was a great success with a good turnout by residents. Scawby was one of the many villages to have the main tour go through. The village was decorated with bunting and green bikes. Thanks to all that made the effort to support this. Various litter picks were carried out throughout the year, thanks to all that took part. This is still a mayor concern as litter just seems to appear. More litter picks will be organised soon. 4. REPORTS FROM COUNCILLORS/CLERK 1 Cllr J Frost attended a meeting with the village hall committee regarding the emergency plan. 2 Cllr s Barker and Mrs Chamberlain attended the meeting at Demeter House School regarding the use of the playing fields. 3 Cllr Kitwood attended the Humberside Airport consultative meeting. 4 Cllr Johnson and Matthews attended the NATS meetings. 5 Cllr Mrs Keyworth attended Town and Parish Council liaison meetings, Flood Risks, Community Governance, Call Connect Bus Service, Transport for the North, Winter service review, wellbeing hubs, street sport, support grant and other numerous topics. 6 Cllr s Frost and Johnson attended the Village in Bloom awards. 7 The clerk attended training on data protection regulations. 8 Cllr Frost attended the Broughton Civic Service. 9 Cllr Mrs Keyworth attended the Brigg Renewable Energy Plant meetings, also Grantscape community funding meetings with BNLL. 10 Cllr Johnson attended the N.L.C community grant presentation ceremony. 11 Cllr s Barker and Powell attended the LINCS Lotto launch event. 12 Cllr Keyworth attended The Mayor of NLC afternoon tea at Lindsey Lodge. 13 Cllr Frost attended the SAHS show and awarded the prizes. 14 Cllr s Johnson attended meetings with Demeter House.

15 Cllr s Frost, Keyworth and Clerk attended Standards Training at NLC. 16 Cllr s Gibson and Barker meet with residents regarding concerns with Church Street road junction. 17 Cllr Keyworth attended the PCC annual meeting as an observer. 5. PLANNING 1 Planning permission for creation of an internal access road and associated works required relating to the approved proposal for the Brigg renewable energy plant Land at The Former British Sugar Site Scawby Road, Scawby Brook. 2 Planning permission to erect a porch extension, single storey extension to rear and demolition of existing garage. 13 Manor Drive, Scawby. 3 Planning permission to erect a single storey rear extension, 2 storey side extension and first floor extension and demolition of existing garage and store. 53 Messingham Lane, Scawby. 4 Siblenco-Traffic Management Plan for Manton Quarry Works. Even though this is not in Scawby Parish it does have a significant effect on residents in the Parish. This planning application was unanimously OBJECTED TO. Further applications were submitted but these have been objected to by SPC and NLC. 5 Planning permission to erect a 1 bedroomed bungalow. 9 Gainsborough Lane, Scawby. 6 Planning permission to erect a building to accommodate restaurant/bar and other facilities. Brigg Marina Scawby Brook. 7 Planning permission to erect a detached chalet bungalow and detached garage. 179 Scawby Road, Scawby Brook. 8 Planning permission for a single storey side extension. 37 Meadow Vale, Scawby. 9 Planning permission to retain a detached double garage. 2 St. Martins Road, Scawby. 10 Planning permission to erect a single storey neighbourhood food store Scawby. This application was originally objected to but on later submissions was approved by SPC and NLC. 11 Planning permission to erect single storey side and rear extensions. Fouracres Ermine Street, Scawby. 12 Planning permission to erect a side and rear single storey extension and a single storey side extension to existing garage. 9 St Joan s Drive, Scawby. 13 Planning permission to erect a single store extension and side link to garage, first floor extension. 53 Messingham Lane, Scawby. 14 Planning permission to erect a detached dwelling. 75 Scawby Road, Scawby Brook.

POLICE MATTERS The following were police reports discussed at the Parish Council meetings. 1. The Mini Buses from the School were stolen and vandalised. 2. Burglary has taken place at Demeter House, property on Messingham Lane and other locations. 3. Accidents have occurred at Broughton Crossroads; a new roundabout is to be built in the future. 4. Vandalism occurred at the Pavilion at the Old Sugar Factory and at The Playing Fields Scawby. 5. SPC wrote to the Police Commissioner and Chief Constable requesting a greater police presence in the village.

7. SUMMARY We now have an Action List which is discussed at every meeting. This system ensures that we do not lose track of agenda items discussed at previous meetings. Thanks to all the volunteers who carried out work throughout the village, Neil Johnstone/Paul Mason (playing fields), Nigel Powell (Pavilion). Rosemary Platts and Mrs Philips for being the Parish Council contacts with NLC for flower beds. Apologies for anyone I have missed. Once again the Scawby Events Team and Scawby Village Hall have organised some entertaining and interesting events throughout the year. 2 Councillors have resigned M Burkinshaw and B Overal, thanks for their support during their time as Parish Councillors. We now have full commitment of 14 councillors. I would like to thank my fellow councillors and Parishioners for their support over the past year I would also like to thank our Ridge Ward councillors for all of their support and knowledge. Without them some of the problems we have encountered would not have been solved. Last of all I would like to thank our Parish Clerk, Karen for all the hard work she has put into organising our meetings etc. 8. OPEN FORUM A query was raised regarding the policy of N.L.C for planning applications and how members of the public in particular neighbouring properties to a proposed planning application - are informed that a planning application has been submitted. It was noted that neighbouring properties are not necessarily notified but on large developments or commercial developments a notice is fixed to a lamp post. The clerk was asked to write to N.L.C and ask for their policy /protocol for planning application notification. Cllr Foster advised the meeting of the work and effort which went into fighting the BNLL planning application and he felt that, although not ideal, the management of this development is as good as could be expected. Comparisons with other areas where these power stations exist so that Scawby Brook is not suffering as much as some areas are. The residents of Scawby Brook present at this meeting could not agree with this statement. Cllr Gibson made the suggestion that if, as is likely, further industrial/commercial development takes place in Scawby Brook the proposed developers should make a contribution to a bypass/link road. Cllr Keyworth felt that as a parish council we had learnt a lot from the BNLL development, in particular asking for traffic management plans as a condition of planning permissions for other development which may result in increased traffic generation in a vicinity.
