The minutes of the meeting held on Tuesday 10 th May 2016 were confirmed as a true record and signed by the Chairman. DECLARATION OF INTEREST Cllr P Rogers Planning 2. POLICING BRYMBO/TANYFRON Brymbo Steelworks and Brymbo sports and social club-regular attendance and patrols in the area Schools -Regular patrols outside the schools in Tanyfron and Brymbo during the month. Emerging issues-regular foot patrol conducted in the Brymbo area. Drugs Intel has been submitted. Intel received due to possible bogus Gardening services Intel submitted and contacted Trading standards passed on details. Patrols outside Tanyfron School almost every shift please can it be discussed in the meeting to have yellow lines outside the school and markings by the bus stop as suggested by councillor Rogers. Brymbo Cricket club youths congregating regular patrols conducted and in regular contact with the staff site visits and security advice given CCTV to be fitted if budgets allow this will help significantly to lower ASB i have handed out CCTV posters too. Good news stories -Intel received- possible issues at a football match at the Brymbo cricket club on 10 May luckily we had no issues.

No Burglaries this month Walkabout conducted with Councillor Rogers discussed local issues. Meeting with Councillor Tony Birch discussed local issues surrounding Tanyfron. BURGLARY 0 BOTD 0 ASSAULTS 0 TFMV 1 25/05/15 tools taken from a works vehicle, these were later located suspect may have been disturbed CSI attended TOMV 0 THEFT 0 ROBBERY 0 CRIMINAL DAMAGE 3 03/05/16 vehicle damaged, 27/05/16 car window smashed 23/05/16 oil thrown deliberately on driveway 16/05/16 damage caused to the rear double glazed door of a property, possible attempt to break in. ARSON 1 Small fire at the back of Railway road, insulation foam set alight. DRUGS 3 Drugs intel. submitted, ASB 13 8 calls for ASB at the back of the Brymbo cricket club, 2 calls of anti-social driving traffic officers informed and an op is on-going. 3 reports of a noisy party in a residential street. Cllr Roger told members that the police were prioritising the issues that were being reported and the anti-social behaviour that was occurring at the Crick in Tanyfron. Cllr Mathews said that the gaps in the fencing at the Heritage Site had now been closed and this would hopefully alleviate the problems that had occurred there. 3. COUNTY BOROUGH COUNCILLOR S REPORTS Cllr Rogers said that as a result of the heavy rain there had been localised flooding. WCBC were prioritising the areas that needed urgent attention. Grass cutting in the

borough was becoming an issue Cllr Rogers said that teams had been working overtime the previous Saturday to try to catch up with the workload. Work was to be carried out on the council houses in the area with regard to fencing and gates. These would be on a priority of need basis. CBC Kelly had asked the Chairman in his absence to update members on the repair issues at Bwlchgwyn Village Hall and the speeding issues that were concerning residents. The Chairman said that BVHA had an agreement with WCBC with regards to the repairs that were needed to the village hall and that they were able to maintain it. Also, the King George Fields Trust would be satisfied if the CC could find a plot of land equivalent to that of the village hall on the King George Field that could be gifted to them. The Chairman said there were a few sites available for this. Cllr Rogers said that he found it very difficult to understand that a trust would make such a big issue out of this and were against the wishes of the community who were positive in their support for the village hall and its future. On the issue of the speed limit through the village, the Chairman said that residents had very mixed feelings. Cllr Kelly had suggested holding an event for residents with Darren Green of WCBC where residents could discuss the options and come to a decision which would be carried forward. Cllr Kelly was happy to arrange this. Cllr Woodfine-Jones said that speed monitors were approx. 200.00 and said that the CC could fund one of these as residents had previously received training in using the equipment. He would request that the Residents Assoc. submit a donation application for the next meeting. 4. ROADS Cllr Rogers said that the road re-surfacing programme had been uploaded to the WCBC website. WAR MEMORIAL The Chairman told members that he was waiting for quotes from Henry Davies Contractors with regards to the work needed on the War Memorial in Bwlchgwyn and the footpath and tennis courts.. He said he would bring these to the next meeting. 9. ANNUAL RETURN 2016 The Clerk gave copies of the Annual return to members. It was agreed that the Annual Return be approved by Council and the Chairman and Clerk signed the bank reconciliation and the Annual Return. The Clerk told members that all the documentation with regard to the External Audit would now be sent to the Auditors. 12. NATURAL RESOURCES WALES The Clerk had received a request from Natural Resources Wales to register the pool site. Cllr Rogers said that a meeting should be arranged between the CC, the Angling Club and Brymbo Developments to ensure correct and accurate information was obtained. Cllr Rogers said that he would organise this. 13. BRONWENS GREEN Cllr Rogers told members that a sub-committee meeting had been held. The tender cost had been received from WCBC. The price quoted was comparatively reasonable compared to what had previously been spent on the site over the last year. A figure of 3365.00 had been quoted for works to be carried out however this was the maximum cost as some work was not needed on such a regular basis and this would bring down the price. Another option was for the site as a whole and the quote for this was 5735.00 per annum. The contractor that WCBC preferred had worked on the site previously. Cllr Rogers proposed that the CC accept the tender quote of 3365.00 maximum with a view to omitting some works to bring down the price. Cllr Monti seconded the proposal. A vote was taken. All were in favour. Cllr Rogers said that unfortunately there had been a serious case of fly-tipping on the playing field and WCBC had agreed to remove it. The sub-committee had agreed

that fencing was needed to stop this from happening again. The sub-committee had also discussed the need for further spending on the site as it had become untidy and needed work before the next football season began. Cllr Birch agreed that work was needed to maintain the site. Cllr Rogers said that quotations would be obtained for new fencing and tidying paths and general maintenance work. This could cost approx. 10,000.00. He said he would bring the quotes to the July meeting for authorisation from full Council. Cllr Woodfine-Jones requested that the CC consider raising a bond for a certain amount of money to be set aside for a project for Bwlchgwyn which had been discussed at previous meetings. Cllr Rogers said that the residents of Bwlchgwyn could discuss what project they would like and then tenders would be obtained. No set amount would be set aside until residents had discussed what the village needed. The Bwlchgwyn Councillors would then discuss the ideas put forward and make a decision. Cllr Woodfine-Jones said he would make residents aware of this. The Clerk asked whether fees had been set for the use of the pitch for the next football season. The sub-committee had agreed on a set fee to be paid upfront at the beginning of the season of 300.00 for youth teams and 450.00 for senior teams. The use of changing facilities would be for match days only and Cllr Mathews and Cllr Ashworth would still hold the sets of keys. The Chairman asked if the idea of a Caretaker for the changing rooms had been discussed. Cllr Rogers said that it had been considered and would be looked at when the work had been completed. Cllr Rogers also said that electricity and plumbing testing was being organised for the changing rooms. 14.
