FAC YWLM - 5 13. PROCEDURAL CHANGES DUE TO INCREASED OPERATIONAL TEMPO 13.1. WLM regularly hosts RAAF tactical flying exercises and operations that may limit access by non-participating ACFT to Restricted Areas R559A-F, R580, R583A, R587AB and R574, and restrict their operations in the nearer AD environment (including the Coastal Route). Such operations may alter AIP holding fuel and airspace priorities as follows and will be advised by NOTAM. 13.2. Airfield and Coastal Route Restrictions WLM airfield and coastal route may not be available for periods of up to 30MIN. ACFT are advised that holding for up to 30MIN may occur. 13.3. Airspace Access a. Access by non-participating ACFT to active restricted airspace detailed above will not be available except for: (i) ACFT operating in the preservation of life or property (e.g. MEDEVAC, POLAIR RED); and (ii) ACFT with a declared emergency. b. Whilst every endeavour will be made to adjust activities to minimise restriction or delay of non-participating ACFT engaged in Customs/Coastwatch priority tasks, SAR/Mercy/ Medical flights or weather diversions, airspace access is not assured. 13.4. Aerodrome Priorities a. Priorities for ACFT operations at WLM may be amended to those stated in AIP ENR 1.4 section 10 for the duration of exercise/operational periods as follows: (i) Para 10.1b - Minimum fuel ACFT have equal priority; (ii) Para 10.1h - Scramble ACFT have priority over landing ACFT, except when landing ACFT is within 5NM and established on final; (iii) Para 10.1j - non-participating ACFT with less than 5NM from touchdown, priority for landing 13.5. NOTAM Advice a. NOTAM will be raised advising of planned increases in WLM operations tempo and detailing specific restrictions with a minimum 8HR notice. b. When required NOTAM text will include WLM increased military flying tempo [due reason] (airfield, airspace and/or holding restrictions) apply as per ERSA. NOTAM will detail specific airspace volumes when airspace restrictions are applied. 14. ACFT OPS on NTL CIV APN must adhere to all APN TAX guidelines. ACFT must not deviate from guidelines to TAX around other ACFT. FLIGHT PROCEDURES ATC TRAFFIC MANAGEMENT SPEED When not on a SID civil ACFT must not exceed 250KT IAS when BLW 10,000FT AMSL.
