Strengning of local l management in Serbia Subotica Transparency of real estate market Last update March 2014 In city of Subotica in norrn Serbia, GIZ project, implemented by AMBERO/ICON supported municipality in development of a GIS based information system on real estate market The city of Subotica was among first cities in Serbia to introduce a functional Geographic Information System (GIS), which has been continuously upgraded improved with new features throughout years. From 2011 to 2012, pilot project supported Municipality in elaboration of a data base on real estate market values as well as a new software solution for spatial presentation, to be added to already existing Geographic Information System. Additionally pilot project served as a basis for furr trainings capacity development on real estate valuation methods. Information on real estate market values Within Subotica, cadastre municipality of Palić has been chosen as a pilot area for implementation of project testing of elaborated software package. The basis of system is use of data on real estate sales between 2009 2011 that were provided by national tax administration. An actual cadastral basis for area was provided by National Geodetic Authority (RGZ). The cooperation with both institutions was crucial for implementation of pilot project. The delivered data was used for elaboration of an automatically generated map on average real estate sales values per m² for different types of objects (single family home, two family house, apartment building, industrial building,...) in different zones established within whole area. The newly developed software solution enables collection, management spatial presentation of existing data on real estate Park scenery at Palić lake in Subotica The new information system provides Municipality of Subotica with reliable data on local real estate market, including ir own property in real estate. It can serve as a basis to strengn efficiency local management capacities of public administration itself, as well as for increasing transparency economical sustainability of local real estate market. The provided data will support Municipality in topics such as improvement of ir financial management, ir strategic planning reporting duties, to improve tax collection or to be used as a basis for indemnifications compensation
payments. The Urban Planning Salon is a traditional annual event organized by Serbian Town Planners Association. The projects presented awarded at Urban Planning Salon represent a review of most significant recent accomplishments in fields of spatial urban planning, urban design its realizations within Serbia. Screenshots of elaborated GIS based information system on real estate values The positive experiences made in implementation of GIS based information system in Subotica, have been used for implementation of similar systems in Serbian cities of Valjevo Zrenjanin can serve as a best practice example for or municipalities in Serbia. Furrmore experiences made in Subotica were presented as a best practice example in discussions about establishment of an official real estate valuation system on national level.
