Tadworth and Walton Residents Association Minutes of the Meeting held 30th August, 2016 1. Clarke Cllr. Vic Broad 2. Councillor Report: Councillor Rachel Turner: Councillor Turner reported that Cllr. Joan Spiers, the former Mayor of Reigate and Banstead Borough Council died this week. Rachel reported that following Mrs. Lesley Morgan s concern about a number of dead fish in Walton Pond she alerted Emanuel Flecken at Reigate and Banstead Council who in turn contacted the Environment Agency. Following investigation the fish affected were identified as common roach. However, as there are over 100 carp in the pond it has been decided that some should be removed and local fishing clubs will assist in this exercise. The Fire Brigade have topped up the pond s water supply and the dead fish have been removed. Broken glass has also been reported in Meare Close Cark Park and the council is dealing with this matter. Cllr. Turner also reported that roads were melting in the recent hot weather.
It has been reported that two dogs have died from a possible condition known as Alabama Rot. Dog owners should be aware of the condition which causes lesions and if not treated immediately can lead to kidney failure and prove fatal. Cllr. Turner raised concern about a potentially dangerous tree in Downsway. Patricia Brookwick confirmed that a list of dead or dying trees had been sent to Terry O Neill at Surrey County Council and will she will supply Rachel with a copy. Rachel confirmed that a new planning application is being submitted for No. 22, Downsway. Reporting on Allotments, she confirmed that residents who are over 60 can get these half price at present but from next year will have to pay the full price of 84 p.a. She reported on a recent planning application by the owner of Walton Lodge who has now provided copies of the Deeds to the property proving ownership. Officers will now pass the application. A Freedom of Information request has been submitted by Mrs. Walkling concerning the Horley Business Park. Mike Fox said that he had received several photographs of car transporters delivering cars at the former Citygate site. Rachel reported that Cllr. Gosling is dealing with the matter but agreed that Mike could publish these in the Surrey Mirror. Referring to the Tadworth Tyres application for the Citygate site she reported that the Case Officer is away until 6th September. 3. Planning: Walton Alanna Coombes 16/01889/HHOLD 20, Meadow Walk Proposed double storey side and part two storey part single storey rear extension to existing house with internal alterations to the ground and first and second floor The Committee considered the application and is objecting on the grounds of overdevelopment, poor design, out of character, loss of light and loss of amenity to the neighbour.
16/01691/F Starboard Light Demolition of existing dwelling, subdivision of the plot and construction of two new dwellings The Committee having studied the latest application consider the original grounds for refusal of the first application still apply. There have been many objections from residents and the Committee is objecting on the grounds of overdevelopment, out of character, harm to the conservation area and RASC, and loss of trees, including future pressures. 16/01552/F Rose Cottage Erection of two detached two storey Two bed dwelling house This application is within the Conservation area. A drop kerb has been created without planning permission and is an enforcement issue. Hedging has been removed having a negative effect on the area. Additionally it is unclear what parking arrangements have been made for the proposed house and 2 Rose Cottages. There is insufficient information about landscaping and concerns about the design. Object to harm to the Conservation Area. 16/01766/HHOLD 19, Greenways Side ground floor extension, rear ground floor infill, first floor extension over existing garage, various alterations To windows, doors and materials The Committee is not objecting to this application. The plans indicate opaque windows to the rear which the Committee felt should not be able to to be opened. Geoff Hewitt expressed the view that the roofline should be reduced. No Objection but request that the opaque windows be fixed shut

Planning: Tadworth Gillian Hein 16/01783/F 16/01784/F 15, Chapel Road Removal of roof structure and Installation of new pitched roof structure, with side dormer, to create single flat unit Removal of roof structure and Installation of new mansard pitched Roof structure with side dormer, create Single flat unit The two applications were considered by the Committee and voted to object to both applications on the grounds of design and impact on the street, although the pitched roof design (01783) was less harmful. A restaurant named The Bridge is to open on Station Approach. An application for signage has been received and the Case Officer will be contacted as clarification is needed about the size of the area to be illuminated.. No Objection
16/01779/F Clock House Demolition of existing bungalow and outbuildings and erection of block of 3 Two storey dwellings This is an application for 3 cottages but the Committee were informed by Cllr. Turner that it is part of Lower Kingswood. The C.P.R.E. may wish to consider the application and comment. 16/01390/F Tadworth Tyres, Citygate Site Change of use from car showroom Amended 09/08/16 The Committee had sought clarification on the application as there appeared to be discrepancies between the plans and the description. The revised plans clarify the short term intentions. It is understood that all work on the site will be carried out by Tadworth Tyres. There are no plans to carry out car repairs, M.O.T.s or selling of vehicles at the present time. The T.W.R.A. will ask the Council to look to apply noise conditions on this application. 16/01437/F Shelvers Way, 1 7 (Stanton Lodge) Demolition of Stanton Lodge Erection of 5 dwellings This application will be considered by the Planning Committee on 31st August. Cllr. Broad, Gillian Hein and Patricia Brookwick will speak to oppose the application. Concerns have been expressed about traffic and parking in the vicinity but Surrey Highways have not objected relying on the applicant s traffic survey.
5. Minutes and Matters Arising: The Trees in Tadworth list for the next round of tree planting will shortly be submitted to Terry O Neill, S.C.C for his consideration. Patricia has designed a poster for the forthcoming litter pick for Tadworth and Rachel asked if she could also provide one for Walton. Gillian confirmed that the extension on the house in Shelvers Way is still being used as a separate dwelling and Rachel indicated that the Enforcement Team will continue to investigate. A letter has been sent to the Planning Inspectorate concerning the scaffolding businesses operating in Sturts Lane following the lodging of an appeal against enforcement action. Ken Chivers has received a complaint about fencing being installed on Beecham s Field. Non golf club members are now hitting balls near to a public footpath. It had been anticipated that non members could purchase a token to hit practice balls on the field but this does not now seem to be the case. Tadworth Tribune The comments on this new publication are generally favourable. It is understood that other organisations will be submitting articles for the next issue with a 30th September deadline for submissions. Discussion took place about content and it was decided that information on the planning process and also news of recent applications and successful appeals should be included. 7. A.O.B. It is hoped changes to the T.W.R.A. Constitution will be finalized at the next Committee Meeting. Robin will circulate the draft changes for the Committee members to read and make their comments prior to the meeting. Gillian reported that she had been in contact with the Marketing Manager concerning Frith Park as the developer has not liaised with residents as required when planning was approved.
