STOCKTON HEATH PARISH COUNCIL A meeting of the Planning, Finance & General Purposes Committee was held in The Committee Room, The Sandy Lane Centre, Sandy Lane, Stockton Heath on Tuesday, 6 December 2016 commencing at 7:30pm. Apologies Apologies received from Councillor S W Boggan PFGP 51. Accounts for Payment Recommended that approval be given to the payment of the accounts as detailed on the schedule 6 December 2016. PFGP 52. Receipts For the period 2 November to 6 December 2016 Natwest monthly bank interest November 2016 0.14 PFGP 53. Statement of Receipts and Payments for the Financial Year 2016/17 The Committee noted the Statement as at 6 December 2016. PFGP 54. Maintenance Works at Ackers Pit & Planters/Baskets Costs 2017 The quotations for 2017 from Bellfield Landscapes for the cost of maintenance works at Ackers Pit mowing grass edges (4 times per year subject to weather) and weed killer to paths (3 times per year) has increased by 4 to 147.50 and 2.80 to 105 per visit respectively thus making overall cost of 905, subject to number of visits. The quotations for 2017 planting from Bellfield Landscapes detail an increase of 180 to a total cost of 4,290 for supplying and planting the seasonal bedding plus watering June to September bedding from 2016 prices. Recommended that the quotations are accepted, subject to further consideration by the Village Committee for the planting. 1
PFGP 55. Budget 2017/18 Letter dated 10 November from the Director of Finance and Information Services, WBC advising the number of B and D equivalent properties figure is 2,542 (2,532 for 2016/17) and that the Precept request must be submitted by 13 January. The Committee Members were provided with a Draft Budget, prepared by the Assistant Clerk, which was reviewed in detail by Councillors. Following lengthy discussions it was agreed that the Budget should be based on an increase to 40 per Band D property and include the anticipated increased salary costs for the new Clerk and Assistant Clerk, a PCSO cost of 16,000 and an Environment/Library Contingency of 18,000 to assist with any shortfall in services from Warrington Borough Council. Recommended that the full Parish Council should review this Budget at the meeting on 13 December 2016. PFGP 56. Proposed two storey side extension at 5 Orchard Street, Stockton Heath, Warrington WA4 6LH. 2016/29404 Mr and Mrs D Houghton Householder. Proposed kitchen extension to rear of 50, Ackers Road, Stockton Heath, Warrington, WA4 2BQ. PFGP 56.2 Objections to the following applications: 2016/29302 Mr F Altindag Prioprietor, Zalo s Café on the Corner. Proposed change of use from A2 with ancillary offices and C3 above to Cafe (A3) on the ground floor with the retention of residential unit (C3) at 69-71, London Road, Stockton Heath, Warrington Cheshire. The Parish Council considers that there are sufficient A3/A5 businesses operating within the Stockton Heath Centre. The proposed application premises are sited on the eastern side of London Road in the centre of Stockton Heath with a funeral directors to the south and adjacent in a northerly direction are a takeaway, a funeral directors, ladies fashion shop and a Costa Coffee. With this proposal it would result in, of the six properties, three A3/A5 businesses which appears contrary to Policy SW1 of the Warrington Local Development Framework/Core Strategy. 2016/29334 Mr Dominic Jude, Folde Properties Ltd - Full Planning Proposed 2 storey building with associated Parking and Landscaping comprising 4 executive 1 bedroom accommodation suites on Ground Floor with Office Space on First Floor with small Mezzanine Level on Land at Bridgewater Mews and to the rear of 102-114, London Road, Stockton Heath, Warrington, WA4 6LE. At the meeting representation was received in person from Mike Crabtree of Bridgewater Mews Residents and Leaseholders Association. Mr Crabtree stated that a 1992 Planning Application safeguarded 1.5 parking spaces per property at the time of developing the mews, thus giving parking for 12 residents and 6 visitors. The current planning application ignores this provision. Residents will be entering objections to the current plans individually and as the collective body Bridgewater Mews Residents and Leaseholders Association. Councillors move to object to the application on the grounds that consideration needs to be given as to whether the proposal is an over-development of the plot, bearing in mind that 110 London Road was only recently extended. In addition it is questioned whether adequate parking provision is being provided as in addition to the proposed four ground floor apartments there is planned office space/mezzanine to the first floor which presumably will be staffed with the resultant parking requirements for employees. Although it appears five parking spaces are available it is wondered whether at least two of these are not allocated to residents of Bridgewater Mews. The Parish Council has 3
ascertained planning permission 92/29018 for the original Bridgewater Mews Development included a condition that 1.5 parking spaces shall be provided with the proposed dwelling houses and these shall be retained at all times thereafter and it appears the plans submitted include some of these dedicated parking spaces. Access to the new build is via the entrance to the Bridgewater Mews, a residential area, therefore consideration needs to be given as to whether there is sufficient capacity on this small access road, where there are already existing access problems onto London Road and will it damage residential amenity. PFGP 56.3 Information Only 2016/29220 Mrs. Carol Young - Lawful Development Certificate - Proposed dormer roof construction to rear elevation at 18, Mitchell Street, Stockton Heath, Warrington, WA4 6LS. 2016/29324 Mr Mark Stant - Advertisement - 1 free standing double sided sign and 1 fix to wall panel at The Glen, Knutsford Old Road, Stockton Heath, Warrington WA4 2LD. 2016/29344 Mr. Ken Jenkinson - Trees in Conservation Area Application for tree works to fell one Lime Tree situated on the edge of the drive at 11, Marlborough Crescent, Stockton Heath, Warrington, WA4 2EE. 2016/29364 Brightfutures Care Ltd - TPO conservation area - Proposed T1 Beech - Fell - Extensive basal decay. G1 Holly - reduce by approximately 1/3rd to neighbouring property gutter height to clear property roof and building at 82, Ackers Road, Stockton Heath, Warrington, WA4 2BP. PFGP 56.4 Other 2016/28226 Manchester Beer Ltd - Full Planning - Proposed change of use of ground floor from a mixed use unit incorporating an A1 retail unit (ground floor), an A3 Restaurant (first floor) and a C3 self-contained flat (second floor) to an A3 restaurant with associated storage and staff facilities with alterations to the front elevation at 34, London Road, Stockton Heath, Warrington, WA4 6HN. Concern has been raised regarding the appearance of the Stockyard Restaurant and Bar particularly the timber boards to the first floor. Feedback from residents indicate that the finish of the building is not in keeping with the principles of the Stockton Heath Conservation Area. It was agreed that Cllr Walker, in his capacity as Borough Councillor will represent these views by letter to WBC. 2016/28706 Mr D Smith - Proposed 2 no two storey 2 bedroom residential units - Adjacent to no, 10, Heath Street, Stockton Heath, Warrington, WA4 6LP. 2016/28851 Mr Neeruj Luthra Full Planning- Proposed Demolition of an existing conservatory extension and brick outbuilding, construction of new extensions at ground and first floor level providing lounge and residential accommodation. Despite the objections raised by the Parish Council Minute PFGP 39.3 4 October 2016 the Development Control Committee at its meeting on 30 November 2016 approved the application. ENF/16/05936 75, Chester Road, Stockton Heath, Warrington, WA4 2SA Following representation regarding the reconstruction of this bungalow, the matter has been raised with Planning Enforcement regarding alleged unauthorised building to the rear, though subsequently it has been ascertained that the works have been approved under Planning Application 2015/27076. PFGP 57. Xmas Light Switch On Cllr. Walker confirmed that the event went well and felt some token of appreciation should be sent to St. Thomas CE Primary School and Stockton Heath Primary School for the excellent carol singing provided by the school children. Recommended that Cllr. Walker sends a letter of thanks to both schools together with a cheque for 100 to each with the costs to be taken from the Civic Expenses/Functions Budget. PFGP 58. Website Hosting Email from Cheshire East ICT Services dated 24 October advising they are no longer able to continue to provide website hosting with effect from 11 January 2017, which was a free service. The Clerk has contacted the Parish Council s IT contact, Rob Worsley, and a quote has been obtained from Talk Internet to provide this service which involves an annual web hosting cost of 60. In addition to this Rob Worsley will charge up to 100 to assist in moving the website. Recommended that the Parish Council accepts the quotation from Talk Internet and the charge from Rob Worsley.
