Dear Orienteers: As the Director of Sports of Lavalleja and on behalf of the same, I am pleased to invite you to participate in the South American Orienteering Championship and Latin Cup 2018 to be held in our department, from 8 to 11, November, 2018. Our department is placed between the Sierras de Minas and Carapé, the area is characterized by a landscape of mountains, that along with the green vegetation, the richness of flora and fauna constitutes an idyllic environment for physical and spiritual enjoyment, which makes it very suitable for the practice of this beautiful sport of contact with nature. The Municipality of Lavalleja and myself, are working hard to provide an excellent stay and a real enjoyment of sports. We hope to have you present in our events. There will be six international events: South American Orienteering Championships, valid for the World Ranking (WRE), South American Junior Orienteering Championships, South American Youth Orienteering Championships, the XXIV Latin Countries Cup, South American Master Orienteering Championships and South American Open Orienteering Championships. - According to item 4. (Eligibility and Classes) of Appendix 13 of the Competition Rules for IOF Foot orienteering Events. - All competitors must be be full passport-holding citizens of the country they are representing. Entry forms - Entries are open from June 1 st, 2018. - Each competitor must make 2 different entries: 1) Through the event website: www.saoc2018.com.uy 2) Through the IOF Eventor website: https://eventor.orienteering.org/events/show/6066 - This second (Eventor) entry is necessary for IOF control. There is no need for payment when entering via Eventor. Payment is made only when entering via the event website. How to pay your entry fee - The payment of the entry fees must be done on the website of the event (www.saoc2018.com.uy), through PayPal. Entry, accreditation, SICard hire and transport fees - All fees in American Dollars (US$). - Those runners who entry for all courses will have a US$10.00 discount. Departament of Lavalleja - The SAJOC and SAYOC will be held in parallel to SAOC and the Latin Cup. The events will be held in the Department of Lavalleja, located in the eastern region of our country, being one of the nineteen Departments that form the political division of Uruguay. GENERAL MAP OF THE EVENT AREA 7

- Its proximity to Montevideo, the capital, only 100km away via Route 8, its large and varied natural atractions; the hills, and its vicinity to the beautiful oceanic coasts of Maldonado, Punta del Este and Rocha, makes this place a true tourist attraction. The variety of access roads, coming from the neighbouring countries of Argentina and Brazil and also the closeness to international airports and fluvial ports, provide easy ways of reaching the competition area.. City of Minas Lavalleja s Capital - The event centre is placed in the capital of Lavalleja, Minas. It is a place surrounded by beautiful hills and tourist attractions, which offers execellent terrain for the competition, several tourism options to the participants and their companions. Minas is a typical countryside city of Uruguay, where the warmth and simplicity of its inhabitants and also their hospitality are among its main caracteristics. - The competitions will be held in the following places: Sprint and Middle courses in the UTE- ANTEL Vacations Park, and Long course in Villa Serrana; Model Events in both areas according to each specific course. NEW Parque Vacaciones UTE-ANTEL (Holiday Park) - Parque Vacaciones UTE-ANTEL is placed in the Southeastern region of Minas, via Route 12, Km 347, 8,4km away from the city (15 minutes driving), inside the hills. As a holiday centre, it offers all necessary facilities for an excellent stay and also, due to its large size, it offers separate areas that permit to organize the different courses of the event. 9

Event Centre, Sprint & Middle Distance Courses www.youtube.com/watch?v=94zdfnlqjmc / www.youtube.com/watch?v=rkrm0sjp2e8 Villa Serrana - The Long Distance and the Model Event will be placed at NE of the department s capital, in Villa Serrana, about 31 Km from Minas (35 minutes driving). It is placed in the hills between the vales Penitente and Marmarajá, with beautiful landscapes wich are characteristics of the Minuano Hill. To reach the place go via Route 8, Km 145 and then drive South for 3 Km till its typical welcome gateway. 10

Long Distance and Model Event www.youtube.com/watch?v=xk6a6prw4fg / www.youtube.com/watch?v=sj86pc7tbgg - The competition will follow the IOF Rules for Foot Orienteeering (Appendix 13: South American Orienteering Championships, which includes the South American Junior Orienteering Championships and the South American Youth Orienteering Championships). - This is an event of the International Orienteering Federation calendar and antidoping control may be conducted by the competent authority. - SportIdent is the oficial timing and punching system. Those participants who own a SICard should inform its number at the moment of their registration. Those who do not own a SICard must hire one. The cost is US$ 5.00 to be paid along with the entry fee. - In the case of a lost or damaged hired SI-Card the participant must cover its cost (US$ 60.00). - Partial results will be available via multimedia (TV screens) in the finish area. 11

To reach the event area by land - From the capital, Montevideo, to Minas, there will be buses available. From Terminal Tres Cruces, where there are several companies that offer the service, the buses departure each 2 hours. Cost of the ticket: US$ 8.00. Information: www.trescruces.com.uy/horarios-destinos/ - From Minas to Parque de Vacaciones UTE-ANTEL, you may travel by bus. COSU company offers the service from Minas Terminal in the following times: 8:20, 11:30, 14:30, 15:30, 16:20, 18:30 and 22:30. You travel back to Minas: 08:40, 12:15, 15:03, 16:03, 16:45, 20:03 and 23:03. Cost of the tickets: US$ 1.50. Information: www.busbud.com To reach the competition area by plane - From Montevideo, entering via Carrasco International Airport, you must go to Tres Cruces Terminal by bus. You may find them inside the airport where three companies offer the service: COPSA, CUCTSA and COT. Buses depart every 20 minutes and the tickets cost is about US$2.00. There is also taxi service available. Cost is about US$ 12.00. Information: www.aeropuertodecarrasco.com.uy/home/es - From Maldonado, arriving at the Punta del Este International Airport, from there to the Maldonado Bus Terminal, in taxi services and / or remises that can be hired and from there to Minas by the EMTUR bus company. Information: http://www.puntadeleste.aero/ To reach the competition area by sea - Arriving at the Port of Montevideo by the company Buque bus from Buenos Aires, and from there to the Tres Cruces Terminal in taxi and remises services that you can hire in the environment of $ 180 (US$ 6). Information: www.buquebus.com.uy/ During the competition - The organization will coordinate a transport service, from the Event Centre to the competition places outside it, which will cover both trips (round trip transfer to the Model Events and Long Distance). Cost $ 600 (US$ 20 approximately). - There is also the possibility of transfer at low cost, prior coordination for tourist tours through Lavalleja, Minas and Rocha, information will be detailed in bulletins 2 and 3. - Participants should book their accommodation with hotels and inns. - As the main lodging place, the organization recommends the Parque de Vacaciones UTE- ANTEL, which offers multiple services and full board throughout the stay, as well as being the Event Centre and the region of the Sprint and Middle courses. Holiday Park Parque Vacaciones UTE-ANTEL - Offers from simple to sextuple rooms with several options. The place has various services from indoor and outdoor heated pool, gym, spa, recreation and leisure activities. 12

- The accommodation option obtained by the organization includes three meals a day (breakfast, lunch and dinner). - The daily cost per person is $ 2,900 (approximately R $ 350 / US $ 88). It has a small kitchenette an its distance to Parque Vacaciones UTE-ANTEL is 12 km approximately. Here it is also offered the possibility of camping and hard floor, with shared bathrooms and cooking area. There is also the possibility of hiring food service (described in food). 13

NEW - It is not necessary to make reservations for cantonment, just arrive at the place, identify yourself and pay the amount of $ 228 (approximately US $ 7) per day. NEW - Address of the cantonment location: Grupo Artilleria nº 4, Ruta 8, Km 116,5 Minas Lavalleja. 14

- You can have your meals in the city of Minas at an average cost of approximately $ 475 (US $ 15). It is an average cost and there are cheaper and more expensive options, it depends on the place. NEW - Further information on food during the event will be available in bulletin 3. - According to the International Specification for Orienteering Maps and International Specification for Sprint Orienteering Maps (ISOM/2017 and ISSOM/2006). Scales of the maps NEW - Sprint course 1: 4000; - Middle and Long Courses 1:10000. Sample of Long Course Map NEW - The predominant vegetation is native and typical of Uruguay, composed of low trees that extend their branches to the ground, forming large uncrossable bushes of varying sizes and shapes, forming labyrinths with undergrowth (grass) between them. - In some areas there is the incidence of spine bushes of various sizes and shapes, which are very visible on the ground. - The surface of some regions is covered by stones of various sizes and the existing buildings are exotic, some fenced and private and others without fences allowing passage in its vicinity without restriction. 15

- The relief is fairly hilly, with the altitude ranging between 200 and 285m.. Sample of Sprint Map NEW - The Sprint Course map covers a typical park area, made up of well-diversified buildings and vegetation. - Vehicle traffic in the Sprint area is considered low-flow and all measures will be taken regarding the safety of the participants, but everyone should always be careful when crossing the access roads. - The relief is reasonably hilly, with the altitude ranging from 200 to 240m. Sample of Middle Course Map NEW - The predominant vegetation of this area does not follow a continuous pattern and it is constantly changing, being well diversified, sometimes easy to run through, sometimes difficult. It is formed of a mix of native forest, eucalyptus and other species. - About 20% of this area is comparable to that of Villa Serrana and the surface is a bit more difficult to run, but the progression is quite similar. 16

- In some areas there is the incidence of spines of various sizes and shapes, which are very visible on the ground. - The relief is reasonably hilly, with the altitude ranging from 160 to 250m. - The sites of the arenas of each course will be available in Bulletin 3, with the respective maps of access to the assembly areas. Model Events NEW - The Model Events maps will be available to all participants at no additional cost and will be distributed along with the athlete s kit. - Given that the areas of the Middle and Long courses are totally different from each other, there will be two Model Events. - The Model Events have been planned so that they can also be performed as a "Warm Up" before taking the course. Further details will be disclosed in bulletin 3. Information on Sprint, Middle and Long courses - All technical details of the courses will be published in the bulletin 3. - The eligible winners of each class (M/W) will be declared South American Champions in the SAJOC and SAYOC. - The first 3 places in each class of SAJOC and SAYOC will be awarded with medals per course (sprint, middle and long), and diplomas from 1st to 6th place. - Athletes from countries that are not part of South America (not eligible) that are classified among the first 3 places of the, SAJOC and SAYOC, will receive special prizes from the organizers. 17

GPS use NEW - In compliance with the provisions of item 21.4 of the IOF Rules (Edition 2018), the organization warns about the consequences of using GPS during the course, unless the equipment is without a screen or sound feedback. Secretariat NEW 21.4 Competitors shall not use or carry telecommunication equipment between entering the pre-start area and reaching the finish in a race, unless the equipment is approved by the organiser. GPS-enabled devices (watches etc.) can be carried provided that they have no map display and are not used for navigation purposes. However, the organiser has the right to specifically forbid the use of such equipment. The organizer may require competitors to carry a tracking device and/or a GPS data logger. - The Secretariat of the Event will be at the Event Center (Parque de Vacaciones UTE- ANTEL) and on the day the Long Course it will be moved to the Arena region in Villa Serrana during the period of this race. - All documents related to the event (newsletters, start lists, results, etc.) will be posted in the vicinity of the Secretariat and at the cantonment site. Kit NEW - Upon arrival in Minas, the runners or the official representative of each federation/club must present themselves to the Secretariat at the Event Centre to receive the Athlete s Kit, with all the material necessary to be used during the event (bib numbers, SI-Card, etc.). The respective material must be checked in the place to avoid later complaints. - The organization requests to foreign athletes to bring the flags of their countries and deliver them to the Secretariat. We have elected ÑANDÚ as the mascot of our event, which is the largest bird in South America and its main feature is that it does not fly but it is a good runner, it can exceed 60 km / h and it changes direction by zigzagging races. The plumage of the body is gray; under the wings it is white. The head is small, it has large eyes and a long neck. The long legs are adapted to run and have no feathers. It generally is 1.50 m high and weighs up to 50 kg. It feeds on vegetables and small preys. It lives in open pastures, crops and marshes. Our friendly friend is a caricature of this beautiful bird, which we call "ORIENDU". The male has black feathers on the neck and chest, and it is larger than the female. It is found in groups of 10 to 100 individuals. In breeding season the female can mate with several males. The male builds the nest in the ground, hidden among the vegetation, where several females deposit the eggs. The eggs can weigh up to 600 g and are golden yellow or pale white. The young s are named charabones. They have gray plumage with black lines. You can see them walking with their father in search of food. Its diet is vegetarian, but it can be completed with small vertebrates and insects.
